On July 4, 2008 the U.S.
USIEF promotes mutual understanding between citizens of the United States and India. Its core activities include:
• Administration of Fulbright and other fellowships for Indian and American students, lecturers, researchers and professionals. Promotion of dialogue among Fulbrighters and their communities as an outgrowth of educational exchange.
• Serve as a resource for fostering linkages between
higher education institutions in the U.S. and India through its office of U.S. – India Higher Education Cooperation (USIHEC).
• Educational Advising Services for Indian students interested in pursuing higher education in the U.S., and U.S. Ambassador and the Indian Foreign Secretary signed a historic new Fulbright agreement making India a full partner with the United States in the governance and funding of the Fulbright Program. The U.S.-India Educational Foundation (USIEF) awards Fulbright-Nehru scholarships under the agreement, which also permits private sector support for the program. The increase in exchanges under the agreement has allowed for the development of new and innovative programs, such as the Fulbright-Nehru English Teaching Assistant Program for American college graduates, the Fulbright-Nehru International Education Administrators Program for Indian and American higher education professionals, the Fulbright-Nehru Postdoctoral Research Fellowships for Indian scholars and professionals who are in the early stages of their research careers, and the Fulbright-Nehru Distinguished Chair for full professors with a prominent record of scholarly accomplishment. India now has the largest scholar Fulbright Program in the world. Since its inception in 1950, USIEF has awarded approximately 8,200 Fulbright grants funded by the U.S. Department of State in a full range of academic disciplines. USIEF has also administered 8,700 other awards, including the U.S. Department of Education’s Fulbright-Hays and the East-West Center grants, for a total of around 17,000 awards in the last 63 years. USIEF grants are for leadership development in three main sectors: (1) Research, both at the pre-doctoral and post-doctoral level, in wide-ranging disciplines significant to India and the United States; (2) Lecturing to promote mutual understanding in area studies (both U.S. and Indian Studies) as well as in areas of contemporary issues relevant to the United States and India; and (3) Professional development training in newly emerging areas of importance to India such as environmental studies and management. USIEF, with the support of the U.S. Department of State, is working to further increase U.S.-India education cooperation through USIEF’s office of U.S. - India Higher Education Cooperation (HEC), a center for information exchange and facilitation of higher education collaboration and research partnerships. The office provides briefings to U.S. institutions visiting India and Indian institutions, administers grant programs including the Obama-Singh Initiative, and maintains a database of U.S. India higher education collaborations. EducationUSA@USIEF provides authentic, reliable, unbiased and up-to-date information on higher education opportunities in the U.S. through its four offices in Delhi, Mumbai, Kolkata and Chennai. Individualized and group counseling, special workshops, university fairs, alumni fairs, digital video conferences, library reference materials, website postings, and updates on testing and other advising issues are all part of USIEF’s educational advising work. In view of a growing, technologically savvy globally-networked student community, USIEF has increased its use of information technology, including web chats and on-line advising for students, and video conferencing to interact with U.S. universities.

📢USIEF announces the 2026-27 Fulbright-Nehru International Education Administrators Award (IEA) competition for Indian citizens.
The IEA program is designed for Indian college and university administrators with at least two years of experience in international program development and management at their institutions in India. Applicants must be middle to senior-level college or university administrators (vice-chancellors, deans, directors of international centers or offices, foreign student advisors, registrars etc.) who have substantial responsibility for enhancing the international dimension of their institutions and who wish to build capacity of their faculty and students through international collaborations, exchange programs, and innovative curricular design.
Liyi Marli Noshi is a Senior Panel Counsel representing the Government of India before the Delhi High Court. Born and raised in Arunachal Pradesh, she has dedicated her legal career to advancing access to justice and advocating for vulnerable and marginalized communities. Her work has focused on issues including human trafficking, child protection, domestic violence, and racial discrimination, while also supporting institutional reforms and legal empowerment initiatives. Her advocacy led to the establishment of a special police unit for Northeast Indians in Delhi. She has co-founded Helping Hands, a legal team working with Delhi Police to combat racial discrimination.
Through the Hubert Humphrey Fellowship, Liyi strengthened her leadership skills, expanded her global perspective, and deepened her commitment to collaborative problem-solving and mentorship. Today, she continues to combine legal advocacy, public service, and mentorship to support the next generation of leaders and contribute to a more inclusive and equitable justice system.

Dr. M.G. Rajamanickam is Secretary to the Government of Kerala, leading the Revenue, Disaster Management, and Food and Civil Supplies Department. As a Humphrey Fellow at Cornell University, he explored global approaches to climate resilience, governance, food security, and sustainable development.
Through interdisciplinary learning, collaboration with international peers, and exposure to diverse governance models, he gained new perspectives on building resilient systems and people-centred public policy. Today, he applies these lessons in one of India’s most critical public service portfolios—strengthening disaster preparedness, advancing climate-responsive governance, and ensuring food security for millions. His journey reflects how global learning can inspire local action and create meaningful public impact.

USIEF announces the 2027-2028 Fulbright Foreign Language Teaching Assistant (FLTA) Program.
The FLTA program is a nine-month, non-degree program for early-career English teachers teaching at the college level or professionals in related fields. The participants will have the opportunity to refine their teaching skills, increase their English language proficiency, and extend their knowledge of the society and culture of the United States, while serving as teaching assistants for their native language to U.S. students and strengthening foreign language instruction at U.S. colleges and universities.
Selected FLTAs from India will teach Hindi and/or Urdu at select U.S. campuses during their nine-month grant beginning August/September 2027.
USIEF congratulates 2019 Fulbright-Nehru Doctoral Research Fellow Durga Shankar on receiving the prestigious King Carl XVI Gustaf’s 50th Anniversary Fund for Science, Technology and the Environment Award for sustainability research.
The award was presented by His Majesty King Carl XVI Gustaf of Sweden at the Royal Palace in Stockholm. This prestigious Swedish honour is awarded to outstanding researchers, particularly promising young scientists, for excellence in science, technology, and environmental sustainability.

USIEF announces the opening of the 2027-2028 Hubert H. Humphrey Fellowship Program competition for Indian citizens!
The Hubert H. Humphrey Fellowship Program is a prestigious Fulbright program designed to bring accomplished mid-career professionals from developing countries to the United States for 10 months of non-degree graduate study and related professional experience.
Devin Harris was a U.S. Fulbright Specialist at the National Institute of Technology Tiruchirappalli, where he worked on advancing research and academic collaboration in structural health monitoring, non-destructive evaluation, and sustainable infrastructure systems.
During his Fulbright tenure, he delivered workshops, technical lectures, and applied learning sessions on precast and prestressed concrete systems, AI-enabled structural monitoring, low-carbon construction, and infrastructure performance evaluation. He collaborated with faculty, students, and researchers across institutions in India to strengthen academic capacity and explore long-term partnerships in sustainable and resilient engineering research. His engagement also focused on student mentorship, interdisciplinary exchange, and identifying future opportunities for collaborative research, faculty exchange, and innovation in infrastructure systems.

USIEF today hosted the Pre-Departure Orientation for thirteen Fulbright-Nehru Master’s Fellows (2026–27) at the Fulbright House in New Delhi. The fellows, representing diverse fields including law, public health, environmental studies, education, journalism, and economics, will pursue graduate studies at leading U.S. universities across the United States.
The day-long orientation featured interactive sessions on academic life in the United States, intercultural adjustment, travel preparations, and the privileges and responsibilities of being a Fulbright scholar. Fellows also engaged with Fulbright alumni and current U.S. Fulbright-Nehru grantees in India, who shared insights on navigating academic, cultural, and community life in the U.S.
USIEF wishes the fellows every success as they begin their Fulbright journeys and looks forward to the meaningful contributions they will make in strengthening U.S.-India educational and cultural ties.

Ethan Harned is a 2025–26 U.S. Fulbright-Nehru Student Research Scholar at SGT University, Gurugram, Haryana. His research focuses on using public health approaches to strengthen pediatric palliative care and improve support systems for children and families facing serious illness.
Through his Fulbright fellowship, Ethan collaborated with universities, hospitals, and non-governmental organizations across India to study the adoption, implementation, and long-term sustainability of pediatric palliative care programs. His work emphasizes building collaborative research partnerships between U.S. and Indian institutions, while exploring how innovation and evidence-based approaches can strengthen child- and family-centered healthcare systems globally. By engaging directly with healthcare providers, researchers, and community organizations, his research contributes to advancing meaningful dialogue and long-term cooperation in pediatric palliative care.
