The system delivers automated prioritization for senior citizens, PWDs, pregnant women, and children, with built-in flexibility for special cases handled by station personnel.

Todayโs provincial roll-out on CMIMS and BIMS Utilization became more than just a trainingโit turned into a shared journey toward smarter, faster, and more connected local governance.
The program opened with warm remarks that set the tone for the day, followed by Ms. Louda Espina, who led the insightful discussion on the Government Shift to Digitalization and the mandates of RA 11032. Her message was clear: digital transformation is a responsibility every LGU must embrace.
This was followed by a comprehensive orientation facilitated by Mr. Jerven N. Conde, who guided participants through the LGU Support SystemโCMIMS and BIMSโshowing how these tools strengthen data management, streamline processes, and empower evidence-based decision-making.
One of the dayโs memorable moments came during the World Cafรฉ session, where LGUs shared insights and real use-case experiences. LGU San Francisco representative shared best practices on implementing information systemsโemphasizing the importance of aligning ICT plans with the overall goals of the LGU, from the administration down to all offices. He also highlighted that digital success is not built on mere partnerships but on genuine bonds, collaboration, and shared ownership of systems.
The afternoon sessions continued with Engr. Jan Michael D. Moralda, who delivered a hands-on and practical Orientation on the Use of Digital Signature and shared best practices in digital document workflows. His demonstration gave the participants a clearer picture of how secure, paperless transactions can be fully implemented in government operations.
During the Action Planning and Presentation of Agreements, participants raised concerns, explored solutions, aligned strategies, and collectively committed to next steps toward effective digitalizationโfrom data updating practices to barangay coordination and system interoperability.

On the 5th day of December 2025, the ๐ฆ๐ฃ๐๐ฅ๐ ๐ฆ๐ผ๐ฐ๐ถ๐ฎ๐น ๐ ๐ฒ๐ฑ๐ถ๐ฎ ๐ ๐ฎ๐ป๐ฎ๐ด๐ฒ๐บ๐ฒ๐ป๐ ๐ง๐ฟ๐ฎ๐ถ๐ป๐ถ๐ป๐ด ๐ฉ๐ฎ.๐ฌ concluded with a heartfelt and inspiring Graduation Ceremony, celebrating the perseverance, discipline, and successful journey of our new batch of local Virtual Assistants.
The program opened with a warm message of gratitude from Engr. Aldren O. Butra, DICT Provincial Officer, who commended the trainees for their active participation and dedication throughout the entire training.
In place of Municipal Mayor Atty. Grace Carmel D. Paredes-Bravo, ICTD Head Michael B. Gecozo delivered an encouraging message on behalf of the LGU. He highlighted the importance of recognizing the value of opportunities such as SPARK and commended the trainees for their hard workโearning a combined โฑ300,000+ from their online engagements. He also extended special congratulations to Mayet Cabrera-Flores, the batchโs highest earner.
Mr. Gecozo also announced an upcoming LGU initiative through the ICTD: a dedicated workspace for VAs equipped with FREE laptops and internet that trainees may use during working hoursโreflecting the LGU's full support for San Franciscoโs digital workforce.
One of the most inspiring parts of the ceremony came from Ms. Aime M. Lozada, the SPARK Resource Person. She shared her personal storyโhow she started with no clear path, faced rejections while applying online, endured long nights of studying unfamiliar tools, and questioned her readiness many times. She recalled scrolling through job boards with little hope, sending countless proposals without replies, and feeling overwhelmed by a competitive online world.
But despite the challenges, she persisted. She invested time in learning, refining her skills, and believing in her potential. That perseverance eventually opened doors, leading her to clients who trusted her abilities. Today, Ms. Aime proudly earns six digits monthly, a milestone built not on instant success, but on resilience, patience, and continuous self-improvement.
She encouraged the graduates to follow the same pathโto take failures as stepping stones, keep learning new niches, and remain committed to their goals. Her message served as a powerful reminder that โif I made it despite my hardships, so can you.โ
The SPARK Focal, expressed his appreciation to everyone who made the program possibleโthe dedicated scholars, DICT Caraga leadership, the SPARK Resource Person, and the LGU through Mayor Grace, as well as ICTD personnel Rennal Alabado (Computer Programmer II) and Michael Gecozo (ICTD Head).

Earlier today, representatives from the Local Government Unit of San Francisco, Agusan del Sur completed a productive benchmarking visit to the Provincial Government of Agusan del Sur (PGAS). The activity provided a meaningful opportunity for our department heads to explore the provinceโs well-established information systems and streamlined administrative workflows.
The visit began with a warm welcome and orientation from Provincial Administrator Josephine B. Ambongan, who emphasized the provinceโs commitment to strengthening governance through digital innovation and continuous improvement. Her introduction set the tone for a collaborative and insightful learning exchange.
Discussions throughout the activity highlighted the importance of PGASโs existing digital systems in promoting data-driven decision-making and transparent governance. We were privileged to learn directly from the skilled PGAS programmers, who generously shared their technical expertise, experiences, and perspectives on system development and sustainability.
We also acknowledge the leadership of Engr. Israel De Guzman, Division Head of the Business Process Division under the Provincial Information Management Office (PIMO). His guidance and direction in ensuring that PGAS systems remain efficient, responsive, and future-ready added significant value to the benchmarking sessions.
A significant moment of the visit was the presence and guidance of Forester Ronulfo โPopongโ R. Paler, former Provincial Administrator of Agusan del Sur. His insightful sharing about the long journey of automating PGAS processes provided valuable lessons for our own digital transformation efforts. He also extended direct coaching and mentoring to Engr. Lorenzo R. Jagonia, Jr., Municipal Administrator of San Francisco, emphasizing how the administrator plays a central role in overseeing all transactions and organizational processesโan essential responsibility in successfully implementing future ICT plans for the municipality.
We further recognize the active participation of our Municipal Mayor, Atty. Grace Carmel D. Paredes-Bravo, whose presence reflects strong and continuing support for technological advancement and innovation in local governance. Equally commendable was the curiosity and engagement of our department heads, who showed genuine interest in understanding the systemsโ developmental potential for LGU San Francisco.
This benchmarking initiative marks a significant step forward as we continue exploring ways to modernize public service, enhance efficiency, and build a more transparent and responsive local government through the power of information and communications technology.
