Many people have been asking why Hon. Peter Opondo Kaluma is sometimes seen sitting in the Speaker's chair and presiding over proceedings in the National Assembly despite not being the Speaker or Deputy Speaker.
The reason is that the National Assembly has a Panel of Chairpersons (Temporary Speakers) made up of selected Members of Parliament who are authorized to chair House sittings whenever the Speaker or Deputy Speaker is unavailable. When assigned to preside over a sitting, they exercise the powers of the Speaker for that session.
Hon. Peter Opondo Kaluma was appointed to this panel on 12 October 2022, when the National Assembly approved the appointment of several MPs to assist in presiding over House business. His appointment gives him the legal authority to sit in the Speaker's chair and conduct parliamentary proceedings when called upon to do so.
Therefore, when Kaluma is seen chairing a parliamentary session, he is not acting as the Speaker or Deputy Speaker, but as a duly appointed member of the Panel of Chairpersons, performing a role provided for under the rules of the National Assembly. This is a normal parliamentary practice and does not mean that he has been elected Speaker or Deputy Speaker.

UPDATE: Senator Edwin Sifuna has been removed from the Senate Energy Committee and replaced by Moses Kajwang following changes announced by Senate Majority Leader Aaron Cheruiyot.
As a result, Sifuna will no longer serve on the committee chaired by Siaya Senator Oburu Odinga, who also serves as the ODM Party Leader.
