The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โBanoyโ Z. Lopez, highlighted the importance of the commutersโ efforts in asserting their right against erring public utility vehicle (PUV) drivers.
This comes after a ride-hailing driver refused to convey passengers that include LTFRB Chairman Atty. Vigor D. Mendoza II himself.
Chairman Vigor personally went out on Thursday, June 11, to commute in order to check on the status of the public transportation in Metro Manila. And it was then that he chanced upon a public utility vehicle bearing Plate No. NHD-1729, with the driver refusing to accept passengers.
Such action, he said, is a clear violation of the Item No. 2, Section IV of Joint Administrative Order No. 2014-01โa copy of it was sent to the operator along with the SCO.
โI encourage all our kababayan to immediately report similar cases, and it applies to all public utility vehicles. Kaya malakas ang loob ng karamihan sa mga ito dahil walang nagrereklamo,โ said Chairman Vigor.
โThe complaints that passengers send to us serve as the information that we will work on to impose discipline and ensure that both PUV operators and drivers are strictly following rules and regulations,โ he added.
In the SCO, the operator was given five working days from receipt of the SCO to explain why her Provisional Authority should not be canceled or revoked over the incident.
The hearing on the case is on June 23.
โFailure on the part of the respondent to appear before the Hearing Officer and file an Answer, shall be considered as a waiver on her part to be heard and shall cause the imposition of a penalty in the amount of Five Thousand Pesos (P5,000.00),โ the SCO read.
Chairman Vigor also emphasized the power of social media in compelling PUV drivers to behave, as he assured the public of the LTFRBโs immediate response to their complaints.
He said complaints can be coursed through email, social media accounts and LTFRB hotline 1342.
โLet us work together not only to keep our roads safe but in ensuring that passenger rights and protection are respected and observed,โ said Chairman Vigor. # # #

The Department of Labor and Employment (DOLE), in partnership with the Land Transportation Franchising and Regulatory Board (LTFRB), conducted the payout and orientation for beneficiaries of the TUPAD โTuloy Pasadaโ Program on June 9, 2026, at the San Isidro, Jaro Gymnasium.
Beneficiaries from the pilot implementation of the Buntatala/TagbakโCity Proper Route received their payouts earlier that day, followed by the orientation of a new batch of beneficiaries covering all Iloilo City routes.
The DOLE TUPAD โTuloy Pasadaโ Program provides temporary employment and financial assistance to public utility vehicle drivers and Passenger Assistance Officers (PAOs) affected by rising fuel costs and economic challenges in the transport sector.
The program prioritizes transport workers who were not able to participate in the DOTr-LTFRB Service Contracting Program (SCP), ensuring that assistance reaches those who have not previously benefited from similar government support initiatives.
LTFRB personnel also assisted the DOLE team in the verification of beneficiary records, helping ensure the smooth and orderly conduct of the payout and orientation.
This initiative reflects the continued commitment of LTFRB and DOLE to promoting responsive, inclusive, and sustainable transportation programs through strengthened inter-agency collaboration and active engagement with transport stakeholders. Through this partnership, both agencies reaffirm their shared goal of supporting the welfare of transport workers while advancing reliable and people-centered public transportation services.

The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โBanoyโ Z. Lopez, ordered the Regional Franchising and Regulatory Offices (RFROs) in areas affected by the 7.8 magnitude quake to coordinate with local authorities in the conduct of structural integrity inspection of public transportation hubs.
LTFRB Chairman Atty. Vigor D. Mendoza II said this is on top of the mandatory inspection of the agencyโs offices in Davao Region and SOCCSKSARGEN, the two regions that were badly hit by the earthquake on Monday morning.
Chairman Vigor said the heads of the RFROS in the two regions were tasked to coordinate with the local government units, through the engineering offices, and the Department of Public Works and Highways to check on all bus terminals and other PUV stations in the two regions.
The same coordination, he said, must be made with transportation terminal owners and operators.
โWe want to ensure the safety of both the passengers and our partners in the PUV sector through a thorough inspection on the structural integrity of bus terminals and other land transportation hubs,โ said Chairman Vigor.
โThe earthquake was so strong and with the PHIVOLCS warning of more aftershocks, we just want to ensure that everybody is safe for worst-case scenarios,โ he added.
More than 37 people were reported to have died while hundreds more were injured as buildings and other structure collapsed as a result of the 7.8 magnitude quake, the epicenter was located in Sarangani.
President Ferdinand โBongbongโ R. Marcos, Jr. has already ordered all agencies to mobilize assistance teams to respond to the needs of the affected residents.
Immediately after the earthquake, Chairman Vigor tasked all RFROs to check on the condition of all their respective personnel.
โThe safety and well-being of our personnel and all our clients are of paramount concern and as such, I have already suspended the operation of our offices especially in severely-affected areas,โ he said in a statement.
He said the RFROs in the affected areas are tasked to continue monitoring the situation and come up with contingency plan to ensure that our operation will not be compromised for a long time.
One of the LTFRB member, Engr. Isagani M. Victorio was tasked to proceed to the affected areas and assist in the monitoring and assessment.
โOn my part as the LTFRB Chairman, I assure all our personnel of all the necessary assistance if you need them. We are one with you in this time of challenge,:โ said Chairman Vigor. #

The Department of Energy (DOE) continues to coordinate with oil companies to sustain and expand fuel discount programs for Public Utility Vehicle (PUV) drivers and Transport Network Vehicle Service (TNVS) drivers.
The DOE regularly releases an updated list of participating gas stations offering fuel discounts, including designated discount days, loyalty programs, and various promotional offers that motorists can avail of.
Through these initiatives, the DOE aims to help ease the burden of fuel costs and support the daily transportation needs and livelihood of Filipino motorists.
