🕯 June 22 marks the Day of Memory and Sorrow — the most tragic date in the history of our country.

On this very day 8️⃣5️⃣ years ago, on June 22, 1941, the Great Patriotic War of the Soviet people commenced — the N**i Germany and its European 'axis' accomplices treacherously attacked our Motherland, without a declaration of war.

⬛️ The Great Patriotic War lasted for 1418 days and nights, claimed lives of some 27 million Soviet citizens. It was the nationwide tragedy that brought terrible suffering to each and every family in our country.

Today, June 22 echoes with sorrow, grief and pain for the ruined lives of millions of our people.

The enemy — the German N**is and their European satellites — invaded the Soviet Union with one aim — to destroy, mercilessly eliminate, kill and physically annihilate our Motherland's entire population regardless of people's ethnic, racial or religious background. During the occupation of Soviet territories, Hitler’s troops killed 13.7 million Soviet civilians, including women and children. They carried out the real GENOCIDE as part of their so-called 'Lebensraum' policy to gain the living space in the East for German colonisation.

⬛️ At dawn on June 22, the N**i aircraft launched massive strikes on airfields, railway stations, naval bases, deployments of the Red Army forces, and cities along the entire western state border of the USSR and up to 250-300 km into Soviet territory. Together with N**i Germany, Romania, Italy, Finland, Slovakia, France, Croatia, Spain, Denmark, the Netherlands and other 'axis' powers allied to the Third Reich took part in the aggression against our country. The industries of almost the entire European continent served the aggressors.

The facts of collaboration of the majority of European governments, military, industrial circles and citizens with the N**is are not and will never ever be forgotten.

It was our country that took the main blow of the N**i aggression. It was the Soviet Victorious People who showed unparalleled heroism and resilience, fighting for the freedom of our Motherland. Our nation paid for the with the blood of 27 million Soviet citizens who not only expelled N**is from Soviet territory but also heroically saved Europe from the 'N**i plague'.

The tragedy that befell our people was directly caused by the evil ripening in the heart of Europe — N**ism, the ideology of human hatred and racial supremacy over other peoples and nations.

⬛️ На рассвете 22 июня вражеская авиация нанесла массированные удары по аэродромам, железнодорожным станциям, военно-морским базам, местам дислокации войск и городам вдоль всей западной государственной границы СССР и на глубину до 250-300 км. Вместе с нацистской Германией в агрессии приняли участие: Румыния, Италия, Финляндия, Словакия, Франция, Хорватия, Испания, Дания, Голландия и другие союзные Третьему рейху государства. На агрессоров работала промышленность почти всей континентальной Европы.

Не забыты факты коллаборационизма и соучастия большинства европейских правительств, вооружённых сил, промышленных кругов и граждан в гитлеровских преступлениях.

On the occasion of Russia’s national holiday - Russia Day - a series of articles by Russian Consul General Anatoly Kargapolov have been published in several prominent media outlets in Hong Kong and Macau, including “The Standard”, “China Daily Hong Kong”, “Wen Wei Po”, and “Joy Post (Le Bao)”.

Key Points:

- Russia Day stands as a symbol of national unity, responsibility for the country’s collective future, and the solidarity of the Russian people.

- Despite external challenges, Russia’s economy remains resilient: over the past three years, GDP has grown by 10%, unemployment has reached a historic low of 2.2%, and public debt continues to be among the lowest of the world’s major economies.

- Tourism exchanges have expanded significantly, supported by a visa-free regime: in 2025, Hong Kong welcomed 164,000 Russian tourists - a 25% increase over the previous year. Direct flights and the rising popularity of multi-destination routes are opening up new opportunities for travel and exchange.

- The Russian community in Hong Kong is making a notable contribution to cultural and humanitarian ties, actively promoting the Russian language and traditions, and fostering closer relations between the peoples of Russia and Hong Kong.

Consul General Kargapolov expressed confidence that cooperation between Russia, Hong Kong, and Macau will continue to develop dynamically across all fields. He also extended his congratulations to Russian compatriots and all residents of the region on the occasion of Russia Day.

🇷🇺 On June 10, a State Reception was held in Hong Kong to mark Russia Day.

The ceremonial event was attended by the Honourable John KC Lee, the Chief Executive of the Hong Kong Special Administrative Region, along with high-ranking Government officials, members of the Legislative Council, leadership of the Office of the Commissioner of the MFA of the PRC in the HKSAR and of the Hong Kong Garrison of the Chinese People’s Liberation Army, heads of diplomatic missions, Russian compatriots, as well as representatives from the media, business, cultural, and public spheres.

In his welcome address, Consul General of Russia in Hong Kong, Anatoly Kargapolov, highlighted that the strong ties between Moscow and Beijing, built on the principles of equality, mutual support, and unbreakable friendship, contribute to economic growth in both countries and help promote global stability. He noted with particular satisfaction the expanding cultural, educational, and tourism exchanges between Russia and Hong Kong. For instance, in the first four months of 2026, the number of Russian tourists visiting Hong Kong increased by 56%, reaching 90,000 people, while last year, over 164,000 Russian nationals visited the city.

In response, Honourable John Lee extended congratulations to the Russian people on the national holiday and emphasized the steady development of the strategic partnership between Russia and China. The Chief Executive also identified potential areas for mutually beneficial cooperation between Hong Kong and Moscow. Particular attention was given to the significance of cultural exchanges, with special mention of Hong Kong residents’ appreciation for Russian cinema, art, and cuisine. A strong commitment was expressed to continued collaboration between the SAR Government and the Consulate General in promoting the development of humanitarian ties.

The celebration was made even more special by a performance from the Cossack ensemble "Lyubo-Milo» a photo exhibition by the Russian Geographical Society, "About You, Moscow...", organized with the support of the Government of Moscow. Guests enjoyed sampling products from Russian companies successfully operating in Hong Kong, including "Abrau-Durso", "Ladoga", "Miratorg", and various gastronomic projects led by Russian compatriots.

A highlight of the evening was an art exhibition featuring works by artists from the St. Petersburg Academy of Arts and their Chinese peers, organized by the Hong Kong Oil Painting Research Society and the Cypress Seed Gallery. Attendees were also drawn to works by Russian artists residing in Hong Kong and an exquisite collection of pieces by the renowned Ekaterinburg jeweller Viktor Moiseikin.

📅 On June 2, 2026, the Consul General of Russia in Hong Kong, Anatoly Kargapolov, attended an event dedicated to discussing the prospects for Hong Kong’s participation in the 15th Five-Year Plan for the country’s socio-economic development (2026–2030).

👥 The presentation was delivered by Starry Lee, President of the city’s Legislative Council and its representative in the Standing Committee of the National People’s Congress of China and Professor Nick Chan, Director of the AALCO International Arbitration Centre, who is also a member of both the Hong Kong Legislative Council and the National People’s Congress.

🌐⚖️ Members of the diplomatic corps and the city’s legal community were comprehensively briefed on the growing role of Hong Kong in implementing the new five-year plan - particularly as a hub for high-end legal services and the attraction of foreign capital. Special emphasis was placed on the creation of a modern legal and regulatory framework to help achieve the goals set for the residents of Hong Kong.

«Ребенок на каникулы летит один за границу, а второй родитель не хочет идти к нотариусу подписывать согласие. Что-то можно сделать в такой ситуации?»

В соответствии со статьей 20 Федерального закона от 15 августа 1996 г. № 114-ФЗ «О порядке выезда из Российской Федерации и въезда в Российскую Федерацию» для выезда несовершеннолетнего требуется нотариально удостоверенное согласие одного из родителей. При этом следует убедиться, что
✅требование согласия обоих родителей не установлено страной назначения (получение визы для въезда в некоторые иностранные государства также может предусматривать наличие соответствующего согласия обоих родителей ребенка),
✅вторым родителем не установлен запрет на выезд ребенка за рубеж.

«Мы постоянно проживаем за рубежом, ребенок летит на лето к бабушке. Нужно ли оформлять в консульстве наше согласие на въезд в Россию?»

В соответствии с нормами российского законодательства согласие родителей на въезд несовершеннолетнего российского гражданина в Российскую Федерацию не требуется. Вместе с тем, если ребенок будет возвращаться в страну постоянного проживания без сопровождения родителей, потребуется согласие на выезд. Такое согласие можно удостоверить в российском консульском учреждении. Одновременно следует учитывать:
✔️требования страны постоянного проживания относительно выезда несовершеннолетних за рубеж,
✔️требования авиакомпании (иной транспортной компании, осуществляющей пассажирские перевозки) относительно самостоятельных путешествий несовершеннолетних.

«Мы заполнили согласие на поездки ребенка с бабушкой по местным правилам и просто подписали его. В стране постоянного проживания этого достаточно. Однако при выезде из России их не пропустили через границу. Что делать?»

✍️Выезд несовершеннолетних российских граждан из России регламентируется действующим российским законодательством. В вышеописанной ситуации рекомендуется обращаться в дипломатическое представительство или консульское учреждение Российской Федерации для оформления надлежащего (то есть нотариального) согласия на выезд, которое затем следует направить сопровождающему либо самому несовершеннолетнему.

Congratulations on Russian Language Day, a holiday celebrated worldwide on the birthday of Alexander Pushkin, our great poet and creator of the language of modern Russian literature.

The Russian language is endlessly colourful and expressive. It serves as the foundation of the cultural, spiritual and historical code of our country – a civilisation state.

The language of Alexander Pushkin and Fyodor Dostoyevsky is a vital means of international communication. The “great and mighty” Russian language is one of the most commonly used languages in the world, including in the digital sphere. It is one of the official UN languages and the language of some other multilateral organisations. Speaking Russian means to have a key to the treasury of world art, advanced scientific achievements, and the most extensive economic opportunities.

I especially want to emphasise the unifying role of the Russian language in the efforts to strengthen peace and neighbourliness in Eurasia, shaping a new security architecture in Eurasia, and mutually beneficial cooperation. Russia, Belarus, Kyrgyzstan, Tajikistan and Uzbekistan upheld President of Kazakhstan Kassym-Jomart Tokayev’s initiative to establish the International Organisation for the Russian Language.

In March 2026 in Moscow, the first ministerial conference of this organisation marked the beginning of its work. It is important to note that all countries sharing its values can join the International Organisation for the Russian Language.

Some of our unquestionable priorities include the protection and support of those people who consider Russian their mother tongue. We will continue to counter any incidents of language discrimination and Russophobia decisively – wherever they take place. We will certainly fight for restoring the rights of those Russian and Russian-speaking people who have been openly terrorised by the neo-N**i regime in Kiev. Resolving this matter is among the necessary conditions for a long-term settlement of the Ukrainian conflict.

And, of course, we will continue to do what it takes to help our compatriots abroad as well as our foreign partners when it comes to learning Russian, studying in Russian, fulfilling cultural and educational projects.

The year 2026 has numerous commemorative dates associated with the Russian language. We are marking 225 years since the birth of Vladimir Dal, creator of the Explanatory Dictionary of the Living Great Russian Language, the 200th birthday of public figure and unrivalled satirist Mikhail Saltykov-Shchedrin, and the 90th birthday of prominent linguist and President of St Petersburg State University, founder of the Russian World Foundation Lyudmila Verbitskaya.

This year, the Foreign Ministry and the Russian World Foundation established an award for contribution to global Russian studies, named after Vitaly Kostomarov, outstanding linguist who stood at the origins of Alexander Pushkin State Institute of the Russian Language. This award is for merited teachers of the Russian language and literature from the general, higher and extracurricular education in foreign countries. Furthermore, the award will celebrate significant achievements in translation and research. We expect the first awards ceremony to take place this year in Moscow.

I want to extend my heartfelt congratulations to everybody who loves the Russian language, the powerful Russian word, and who contributes to preserving the multifaceted heritage of the Russian world.
