The Planning Authority is hereby inviting economic operators to participate in this expression of interest for the excavation, construction and finishing works of a new substation at Triq Emvin Cremona, Floriana.

Offers are to be deposited in the quotations box at the Authority offices at 3, Triq Fra Diegu, Marsa MRS 1501 by Wednesday, 8th July 2026 before 10:00 am.

A visit to the site of the proposed works will be held on Thursday, 25th June 2026 at 10:00 am, at the Planning Authority, St Francis Ditch, Floriana.

Any requests for clarifications concerning this Expression of Interest should be addressed to the Director of Corporate Services on email [email protected] by not later than Tuesday, 30th June 2026.

Late or incomplete submissions will not be considered.

The Planning Authority has published a Partial Review of the Strategic Plan for Environment and Development concerning land at Bulebel, Żejtun.

The proposed review seeks to remove the identified land from the Industrial Development Zone and redesignate it as Outside Development Zone, in recognition of the area’s agricultural, ecological and cultural value.

Members of the public and interested parties are invited to review the proposals and submit their feedback during the consultation period.

Submissions are to be made through the official online form on publicconsultation.gov.mt by 3rd July 2026.

🇬🇧 With reference to various reports and media articles concerning development in Armier, the Planning Authority would like to confirm that it has issued enforcement notice EC/071/26 against a known individual, as well as the Lands Authority in its capacity as the landowner.

The contravener was instructed to stop works and remove the illegal development. However, the Planning Authority notes that, instead of complying, the contravener ignored these instructions and proceeded with further unauthorised development.

In line with current legislation, the enforcement notice requires the reinstatement of the site within sixteen days.

The Planning Authority will consider further action in accordance with the provisions of the Development Planning Act (Chapter 552 of the Laws of Malta).

🇲🇹 B’referenza għal diversi rapporti u artikli fil-midja dwar żvilupp ġewwa l-Armier, l-Awtorità tal-Ippjanar tixtieq tikkonferma li ħarġet avviż ta’ infurzar EC/071/26 kontra individwu responsabbli, kif ukoll kontra l-Awtorità tal-Artijiet fil-kapaċità tagħha bħala s-sid tal-art.

L-individwu ġie ordnat iwaqqaf ix-xogħlijiet u jneħħi l-iżvilupp illegali. Madankollu, l-Awtorità tal-Ippjanar tinnota li, minflok ma kkonforma ma’ dawn l-istruzzjonijiet, dawn l-ordnijiet ġew injorati u l-iżvilupp mhux awtorizzat baqa’ għaddej.

Skont il-leġiżlazzjoni fis-seħħ, l-avviż tal-infurzar jagħti perjodu ta’ 16-il jum sabiex is-sit jerġa lura għall-istat oriġinali tiegħu.

L-Awtorità tal-Ippjanar se tikkunsidra li tieħu aktar azzjoni skont id-dispożizzjonijiet tal-Att dwar l-Ippjanar tal-Iżvilupp (Kap. 552 tal-Liġijiet ta’ Malta).

🇬🇧 The Planning Authority can confirm that the unauthorised structure on the foreshore of Buġibba has been removed following direct instructions issued by its enforcement officers. This happened after the individual responsible for the structure cooperated with the Authority’s officials, eliminating the need for any further enforcement action.

The Authority will continue to monitor the site to ensure full and sustained compliance with planning regulations and can take further action where necessary.

The Planning Authority was alerted to the presence of an unauthorised structure on the foreshore of Bugibba. Enforcement officers instructed that the activity cease immediately and that the structure be removed without delay.

Should the structure not be removed, the Authority will proceed with the issuance of an enforcement notice in accordance with applicable legislation.

The Planning Authority remains committed to ensuring full compliance with planning law and established permission requirements.

The Planning Authority has resumed direct action at a site in Ta’ Qali, where illegal dumping of material has persisted on ODZ agricultural land opposite the Ta’ Qali National Park.

Following repeated communication and unsuccessful efforts to secure compliance, the PA’s Compliance and Enforcement Directorate has intervened to remove the illegally dumped material and return the land to agricultural use.

The site, which covers more than 13,000m², is subject to an enforcement notice and a breach of enforcement notice carrying daily penalties amounting to €100,000. The contravener is also required to cover the full costs of the PA’s direct action.

The operation is being carried out with the assistance of the Police and is expected to continue over the coming days.
