nd designated postal operator of Kyrgyzstan, which was further confirmed by the Universal Postal Union International Bureau circular 83 of 21 May 2013. Basing on the status granted, It has been decided to issue postage stamps of the second designated postal operator of the Republic of Kyrgyzstan. KEP stamps are a new phenomenon in the 175-year-old worldwide tradition of stamp issuing: for the first time in philatelic history the second postal operator of an UPU member country, designated according to article 2 of the Universal Postal Convention and operating throughout the entire territory of Kyrgyzstan, has issued its own stamps.
