Hosted alongside the MLETR Tracker, it provides governments, businesses and international organisations with a clear view of global progress and supports the wider adoption of digital trade.
Early momentum is building, with 28 economies engaged so far, including 8 in Asia and 7 in Africa.

Canada shows the most balanced profile, while the United States exhibits the widest divergence across components.

How open are G7 economies in practice? 🤔
The ICC Open Market Index 2026 assesses openness across goods, services, investment, digital trade and policy stability.
The findings suggest that while the G7 remains broadly open on paper, the experience for businesses is becoming increasingly uneven.
Digital services remain a clear strength and FDI frameworks are largely aligned. At the same time, rising policy volatility is weighing on overall performance.
The Index also reveals notable differences across the G7. Canada shows the most balanced profile, while the United States exhibits the widest divergence across components.
If governments want to strengthen economic openness, improving policy predictability is one of the most immediate actions they can take.
