The Overseas Workers Welfare Administration Regional Welfare Office 3 (OWWA RWO 3) successfully conducted the third run of the OWWA Scholarsโ Youth Camp 2026 on May 29, 2026, at the 4th Floor, Balagtas New Municipal Building, Borol 1st, Balagtas, Bulacan.
Gathering 70 OWWA Scholars under the Education for Development Scholarship Program (EDSP) and the OFW Dependent Scholarship Program (ODSP) from the province, the activity aimed to empower the youth and raise awareness on teenage pregnancy and mental health.
The activity included informative sessions and activities that gave participants essential knowledge, encouraged responsible decision-making, and emotional awareness. The session was facilitated by the invited resource speakers from the Commission on Population and Development, Ms. Lejaren Rose M. dela Cruz, Information Officer II, and Mr. Anton C. Miranda, Information Officer I.
Beyond learning about the topics, the Youth Camp also served as a venue for camaraderie and for strengthening connections among scholars. The event concluded with the awarding of certificates to the resource speakers and scholars, recognizing their invaluable and active participation throughout the sessions.
OWWA Scholarsโ Youth Camp 2026 is only halfway through! ๐๐ข๐ญ๐- ๐ค๐ข๐ญ๐ฌ! ๐๐๐ก๐จ๐ฅ๐๐ซ๐ฌ, in the next province, as OWWA RWO 3 continues to uphold its mission of empowering youth through this initiative.

๐๐ข๐ข๐: The Overseas Workers Welfare Administration Regional Welfare Office 3 (OWWA RWO 3) conducted a Community Leadership Training for the Ramos Federation of OFW Family and Farmers Association on May 26, 2026, at the Old SB Hall in Ramos, Tarlac.
The session was facilitated by Jeniffer A. Morales, OWWO III of OWWA RWO 3, which aimed to enhance the skills of OFC members in community organization, effective leadership, communication, and project management.
Through this initiative, OWWA RWO 3 continues to strengthen OFCs by equipping them with the knowledge and skills needed to become empowered community leaders and active partners in development.

The Overseas Workers Welfare Administration Regional Welfare Office 3 joined the Mini โ National Reintegration Network (Mini โ NRN) activity in Palayan City, Nueva Ecija, initiated by the National Reintegration Center for OFWs (NRCO) on May 23, 2026.
The initiative aimed to further strengthen inter โ agency collaboration, deliver relevant information on reintegration services to OFWs and their families.
This was attended by partner agencies under the reintegration network, as well as OFW families, and commenced with participation in a housing fair activity in the morning. OWWA RWO 3 and other partner agencies also prepared booths to attend to the inquiries and concerns of the OFWs.
In the afternoon, DMW, OWWA, and other participating agencies had the chance to meet and discuss the available programs that promote the welfare and reintegration of OFWs of the province through the Kamustahan session.

The Overseas Workers Welfare Administration Regional Welfare Office 3 (OWWA RWO 3) holds the 2026 Youth Camp for Scholars of Tarlac on May 22, 2026, at the Tarlac Capitol Center, San Roque, Tarlac City, Tarlac.
With the theme, โCyber Awareness and Digital Responsibilityโ, the activity was attended by 50 scholars under the Education for Development Scholarship Program (EDSP) and OFW Dependent Scholarship Program (ODSP).
The participants were equipped with essential knowledge regarding the responsible use of social media, data privacy, cyber safety, and the practice of digital responsibility in todayโs technology-driven society.
This activity was facilitated by Mr. Michael B. Palad, Information Systems Analyst I of the Department of Information and Communications Technology (DICT), who served as the resource speaker and shared some important knowledge to help scholars become more aware and vigilant digital users.
The session also featured activities that help scholars learn and engage with the topic while having fun and building camaraderie with their co-scholars.
With this initiative, OWWA RWO 3 continues its commitment to supporting the holistic development of OFW dependents through conducting meaningful activities that will help boost their morale, knowledge, skills, and awareness.

Following an intensive immersion per program unit, the Overseas Workers Welfare Administration Regional Welfare Office 3 (OWWA RWO 3) newly-hired personnel facilitated a presentation of OWWA Programs and Services on May 21, 2026 held at the 2nd Floor, Boardroom of RWO 3.
This activity aimed to develop and equip the newly-hired personnel with essential skills and knowledge to enhance public speaking skills, frontline service delivery, and the mastery of the OWWA programs and services to effectively address the concerns and inquiries of OFWs and their families.
With this initiative, OWWA RWO 3 reaffirmed its commitment to delivering responsive, client-centered, and quality public service to its clients.

In line with its ongoing commitment to health and bridging lives, the Overseas Workers Welfare Administration Regional Welfare Office 3 (OWWA RWO 3) joined The Blood Bank Transfusion Service of The Medical City Clark in a PEP Talk on May 18, 2026, held at the 3rd Floor Training Room of RWO 3.
Mr. Jose Marie M. Balilo, RMT, Donor Recruitment Officer of Blood Bank and Transfusion Service, led the talk by thoroughly explaining the benefits of blood donation, addressing misconceptions, and discussing the overall donation process.
Through this life-saving initiative, OWWA RWO 3 reaffirmed its commitment not only to bringing hope to OFWs and their families but also extending help those in need by saving them through active participation in blood donation activities.

May 18, 2026 - OWWA RWO 3 releases program checks to beneficiaries at the Office of the Governor, Capitol Compound, City of San Fernando, Pampanga.
Governor Lilia "Nanay" Pineda personally graced the activity as she awarded the OWWA program checks together with DMW RO 3 Regional Director Atty. Marion Sevilla and OWWA RWO 3 OIC - Regional Director, Redina C. Manlapaz.
The two OFWs and the Next-of-Kin (NOK) who received the checks from OWWA were also assisted by the Provincial Government of Pampanga (PGP) with other assistance as instructed by Gov. Pineda.
OWWA RWO 3 and PGP are continuously working hand in hand to assist our OFWs and their families in Pampanga.
