Zambia Concludes Nationwide Constitutional Consultations
The Technical Committee on Constitutional Amendments has concluded its countrywide Public Sittings, marking a significant milestone in Zambia's constitutional reform process.
Committee Chairperson, Justice Christopher Mushabati, expressed gratitude to Zambians for their overwhelming response to the national exercise, with thousands of submissions received from across the country.
The consultations, which took place from October 27 to November 13, 2025, saw participation from diverse stakeholders, including traditional leaders, youth, women, persons with disabilities, freedom fighters, civic leaders, and the general public.
"The high level of participation demonstrates the people's patriotism, commitment to democracy, and constitutionalism, which are prerequisites for national unity and development," Justice Mushabati said.
Justice Mushabati said this today during the Press Briefing held at Lusaka’s Mulungushi International Conference Centre.
The Committee received submissions through various channels, including physical and virtual sittings, website, email, and submission boxes placed in council chambers across the country.
The Technical Committee will henceforth focus on capturing submissions and preparing a report for submission to the Government.
Justice Mushabati thanked Provincial Administrations, District Administrations, Local Authorities, and stakeholders for their support in the successful holding of public sittings nationwide.
The Committee also commended the Secretariat for their tireless efforts in facilitating the public sittings.
And answering questions from the media, Committee Vice Chairperson and Spokesperson Landilani Banda explained that the Committee is on track to submit its final report to the government by the end of November 2025.
He expressed the Committee's appreciation for the overwhelming number of submissions received from the public and affirmed that all views, including divergent views have been comprehensively captured in the report.
On 2nd October, 2025, the Government has constituted a Technical Committee on Constitutional Amendments to undertake a consultative and inclusive process of reviewing provisions of the Constitution of Zambia that may require reforms.
This process is intended to strengthen constitutional democracy, enhance citizen participation, and ensure that the supreme law of the land reflects the aspirations, diversity, and evolving governance needs of the Zambian people.
The primary purpose of the Technical Committee is to consult the people of Zambia and to review, and benchmark best constitutional practices from within and outside Zambia and to propose amendments to the Constitution with a view to consolidate democracy and constitutionalism, enhance equitable and balanced representation and distribution of resources across the Republic and to promote inclusivity, accountability, and effective representation in governance systems and structures.

Lusaka Public Sittings expected to end today
The Technical Committee on Constitutional Amendments is expected to conclude its Public Sittings for Lusaka Province today with Virtual sittings for all districts in the province.
Council Chambers have been designated as centers for the virtual sittings where members of the public will make submissions to the Technical Committee.
Members of the public in districts across Lusaka province are therefore invited to make their submissions in their respective areas starting at 09:00 hours to 17:00 hours today.
Today’s Virtual Sitting in Lusaka Province will mark the end of receipt of submissions by the Technical Committee on Constitutional Amendments, which started its nationwide Public Sittings on 27th October 2025.
During the past three days of its sitting at Lusaka’s Mulungushi International Conference Center, the Committee has been overwhelmed with submissions from various stakeholders on a wide range of issues in line with the Committee’s Terms of Reference.
Some members of society that have so far made submissions to the Committee include traditional leaders, youths, senior citizens, students, freedom fighters, and the civil society.
Others are persons with disabilities, the labour movement, political parties and former Cabinet ministers.
Prominent among those that made submissions to the Committee were veteran politician and freedom fighter, Vernon Mwaanga, Economic Front Party leader, Wynter Kabimba, Freedom fighter Mama Betty Chilombo Chilunga and Human Rights Activist Laura Mitti.
Due to the overwhelming response from members of the public, the Technical Committee on Constitutional Amendments, split into two teams and continued to receive submissions until late in the night.
The 25-member Technical Committee, chaired by Retired Supreme Court Judge Christopher Mushabati, was appointed on 2nd October, 2025, with a mandate to consult Zambians on Constitutional Amendments.
According to its roadmap, the Technical Committee on Constitutional Amendments, is thereafter, expected to prepare a report on its public consultations on the Constitutional Amendments.

Freedom Fighters Support Delimitation of Constituencies
The Zambia United National Freedom Fighters Association (ZUNFFA) has submitted to the Technical Committee on Constitutional Amendments calling for the delimitation of constituencies.
ZUNFFA Treasurer, Mama Betty Chilombo Chilunga said increasing constituencies, in the wake of a growing population is inevitable, as this will ensure fair and equitable distribution of the national resources.
Mama Chilunga said this when she made a submission to the Technical Committee on Constitutional Amendments in Lusaka, today.
“As a country, we are increasing in population and so, we should also increase the number of constituencies to ensure growth,” Mama Chilunga said.
Mama Chilunga reiterated the need for increased participation of women, youths and persons with disabilities in governance, adding that freedom fighters should also be included in this initiative.
She said that freedom fighters deserve more than a mere mention in the Constitution's preamble but should also receive formal recognition in the supreme law of the land.
“The current mention of freedom fighters in the preamble of the Constitution is insufficient. We need to recognize and honour them, ensuring they have economic and social support as they are a diminishing group,” she said.
Other freedom fighters proposed raising the number of nominated Members of Parliament from eight to ten.
