Strengthening Nigeria’s financial markets, one reform at a time.

The Central Bank of Nigeria has officially launched the Nigerian Overnight Financing Rate (NOFR), a transparent, transaction-based benchmark designed to reflect the true cost of overnight funding in the money market.

Speaking at the launch in Abuja, CBN Governor Olayemi Cardoso described NOFR as a major step toward enhancing market integrity, improving price discovery, strengthening risk management, and boosting investor confidence.

Developed in collaboration with the Financial Markets Dealers Association (FMDA) and supported by the European Bank for Reconstruction and Development (EBRD), NOFR is set to deepen Nigeria’s financial markets and support sustainable economic growth.

A Recognition of Reform, Resilience, and Renewed Confidence

On Wednesday, June 10, 2026, in London, the Governor of the Central Bank of Nigeria, Mr. Olayemi Cardoso, formally received the prestigious 2026 Central Banking Central Bank of the Year Award, a recognition that speaks not only to institutional achievement but also to the ongoing efforts to strengthen Nigeria’s economic foundation.

Rather than viewing the award as a personal accomplishment, the Governor dedicated the 2026 Central Banking Central Bank of the Year Award to the Board, Management, and Staff of the Central Bank of Nigeria whose commitment to institutional reform, professionalism, and economic stability has helped shape the progress being acknowledged today.

In his remarks, Governor Cardoso emphasised that the recognition belongs to the countless professionals within the Bank whose dedication, integrity, and expertise often take place far from the public spotlight. Their collective efforts have strengthened the institution, reinforced confidence in Nigeria’s economy, and demonstrated the critical role that strong institutions play in national development.

The Governor reiterated that the Bank’s reform agenda has remained focused on a clear and consistent objective; restoring confidence, strengthening institutional resilience, enhancing policy credibility, and creating a solid foundation for sustainable economic growth. These priorities continue to guide the Bank’s decisions as it works to support a more stable and prosperous future for Nigeria.

While acknowledging that the journey is far from over, Governor Cardoso expressed optimism about the progress achieved so far. He noted the growing confidence across various sectors of the economy and reaffirmed the importance of maintaining momentum in the reform process. His message was clear; progress is being made, but continued commitment is essential to achieving lasting transformation.

Importantly, the Governor recognised that such achievements are not accomplished in isolation. He attributed the gains recorded thus far to the support of the Federal Government, the cooperation of market participants, the contributions of development partners, and above all, the resilience, trust, and confidence of the Nigerian people. Their belief in the country’s future remains one of its greatest assets.

As Nigeria continues its journey toward greater economic stability and growth, this award serves as a reminder that strong institutions, credible policies, and dedicated professionals remain central to building sustainable progress. It is also a reminder that confidence, once restored, can become a powerful catalyst for national development.

Launch of Nigeria Payments System Vision (PSV) 2028

The Governor of the Central Bank of Nigeria (CBN), Mr. Olayemi Cardoso, has unveiled the Nigeria Payments Systems Vision 2028, noting that the vision aims to deepen infrastructure, expand inclusion, accelerate innovation, strengthen cybersecurity, and enhance Nigeria’s integration with regional and global payment systems.

“Today, we don’t just unveil a payments strategy; we unveil a vision for how Nigerians will transact, trade, save, invest, and fully participate in a digital economy.”

Describing PSV 2028 as “a Nigerian project” rather than a government initiative, Governor Cardoso reaffirmed the CBN’s commitment to providing the leadership and enabling environment needed to transform the nation’s payments ecosystem. He emphasised the importance of balancing innovation with stability, strengthening oversight while encouraging competition, and fostering collaboration across the ecosystem.

According to the Governor, payment systems have evolved beyond the transfer of funds to become platforms for innovation, instruments of inclusion, and critical infrastructure for economic growth. PSV 2028 is designed to build a secure, resilient, inclusive, and globally competitive payments ecosystem that supports trade, investor confidence, and broader economic reforms.

A key focus of the vision is impact. Cardoso stressed that success must be measured by ex*****on and its contribution to GDP growth, poverty reduction, and improved livelihoods. He expressed confidence that financial inclusion will reach 95% by 2028, ensuring that more market women, farmers, entrepreneurs, and young people participate in the formal financial system because, as he noted, “the goal is inclusion, not exclusion.”

The Governor also projected a future where trust drives adoption of digital payments, with reduced fraud, stronger consumer confidence, and a gradual transition away from cash dependence. He reiterated that Nigeria already holds a leadership position in Africa’s payments landscape and possesses the talent, scale, and entrepreneurial capacity to translate that advantage into long-term economic competitiveness.

Looking ahead, Cardoso shared an ambitious vision that by 2028, Nigerian youth will build the next global fintech unicorn from cities across the country, leveraging Nigerian talent and innovation to solve local and global challenges.

“The success of PSV 2028 will not be measured by the quality of this document. It will be measured by ex*****on; by our ability to expand opportunity, strengthen trust, lower barriers to participation, and build a payments ecosystem that serves every Nigerian.”
