In the meeting attended by Ambassador Michel Tarran, young people shared perspectives, reflected on current challenges and proposed ways to promote respectful and inclusive communities.
Together we also explored the Ska Shkurt / No Shortcuts campaign, a reminder that while there are no shortcuts to success, the choices we make every day shape the road that leads to it.
Many thanks to the Lushnja Municipality for the warm welcome and to each and every young person in the room who contributed in this meaningful discussion.

đ PĂ«r tĂ« mĂ«suar nga pĂ«rvoja e gjatĂ« dhe e konsoliduar e ZvicrĂ«s me referendumet, nismat qytetare dhe kornizĂ«n e demokracisĂ« sĂ« drejtpĂ«rdrejtĂ«, Prezenca e OSBE-sĂ« mbĂ«shteti njĂ« vizitĂ« studimore me karakter krahasues tĂ« njĂ« delegacioni tĂ« nivelit tĂ« lartĂ« nga ShqipĂ«ria nĂ« BernĂ«.
Deputetë, anëtarë të Komisionit Qendror të Zgjedhjeve dhe përfaqësues të Gjykatës Kushtetuese zhvilluan takime me Parlamentin Federal, Kancelarinë Federale, Kancelarin e Kantonit të Bernës dhe përfaqësues të Komitetit Vendor të Referendumit, si edhe me ekspertë të njohur akademikë në fushën e referendumeve.
Ata u njohën me hartimin dhe zbatimin e mekanizmave të demokracisë së drejtpërdrejtë dhe diskutuan raste praktike nga proceset e fundit referendare si në nivel federal, ashtu edhe në nivel kantonal. Shkëmbimi i perspektivave mbi pragjet e vlefshmërisë së referendumeve, kuadrin rregullator ligjor, procedurat e nisjes së tyre, bashkërendimin ndërinstitucional, aksesin në media, rregullat e fushatës dhe mekanizmat e ankimit ishin ndër temat e trajtuara gjatë takimeve.
Duke ndërthurur perspektivat institucionale, shembujt praktikë dhe analizën e ekspertëve, vizita ofroi një mundësi të shkëlqyer për të identifikuar praktika të mira që mund të përshtaten me kontekstin shqiptar, si edhe për të nxitur bashkëpunim më të ngushtë ndërmjet institucioneve shqiptare dhe zvicerane që punojnë për forcimin e pjesëmarrjes demokratike dhe përfshirjes së qytetarëve në vendimmarrjen publike.

đ Referendums constitute one of the most prominent instruments of direct democracy enshrined in the Constitution, enabling citizens to participate directly in shaping public policies and legislation.
đ To explore and learn from Switzerlandâs long-lasting and consolidated experience on referendums, citizens initiatives and direct democracy framework, the OSCE Presence supported a comparative assessment visit of a high-level Albanian delegation to Bern.
đ The delegation - composed of Members of Parliament, Central Election Commission members and Constitutional Court representatives - held meetings with the Federal Parliament, the Federal Chancellery, the Chancellor of the Canton of Bern and representatives of the local Referendum Committee, as well as leading academic experts on referendums.
The participants had first-hand insights into the design and implementation of direct democracy mechanisms and discussed practical case studies on recent referendum processes at both federal and cantonal levels. Exchanging perspectives on referendumsâ validity thresholds, regulatory legal framework, initiating procedures, inter-institutional coordination, access to media, campaigning rules and complaint mechanisms were among the topics covered by the meetings.
By combining institutional perspectives, practical examples and expert analysis, the visit provided a great opportunity to identify good practices that may be adapted to the Albanian context while fostering stronger co-operation between Albanian and Swiss institutions working to strengthen democratic participation and citizen involvement in public decision-making.
The event was organized under the OSCE Presenceâs project âSupport to electoral reform and processes in AlbaniađŠđ±
â, which is supported by SwedenđžđȘ, Switzerlandđšđ, the U.S.đșđž Mission to the OSCE and Polandđ”đ±.

Programi synon përfshirjen e studentëve në mbledhjen dhe analizën e të dhënave në nivel vendor, kërkim mbi problematika konkrete të bashkive dhe përgatitjen e inputeve analitike që mund të mbështesin hartimin e policy briefs dhe rekomandimeve praktike për politikat vendore.

Kryetari i Prezencës së OSBE-së në Shqipëri, ambasadori Michel Tarran, u takua sot me Drejtorin e ri të Përgjithshëm të Burgjeve, Adriatik Kupi, për ta uruar për detyrën e re, për të rikonfirmuar mbështetjen e Prezencës për reformën në sistemin penitenciar dhe për të diskutuar bashkëpunimin në të ardhmen.
Kontributi i Prezencës në sistemin penitenciar ndër vite është fokusuar në pesë fusha kryesore: mbështetje për hartimin e legjislacionit dhe politikat në sistemin penitenciar; rritje e kapaciteteve të personelit në burgje dhe paraburgim; ngritja e Shërbimit të Provës; parandalimi dhe lufta ndaj ekstremizmit të dhunshëm dhe radikalizimit që çojnë në terrorizëm; mbështetje për regjimin e posaçëm në burgjet e sigurisë së lartë; si dhe ngritjen e programit të parë ndërdisiplinar të Masterit Ekzekutiv në Kriminologji në Universitetin e Tiranës.

The Head of the OSCE Presence in Albania, Ambassador Michel Tarran, met today with the newly appointed Director General of Prisons, Adriatik Kupi, to congratulate him on his appointment, reaffirm the Presenceâs support for Albaniaâs penitentiary reforms and discuss future co-operation.
The Presenceâs contribution to the penitentiary system over the years includes: legislative and policy support; capacity building of prison staff; support for the establishment of the Probation Service; work on preventing and countering violent extremism and radicalization that lead to terrorism; support to the Special Regime in high security prisons; and the establishment of Albaniaâs first multidisciplinary Executive Masterâs Programme in Criminology at Tirana University.
The discussion also addressed the importance of reducing excessive use of pre-trial detention. Ambassador Tarran welcomed the High Courtâs May decision, which reaffirmed that pre-trial detention should remain an exceptional measure, justified only through concrete, individualized and reviewable reasoning.
âThe OSCE Presence in Albania remains ready to support the General Directorate of Prisons in advancing reforms that contribute to a more effective, humane and modern penitentiary system. Our shared objective is a system that safeguards human rights, enhances public security and supports the successful reintegration of offenders into society,â he said.
The Presence will continue supporting the penitentiary reform in 2026 through activities focused on promoting access to justice, strengthening correctional capacities, expanding alternatives to detention and safeguarding human rights.

The manual provides practical guidance, tools and resources for journalists seeking to cover environmental issues responsibly and effectively.
It also addresses key issues such as journalist safety, investigative journalism, ethical reporting, newsroom capacity-building, tackling environmental disinformation, and using AI in the newsroom. It also looks at covering environmental humanities, as well as the security implications of environmental changes.
Developed with contributions of Covering Climate Now, the Environmental Investigative Forum (EIF), Fondation Hirondelle, NICHE (UniversitĂ Ca' Foscari Venezia ), the Pulitzer Center, and the Reuters Institute for the Study of Journalism.

Today, Ambassador Michel Tarran visited the Kostandin Kristoforidhi high school in Elbasan, where the OSCE Presence in Albania has teamed up with the Albanian Media Institute's pool of certified media literacy lecturers and the Ministry of Educationâs Agency for Quality Assurance on Pre-university Education to deliver a series of training sessions for teachers on media literacy education. The initiative contributes to the Presenceâs ongoing efforts to integrate media and information literacy into educational curricula.
