अपराध पीडित वा कानुनको विवादमा परेका बालबालिकाको पहिचान खुलाउँदा उनीहरूको मानसिक स्वास्थ्य र भविष्यमा गम्भीर असर पर्न सक्छ। त्यसैले अदालत र न्याय प्रणालीले उनीहरूको सुरक्षाका लागि 'साङ्केतिक नाम' (Pseudonym/Code Name) प्रयोग गर्छ। जिम्मेवार नागरिकको रूपमा हामीले पनि सामाजिक सञ्जाल वा कुनै पनि मिडियामा यस्ता बालबालिकाको तस्बिर, नाम वा ठेगाना शेयर गर्नु हुँदैन। बालबालिकाको गोपनीयताको अधिकारको सम्मान गरौँ र उनीहरूलाई समाजमा सुरक्षित रूपमा पुनःस्थापित हुन मद्दत गरौँ।

Revealing the identity of children involved in legal conflicts or victims of crime can severely impact their mental well-being and future prospects. This is why the judicial system uses 'pseudonyms' or code names to protect their privacy. As responsible citizens, we must strictly refrain from sharing their photos, names, or locations on social media or any public platform. Let's respect their legal right to privacy and help them reintegrate safely into society.

समेत)बमोजिम नेपाल सरकार, महिला, बालबालिका, लैङ्गिक तथा यौनिक अल्पसंख्यक र सामाजिक सुरक्षा
मन्त्रालयका उपसचिव श्री दुर्गा प्रसाद चालिसेज्यूलाई मन्त्रालयले सदस्य सचिवको जिम्मावारी तोके अनुसार
परिषद् कार्यालयमा स्वागत गरिएको छ भने साथै उहाँले सदस्य सचिवको जिम्मेवारी तथा पदभार समेत ग्रहण
गर्नु भएको छ।
स्वागत कार्यक्रममा परिषद् अधिकृत एवम् सूचना अधिकारी श्री रामबहादुर चन्दले परिषद् सम्बन्धी संक्षिप्त
जानकारी प्रस्तुत गर्नु भएको थियो भने परिचयात्मक कार्यक्रम पनि सम्पन्न गरिएको छ।

शिक्षा बालबालिकाको नैसर्गिक अधिकार मात्र होइन, यो राज्यले सुनिश्चित गरेको कानूनी हक हो। 'अनिवार्य तथा निःशुल्क शिक्षा सम्बन्धी ऐन, २०७५' ले सार्वजनिक विद्यालयहरूमा आधारभूत तहसम्मको शिक्षालाई अनिवार्य र माध्यमिक तहसम्मको शिक्षालाई निःशुल्क गरेको छ। साथै, दलित तथा अपाङ्गता भएका बालबालिकाहरूका लागि छात्रवृत्तिसहितको विशेष शैक्षिक अधिकार कानुनमै व्यवस्था गरिएको छ। आफ्ना बालबालिकालाई विद्यालय पठाऔँ र उनीहरूको उज्ज्वल भविष्य निर्माण गरौँ।

Education is not just a natural right for children; it is a legal guarantee provided by the state. The 'Compulsory and Free Education Act, 2075' mandates compulsory basic education and free secondary education in all public schools. Additionally, the law ensures special provisions, including scholarships and free education from primary to higher levels, for Dalit children and children with disabilities. Let's ensure every child goes to school and builds a brighter future.

बालबालिकाको कलिलो उमेर श्रम गर्ने होइन, सिक्ने र खेल्ने हो। 'बाल श्रम (नियमित र निषेध गर्ने) ऐन, २०५६' ले १४ वर्षमुनिका बालबालिकालाई काममा लगाउन पूर्ण निषेध गरेको छ। त्यस्तै, १६ वर्ष नपुगेका बालबालिकाहरूलाई कुनै पनि प्रकारको जोखिमपूर्ण काममा लगाउनु कानुनी अपराध हो। बालबालिकाको बाल्यकाल जोगाउनु हाम्रो साझा दायित्व हो। यदि तपाईंले आफ्नो वरपर बालबालिकालाई श्रममा लगाइएको देख्नुभयो भने १०९८ मा फोन गरी खबर गर्नुहोस्।

Childhood is meant for learning and playing, not for labor. The 'Child Labor (Prohibition and Regulation) Act, 2056' strictly prohibits the employment of children under 14. Furthermore, engaging children under 16 in any form of hazardous work is a punishable offense. Protecting children's childhood is our collective responsibility. If you see any child engaged in labor, please report it immediately by calling 1098.

प्रविधिको विकाससँगै बालबालिकाहरू अनलाइन दुर्व्यवहार र साइबर अपराधको उच्च जोखिममा छन्। 'बालबालिका सम्बन्धी ऐन, २०७५' ले बालबालिकाको अनलाइन गोपनीयता र सुरक्षालाई कडा रूपमा सुनिश्चित गरेको छ। बालबालिकाको पहिचान खुलाउने, अनुमति विना तस्बिर राख्ने वा अनलाइनमार्फत दुर्व्यवहार गर्ने कार्य दण्डनीय अपराध हुन्। सुरक्षित डिजिटल समाज निर्माण गर्नु हाम्रो दायित्व हो।

With the rise of technology, children are increasingly vulnerable to online abuse and cybercrimes. The 'Act Relating to Children, 2075' strictly protects their online privacy and safety. Publishing a child's identity without consent, sharing inappropriate images, or engaging in online harassment are punishable offenses. Let's work together to create a safe digital space for our children.

अपाङ्गता भएका बालबालिकाको अधिकार केवल सहानुभूतिमा सीमित हुनु हुँदैन, यो कानुनी अधिकार हो। 'अपाङ्गता भएका व्यक्तिको अधिकार सम्बन्धी ऐन, २०७४' ले उनीहरूको शिक्षा, स्वास्थ्य र आत्मसम्मानका लागि समान अवसर सुनिश्चित गरेको छ। सरकारले यस्ता बालबालिकाको संरक्षण गर्ने संस्थाहरूलाई विशेष अनुदानमार्फत सहयोग पनि गरिरहेको छ। आउनुहोस्, विभेदलाई अन्त्य गरौँ र उनीहरूलाई आत्मवल प्रदान गरौँ।

The rights of children with disabilities should not be limited to sympathy; they are fundamental legal rights. The 'Act Relating to Rights of Persons with Disabilities, 2074' ensures equal opportunities for their education, health, and dignity. The government provides special grants to organizations dedicated to their protection. Let us end discrimination and empower them with equal opportunities.

बालबालिका खोजतलास सेवा १०४ (बालबालिका खोजतलास समन्वय केन्द्र भृकुटीमण्डप, बालबालिका खोजतलास प्रदेश समन्वय केन्द्र कोशी, मधेश, लुम्बिनी र कर्णाली) र बाल हेल्पलाइन सेवा १०९८ (इलाम, मोरङ, उदयपुर, सङ्खुवासभा, सुनसरी, बारा, धनुषा, काठमाडौं, मकवानपुर, कास्की, बाँके, रुपन्देही, दैलेख, कालिकोट, सुर्खेत, बाजुरा र कैलाली) को बाल संरक्षण घटना सम्बन्धी सूचना र तथ्याङ्क व्यवस्थापन गर्ने कर्मचारीहरुको लागि २ दिने पुनर्ताजगी तालीम सञ्चालन गरिएको छ।

यस कार्यक्रमको अध्यक्षता परिषद्का सदस्य सचिव श्री इन्द्रा देवी ढकालले गर्नुभएको छ भने परिषद् र युनिसेफ (UNICEF) नेपालले तालीमको सहजीकरण गरेका छन्।

स्थानीय तहको विकास भनेको बाटो र भवन निर्माण मात्र होइन, बालबालिकाको सुरक्षित भविष्यको निर्माण पनि हो। 'बालमैत्री स्थानीय शासन कार्यान्वयन निर्देशिका, २०७८' अनुसार स्थानीय सरकारले बाल अधिकारलाई आफ्नो मुख्य नीति र बजेटमा समावेश गर्नुपर्दछ। के तपाईंको वडा बालमैत्री वडा घोषणा हुने तयारीमा छ? आउनुहोस्, आफ्नो स्थानीय तहलाई बालबालिकाको सर्वोत्तम हितमा काम गर्न जिम्मेवार बनाऔँ।

Local development is not just about roads and infrastructure; it is also about securing a safe future for children. According to the 'Child-Friendly Local Governance (CFLG) Implementation Guidelines, 2078', local governments must integrate child rights into their core policies and budgets. Is your ward preparing to be declared child-friendly? Let's work together to hold our local governments accountable to act in the best interests of children.

एउटा बच्चा जन्मिएपछि आउने पहिलो कानूनी अधिकार भनेको 'जन्म दर्ता' हो। बालबालिकाको पहिचान, शिक्षा, स्वास्थ्य र नागरिकता जस्ता महत्वपूर्ण अधिकारहरू सुनिश्चित गर्न जन्म दर्ता अनिवार्य छ। कानून अनुसार ३५ दिनभित्र आफ्नो नजिकको वडा कार्यालयमा गई जन्म दर्ता गराउनु हरेक अभिभावकको कर्तव्य हो। यसलाई सामान्य काम नसोच्नुहोस्, यो तपाईंको बच्चाको भविष्यको जग हो।

A birth registration is the first legal right a child acquires after birth. It is a fundamental document to ensure a child's access to identity, education, healthcare, and citizenship. As per the law, it is the duty of every parent/guardian to register their child's birth at the local Ward Office within 35 days. Do not consider this a mere administrative task; it is the foundation of your child's future legal rights.

जोखिममा परेका बालबालिका देख्दा धेरैलाई "अब के गर्ने?" भन्ने दुविधा हुन सक्छ। बाल हेल्पलाइन १०९८ को सञ्चालन कार्यविधि अनुसार, तपाईंको एक फोन कलले बालबालिकाको आकस्मिक उद्धार, स्वास्थ्य उपचार र सुरक्षित पुनर्स्थापनाको बाटो खोल्न सक्छ। १०९८ मा गरिएको कलमा तपाईंको नाम र सूचना पूर्ण रूपमा गोप्य राखिनेछ। बालबालिकालाई अप्ठेरो पर्दा निःशुल्क फोन गर्नुहोस् र आफ्नो दायित्व पूरा गर्नुहोस्।
