ශ්‍රී ලංකාවේ අපනයන අනාගතය හැඩගස්වන සහ තිරසාර, අපනයන ප්‍රමුඛ ආර්ථික වර්ධනයක් කරා අපගේ ගමන වේගවත් කරන සන්ධිස්ථානීය ජාතික උපාය මාර්ගයක් වන ජාතික අපනයන සංවර්ධන සැලැස්ම (NEDP) 2026–2030 නිල වශයෙන් දියත් කිරීමට ලැබීම මහත් වරප්‍රසාදයක් විය.

කර්මාන්ත හා ව්‍යවසායකත්ව සංවර්ධන අමාත්‍යාංශයේ මඟ පෙන්වීම යටතේ සහ ශ්‍රී ලංකා අපනයන සංවර්ධන මණ්ඩලය (EDB) විසින් එහි ප්‍රතිපත්ති පාදක ණය දීමේ (PBL) වැඩසටහන හරහා ආසියානු සංවර්ධන බැංකුවේ (ADB) තාක්ෂණික සහාය ඇතිව සංවර්ධනය කරන ලද මෙම සැලැස්ම, රජය, පෞද්ගලික අංශය, සංවර්ධන හවුල්කරුවන් සහ සියලුම ප්‍රධාන කොටස්කරුවන්ගේ සාමූහික කැපවීම නියෝජනය කරයි.

"සමෘද්ධිමත් ජාතියක් - ලස්සන ජීවිතයක්" පිළිබඳ රජයේ දැක්මට අනුකූලව, NEDP 2026–2030 2030 වන විට ඇමරිකානු ඩොලර් බිලියන 36 ක අභිලාෂකාමී නමුත් අත් කරගත හැකි අපනයන ඉපැයීම් ඉලක්කයක් තබා ඇති අතර ශ්‍රී ලංකාව කලාපීය සහ ගෝලීය වෙළඳපොළවලට සේවය කරන තරඟකාරී සැපයුම් සහ දැනුම-දැඩි අපනයන මධ්‍යස්ථානයක් බවට පරිවර්තනය කිරීම අරමුණු කරයි.

මෙම උපායමාර්ගය හරස් අංශ සක්‍රීය කරන්නන් හයක් මත ගොඩනගා ඇත:

• වෙළඳ සැපයුම් සහ ඒකාබද්ධ මධ්‍යස්ථාන මෙහෙයුම්
• වෙළඳ පහසුකම් සැපයීම
• වෙළඳ මූල්‍ය සහ ව්‍යාපාර සහ ආයෝජන පරිසර ප්‍රතිසංස්කරණ
• වෙළඳ ප්‍රවර්ධනය සහ වෙළඳපල සම්බන්ධතා
• තත්ත්ව කළමනාකරණය, ප්‍රමිති සහ පාරිසරික, සමාජීය සහ පාලනය (ESG)
• කුසලතා සංවර්ධනය, ව්‍යවසායකත්වය සහ නවෝත්පාදනය

අපනයන විවිධාංගීකරණය සහ අගය එකතු කිරීම වේගවත් කිරීම සඳහා, සැලැස්ම ප්‍රමුඛතා අපනයන අංශ අටක් හඳුනා ගනී:

මෙම ජාතික උපායමාර්ගය සකස් කිරීම රාජ්‍ය ආයතන, පෞද්ගලික අංශය, සංවර්ධන හවුල්කරුවන්, ශාස්ත්‍රීය සහ කර්මාන්ත විශේෂඥයින් නියෝජනය කරන පාර්ශ්වකරුවන් 300 කට අධික සංඛ්‍යාවක් සම්බන්ධ කර ගනිමින් පුළුල් උපදේශන ක්‍රියාවලියක් මගින් මෙහෙයවනු ලැබූ අතර, ශ්‍රී ලංකාවේ අපනයන අංශය සඳහා සැබවින්ම ඇතුළත් සහ එකඟතාවයෙන් මෙහෙයවන මාර්ග සිතියමක් සහතික කරන ලදී.

ආසියානු සංවර්ධන බැංකුව (ADB), ශ්‍රී ලංකා අපනයන සංවර්ධන මණ්ඩලයේ (EDB) කැපවූ කණ්ඩායම, අපගේ හවුල්කාර රාජ්‍ය ආයතන, පෞද්ගලික අංශයේ සංවිධාන සහ මෙම සන්ධිස්ථානීය මුලපිරීම යථාර්ථයක් බවට පත් කිරීමට දායක වූ සෑම පාර්ශවකරුවෙකුටම මගේ අවංක කෘතඥතාව පළ කරමි.

It was a great privilege to officially launch the National Export Development Plan (NEDP) 2026–2030, a landmark national strategy that will shape Sri Lanka’s export future and accelerate our journey towards sustainable, export-led economic growth.

Developed under the guidance of the Ministry of Industry and Entrepreneurship Development and led by the Sri Lanka Export Development Board (EDB) with technical assistance from the Asian Development Bank (ADB) through its Policy-Based Lending (PBL) Programme, this Plan represents the collective commitment of the Government, the private sector, development partners and all key stakeholders.

Aligned with the Government’s vision of "A Thriving Nation – A Beautiful Life," the NEDP 2026–2030 sets an ambitious yet achievable export earnings target of USD 36 billion by 2030 and aims to transform Sri Lanka into a competitive logistics and knowledge-intensive export hub serving regional and global markets.

The strategy is built on six Cross-Sector Enablers:

• Trade Logistics & Integrated Hub Operations
• Trade Facilitation
• Trade Finance & Business & Investment Environment Reform
• Trade Promotion & Market Linkages
• Quality Management, Standards & Environmental, Social & Governance (ESG)
• Skills Development, Entrepreneurship & Innovation

To accelerate export diversification and value addition, the Plan identifies eight Priority Export Sectors:

✅ Auto Components
✅ Minerals-Based Industries
✅ Rubber-Based Industries
✅ Marine-Based Industries (including Boat & Ship Building)
✅ Spices & Concentrates
✅ Digital Products & Services
✅ Electrical & Electronic Components
✅ Processed Food & Beverages

The formulation of this national strategy was driven by an extensive consultative process involving more than 300 stakeholders representing government institutions, the private sector, development partners, academia and industry experts, ensuring a truly inclusive and consensus-driven roadmap for Sri Lanka's export sector.

I was honoured to be joined by Hon. Sunil Handunnetti, Minister of Industry and Entrepreneurship Development; Dr. Anil Jayantha Fernando, Minister of Labour and Deputy Minister of Finance and Planning; Hon. Chathuranga Abeysinghe, Deputy Minister of Industries and Entrepreneurship Development; Hon. Ramalingam Chandrasekara, Minister of Fisheries & Aquatic & Ocean Resources; Hon. Eranga Weerarathne, Deputy Minister, Digital Economy; Hon. අපනයන ප්‍රමුඛ ආර්ථික පරිවර්තනයක් කරා යන ශ්‍රී ලංකාවේ ගමනේ වැදගත් සන්ධිස්ථානයක් සනිටුහන් කරමින්, 2026–2030 ජාතික අපනයන සංවර්ධන සැලැස්මේ (NEDP) පළමු පිටපත ජනාධිපති ලේකම් කාර්යාලයේදී අතිගරු ජනාධිපති අනුර කුමාර දිසානායක මහතා වෙත භාර දීමට ලැබීම මට මහත් ගෞරවයක් විය.

රාජ්‍ය ආයතන, පෞද්ගලික අංශය, සිවිල් සමාජ සංවිධාන සහ ජාත්‍යන්තර සංවර්ධන හවුල්කරුවන්ගෙන් 300 කට අධික කොටස්කරුවන් සමඟ පුළුල් උපදේශන හරහා සංවර්ධනය කරන ලද NEDP, වඩාත් ඔරොත්තු දෙන, තරඟකාරී සහ ගෝලීය වශයෙන් සම්බන්ධිත අපනයන ආර්ථිකයක් ගොඩනැගීම සඳහා බෙදාගත් ජාතික කැපවීමක් පිළිබිඹු කරයි.

මෙම වැදගත් අවස්ථාවට එක්වූ මහත්ම මහත්මීන්:

• කම්කරු අමාත්‍ය සහ මුදල් හා සැලසුම් නියෝජ්‍ය අමාත්‍ය ආචාර්ය අනිල් ජයන්ත ප්‍රනාන්දු මහතා

මෙම දැක්ම ශ්‍රී ලංකාවේ අපනයන ඉහළ නැංවීමට, දේශීය කර්මාන්ත ශක්තිමත් කිරීමට සහ අපගේ ජාතියට තිරසාර ආර්ථික සමෘද්ධියක් ඇති කිරීමට හේතු වන ප්‍රත්‍යක්ෂ ප්‍රතිඵල බවට පරිවර්තනය කිරීමට අපි එක්ව බලාපොරොත්තු වෙමු.

It was a great honour for me to hand over the first copy of the National Export Development Plan (NEDP) 2026–2030 to His Excellency President Anura Kumara Dissanayake at the Presidential Secretariat, marking a significant milestone in Sri Lanka’s journey towards export-led economic transformation.

Developed under the guidance of the Ministry of Industry and Entrepreneurship Development and led by the Export Development Board of Sri Lanka (EDB), with technical assistance from the Asian Development Bank (ADB), this landmark national strategy provides a comprehensive roadmap to strengthen Sri Lanka’s export competitiveness and achieve an ambitious export earnings target of US$ 36 billion by 2030.

The NEDP 2026–2030 is built around a vision of transforming Sri Lanka into a competitive, logistics and knowledge-based export hub serving regional and global markets. The Plan is structured around six key horizontal enablers:

ජාත්‍යන්තර වෙළඳාම, ආයෝජන සහ ව්‍යාපාරික හවුල්කාරිත්වයන් සඳහා ගතික ගමනාන්තයක් ලෙස ශ්‍රී ලංකාවේ ශක්තීන් ප්‍රදර්ශනය කරන සුවිශේෂී මුලපිරීමක් වන එක්ස්පෝ ශ්‍රී ලංකා 2027 පිළිබඳ විශේෂ රාජ්‍ය තාන්ත්‍රික දැනුවත් කිරීමේ වැඩසටහනට සහභාගී වීමට ලැබීම සතුටට කරුණකි.

2027 ජනවාරි 14 සිට 17 දක්වා BMICH හිදී පැවැත්වීමට නියමිත එක්ස්පෝ ශ්‍රී ලංකා, ලොව පුරා ප්‍රමුඛ පෙළේ අපනයනකරුවන්, ගෝලීය ආයෝජකයින් සහ ව්‍යාපාරික නායකයින් එක්රැස් කරනු ඇති අතර, ශ්‍රී ලංකාවේ ප්‍රධාන අංශ හරහා ලබා ගත හැකි පුළුල් අවස්ථාවන් ඉස්මතු කරයි. රාජ්‍ය තාන්ත්‍රික ප්‍රජාවේ ක්‍රියාකාරී සහභාගීත්වය ආයෝජන ආකර්ෂණය කර ගැනීම, නව හවුල්කාරිත්වයන් පෝෂණය කිරීම සහ ශ්‍රී ලංකාවේ ගෝලීය ආර්ථික පියසටහන ශක්තිමත් කිරීම සඳහා වැදගත් කාර්යභාරයක් ඉටු කරනු ඇත.

විදේශ කටයුතු, විදේශ රැකියා සහ සංචාරක අමාත්‍ය ගරු විජිත හේරත්; කර්මාන්ත හා ව්‍යවසායකත්ව සංවර්ධන අමාත්‍ය ගරු සුනිල් හඳුන්නෙත්ති; සහ කර්මාන්ත හා ව්‍යවසායකත්ව සංවර්ධන නියෝජ්‍ය අමාත්‍ය ගරු චතුරංග අබේසිංහ යන මහත්වරුන්ගේ ප්‍රධානත්වයෙන් මෙම වැඩසටහන පැවැත්විණි.

කර්මාන්ත හා ව්‍යවසායකත්ව සංවර්ධන අමාත්‍යාංශයේ ලේකම් තිලකා ජයසුන්දර මහත්මිය සහ විදේශ කටයුතු සහ විදේශ රැකියා අමාත්‍යාංශයේ ලේකම් අරුණි රණරාජා මහත්මිය ද සහභාගී වූ අතර, මෙම අවස්ථාවට කොළඹ පිහිටි විදේශ තානාපති කාර්යාල සහ මහ කොමසාරිස් කාර්යාල නියෝජනය කරන දූත මණ්ඩල ප්‍රධානීන් සහභාගී වූ අතර, නවදිල්ලි, ඩකා සහ ඉස්ලාමාබාද් හි පිහිටි ශ්‍රී ලංකා දූත මණ්ඩල ප්‍රධානීන් මෙම වැඩසටහනට අතථ්‍ය ආකාරයෙන් සම්බන්ධ විය.

වසර 15 කට පසු ශ්‍රී ලංකාව මෙම ප්‍රමුඛ ජාත්‍යන්තර ප්‍රදර්ශනය පැවැත්වීමට සූදානම් වන විට, එක්ස්පෝ ශ්‍රී ලංකා 2027, දේශීය ව්‍යවසායන් ගෝලීය වෙළඳපොළවල් සමඟ සම්බන්ධ කිරීමට සහ වෙළඳාම සහ ආයෝජන සඳහා වඩාත් සුදුසු ගමනාන්තයක් ලෙස රට ස්ථානගත කිරීමට බලවත් වේදිකාවක් ලෙස සේවය කරනු ඇත.

එක්ව, ශ්‍රී ලංකාවේ අපනයන විශිෂ්ටත්වය ප්‍රදර්ශනය කිරීමට, ජාත්‍යන්තර හවුල්කාරිත්වයන් ශක්තිමත් කිරීමට සහ රට තුළට වැඩි විදේශ සෘජු ආයෝජන ආකර්ෂණය කර ගැනීමට අපි කටයුතු කරමින් සිටිමු.

Pleased to participate in the special diplomatic awareness programme on Expo Sri Lanka 2027, a landmark initiative that will showcase Sri Lanka’s strengths as a dynamic destination for international trade, investment, and business partnerships.

Scheduled to be held at the BMICH from 14–17 January 2027, Expo Sri Lanka will bring together leading exporters, global investors, and business leaders from around the world, highlighting the vast opportunities available across Sri Lanka’s key sectors. The active engagement of the diplomatic community will play a vital role in attracting investment, fostering new partnerships, and strengthening Sri Lanka’s global economic footprint.

The programme was held under the patronage of Hon. Vijitha Herath, Minister of Foreign Affairs, Foreign Employment and Tourism; Hon. Sunil Handunnetti, Minister of Industries and Entrepreneurship Development; and Hon. Chathuranga Abeysinghe, Deputy Minister of Industries and Entrepreneurship Development.

Also participating were Mrs. Thilaka Jayasundara, Secretary to the Ministry of Industries and Entrepreneurship Development, and Mrs. Aruni Ranaraja, Secretary to the Ministry of Foreign Affairs and Foreign Employment. The event was attended by Heads of Mission representing foreign embassies and high commissions in Colombo, while Sri Lankan Heads of Mission based in New Delhi, Dhaka, and Islamabad joined the programme virtually.

As Sri Lanka prepares to host this flagship international exhibition after 15 years, Expo Sri Lanka 2027 will serve as a powerful platform to connect local enterprises with global markets and position the country as a preferred destination for trade and investment.

Together, we are working to showcase Sri Lanka’s export excellence, strengthen international partnerships, and attract greater foreign direct investment into the country.

GSP+ හරහා අපනයන අවස්ථා උපරිම කිරීම" යන මැයෙන් පැවති 2026 ශ්‍රී ලංකා-ජර්මානු ව්‍යාපාරික සංසදයේ සාකච්ඡාවට පැනලිස්ට්වරයෙකු ලෙස සහභාගී වීමට ලැබීම ගැන මම සතුටු වෙමි, එහිදී අපි තිරසාරභාවය, ඩිජිටල්කරණය සහ නවෝත්පාදනය තුළින් යුරෝපීය වෙළෙඳපොළ තුළ ශ්‍රී ලංකාවේ අපනයන තරඟකාරිත්වය ශක්තිමත් කිරීම සඳහා උපාය මාර්ග ගවේෂණය කළෙමු.

ශ්‍රී ලංකාවේ ඖෂධ අපනයන පරිසර පද්ධතිය ශක්තිමත් කිරීම 🇱🇰💊

ශ්‍රී ලංකාවේ ඖෂධ අපනයන අංශයට ඇති ප්‍රධාන අභියෝගවලට මුහුණ දීම සහ නව අවස්ථා විවෘත කිරීම සඳහා ජාතික ඖෂධ නියාමන අධිකාරිය (NMRA) සහ ප්‍රමුඛ ඖෂධ නිෂ්පාදකයින් සමඟ ඵලදායී සාකච්ඡාවක නිරත වීමට ලැබීම ගැන මම සතුටු වෙමි.

2030 වන විට අපනයන ආදායමෙන් ඇමරිකානු ඩොලර් බිලියන 36 ක් ලබා ගැනීමේ අපගේ ජාතික ඉලක්කය කරා අප කටයුතු කරන විට, ඖෂධ කර්මාන්තයට වැදගත් කාර්යභාරයක් පැවරී ඇත. නියාමන කාර්යක්ෂමතාව වැඩි දියුණු කිරීම, නිෂ්පාදන ලියාපදිංචි කිරීම් වේගවත් කිරීම සහ පරිණාමය වෙමින් පවතින ජාත්‍යන්තර අනුකූලතා ප්‍රමිතීන්ට අනුකූල වීම ශ්‍රී ලංකාව විශ්වාසදායක ඖෂධ නිෂ්පාදන සහ අපනයන ගමනාන්තයක් ලෙස ස්ථානගත කිරීමේදී තීරණාත්මක වනු ඇත.

NMRA සහ අපගේ ඖෂධ නිෂ්පාදකයින් විසින් පෙන්නුම් කරන ලද ශක්තිමත් කැපවීම මම අගය කරමි.

රාජ්‍ය-පෞද්ගලික අංශයේ අඛණ්ඩ සහයෝගීතාවය තුළින්, ශ්‍රී ලංකාවේ ඖෂධ කර්මාන්තයට ජාත්‍යන්තර වෙළෙඳපොළ තුළ එහි පියසටහන පුළුල් කළ හැකි බවත් රටේ අපනයන වර්ධන න්‍යාය පත්‍රයට සැලකිය යුතු ලෙස දායක විය හැකි බවත් මට විශ්වාසයි.

Strengthening Sri Lanka’s Pharmaceutical Export Ecosystem 🇱🇰💊

I was pleased to engage in a constructive discussion with the National Medicines Regulatory Authority (NMRA) and leading pharmaceutical manufacturers to address key challenges and unlock new opportunities for Sri Lanka’s pharmaceutical export sector.

As we work towards our national goal of achieving USD 36 billion in export earnings by 2030, the pharmaceutical industry has a vital role to play. Enhancing regulatory efficiency, accelerating product registrations, and aligning with evolving international compliance standards will be critical in positioning Sri Lanka as a trusted pharmaceutical manufacturing and export destination.

I appreciate the strong commitment demonstrated by the NMRA and our pharmaceutical manufacturers in collaboratively identifying practical solutions to strengthen the sector’s global competitiveness.

Through continued public-private sector collaboration, I am confident that Sri Lanka’s pharmaceutical industry can expand its footprint in international markets and contribute significantly to the country’s export growth agenda.
