𝗜𝗖𝗧 & 𝗖𝘆𝗯𝗲𝗿𝘀𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝘆 𝗠𝗲𝗲𝘁𝗶𝗻𝗴

The 𝗜𝗖𝗧 𝗗𝗶𝘃𝗶𝘀𝗶𝗼𝗻 𝗼𝗳 𝗟𝗚𝗨 𝗦𝗮𝗻 𝗙𝗿𝗮𝗻𝗰𝗶𝘀𝗰𝗼, 𝗔𝗴𝘂𝘀𝗮𝗻 𝗱𝗲𝗹 𝗦𝘂𝗿 recently held a productive meeting with 𝗦𝗔𝗡𝗚𝗙𝗢𝗥, where they introduced their latest products and services focused on strengthening 𝘤𝘺𝘣𝘦𝘳𝘴𝘦𝘤𝘶𝘳𝘪𝘵𝘺, 𝘪𝘯𝘧𝘳𝘢𝘴𝘵𝘳𝘶𝘤𝘵𝘶𝘳𝘦 𝘦𝘧𝘧𝘪𝘤𝘪𝘦𝘯𝘤𝘺, and 𝘴𝘺𝘴𝘵𝘦𝘮 𝘳𝘦𝘴𝘪𝘭𝘪𝘦𝘯𝘤𝘺.

During the discussion, both teams explored how modern technologies can address current and future cybersecurity challenges. We also aligned on the 𝗟𝗚𝗨’𝘀 𝟱-𝗬𝗲𝗮𝗿 𝗜𝗖𝗧 𝗥𝗼𝗮𝗱𝗺𝗮𝗽, setting a clear end goal for:

● Robust ICT infrastructure
● Seamless system integration
● Reliable connectivity through a centralized, municipal-wide network

This collaboration marks an important step toward a more 𝘀𝗲𝗰𝘂𝗿𝗲, 𝗶𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗲𝗱, and 𝗳𝘂𝘁𝘂𝗿𝗲-𝗿𝗲𝗮𝗱𝘆 digital government for San Francisco, Agusan del Sur.

The Municipality of San Francisco, Agusan del Sur conducted a comprehensive system run-through of the 𝗥𝗶𝗱𝗲𝗦𝗙 application alongside the formal introduction of the 𝗦𝘁𝗮𝘆𝗦𝗙 application. The activity aimed to present the operational workflow, features, and implementation plan of both digital platforms designed to enhance local transportation and accommodation services, particularly in preparation for the upcoming 𝗣𝗮𝗹𝗮𝗿𝗼𝗻𝗴 𝗣𝗮𝗺𝗯𝗮𝗻𝘀𝗮 𝟮𝟬𝟮𝟲, with Agusan del Sur as the current host province.

The activity was attended by 𝗛𝗼𝗻. 𝗔𝘁𝘁𝘆. 𝗚𝗿𝗮𝗰𝗲 𝗖𝗮𝗿𝗺𝗲𝗹 𝗗. 𝗣𝗮𝗿𝗲𝗱𝗲𝘀-𝗕𝗿𝗮𝘃𝗼, Municipal Mayor, 𝗛𝗼𝗻. 𝗝𝗶𝗻𝗴 𝗣𝘂𝗹𝘃𝗲𝗿𝗮, Vice Mayor, members of the Sangguniang Bayan, and various department heads, who actively provided valuable comments, recommendations, and policy-level inputs to further refine the systems prior to full implementation.

The 𝗥𝗶𝗱𝗲𝗦𝗙 𝗮𝗻𝗱 𝗦𝘁𝗮𝘆𝗦𝗙 applications were developed by the 𝗜𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝗗𝗶𝘃𝗶𝘀𝗶𝗼𝗻 of the Municipality of San Francisco, Agusan del Sur. The orientation served as a collaborative platform to ensure that both applications align with the municipality’s goals for 𝘥𝘪𝘨𝘪𝘵𝘢𝘭 𝘪𝘯𝘯𝘰𝘷𝘢𝘵𝘪𝘰𝘯, 𝘦𝘧𝘧𝘪𝘤𝘪𝘦𝘯𝘵 𝘴𝘦𝘳𝘷𝘪𝘤𝘦 𝘥𝘦𝘭𝘪𝘷𝘦𝘳𝘺, and 𝘪𝘮𝘱𝘳𝘰𝘷𝘦𝘥 𝘤𝘰𝘰𝘳𝘥𝘪𝘯𝘢𝘵𝘪𝘰𝘯 during large-scale events.

This initiative underscores the local government’s commitment to implementing technology-driven solutions that will support seamless mobility, organized accommodation management, and improved public service delivery in anticipation of 𝗣𝗮𝗹𝗮𝗿𝗼𝗻𝗴 𝗣𝗮𝗺𝗯𝗮𝗻𝘀𝗮 𝟮𝟬𝟮𝟲 in Agusan del Sur.

𝗦𝗠𝗔𝗥𝗧𝗘𝗥 𝗤𝗨𝗘𝗨𝗘𝗦, 𝗕𝗘𝗧𝗧𝗘𝗥 𝗖𝗔𝗥𝗘

The ICT Division has successfully deployed the RHU Queueing System at the Rural Health Unit, Municipality of San Francisco—an initiative of 𝘼𝙩𝙩𝙮. 𝙂𝙧𝙖𝙘𝙚 𝘾𝙖𝙧𝙢𝙚𝙡 𝘿. 𝙋𝙖𝙧𝙚𝙙𝙚𝙨-𝘽𝙧𝙖𝙫𝙤, Municipal Mayor, and 𝘿𝙧. 𝙀𝙙 𝘼𝙣𝙩𝙝𝙤𝙣𝙮 𝙋. 𝙇𝙖𝙥𝙖𝙮, Municipal Physician.

The system delivers automated prioritization for senior citizens, PWDs, pregnant women, and children, with built-in flexibility for special cases handled by station personnel.

From patient encoding and concern tagging to smart station assignment and real-time queue tracking, the process is now faster, fairer, and more transparent.

Today’s provincial roll-out on CMIMS and BIMS Utilization became more than just a training—it turned into a shared journey toward smarter, faster, and more connected local governance.

The program opened with warm remarks that set the tone for the day, followed by Ms. Louda Espina, who led the insightful discussion on the Government Shift to Digitalization and the mandates of RA 11032. Her message was clear: digital transformation is a responsibility every LGU must embrace.

This was followed by a comprehensive orientation facilitated by Mr. Jerven N. Conde, who guided participants through the LGU Support System—CMIMS and BIMS—showing how these tools strengthen data management, streamline processes, and empower evidence-based decision-making.

One of the day’s memorable moments came during the World Café session, where LGUs shared insights and real use-case experiences. LGU San Francisco representative shared best practices on implementing information systems—emphasizing the importance of aligning ICT plans with the overall goals of the LGU, from the administration down to all offices. He also highlighted that digital success is not built on mere partnerships but on genuine bonds, collaboration, and shared ownership of systems.

The afternoon sessions continued with Engr. Jan Michael D. Moralda, who delivered a hands-on and practical Orientation on the Use of Digital Signature and shared best practices in digital document workflows. His demonstration gave the participants a clearer picture of how secure, paperless transactions can be fully implemented in government operations.

During the Action Planning and Presentation of Agreements, participants raised concerns, explored solutions, aligned strategies, and collectively committed to next steps toward effective digitalization—from data updating practices to barangay coordination and system interoperability.

The day closed with meaningful reflections and encouragement from Ma’am Elva Theresa Velmonte, reminding everyone that digital transformation is not a one-day effort but a continuous journey that requires unity, consistency, and innovation.

𝗦𝗣𝗔𝗥𝗞 𝗦𝗼𝗰𝗶𝗮𝗹 𝗠𝗲𝗱𝗶𝗮 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝟮.𝟬 — 𝗚𝗿𝗮𝗱𝘂𝗮𝘁𝗶𝗼𝗻 𝗖𝗲𝗿𝗲𝗺𝗼𝗻𝘆

On the 5th day of December 2025, the 𝗦𝗣𝗔𝗥𝗞 𝗦𝗼𝗰𝗶𝗮𝗹 𝗠𝗲𝗱𝗶𝗮 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗩𝟮.𝟬 concluded with a heartfelt and inspiring Graduation Ceremony, celebrating the perseverance, discipline, and successful journey of our new batch of local Virtual Assistants.

The program opened with a warm message of gratitude from Engr. Aldren O. Butra, DICT Provincial Officer, who commended the trainees for their active participation and dedication throughout the entire training.

In place of Municipal Mayor Atty. Grace Carmel D. Paredes-Bravo, ICTD Head Michael B. Gecozo delivered an encouraging message on behalf of the LGU. He highlighted the importance of recognizing the value of opportunities such as SPARK and commended the trainees for their hard work—earning a combined ₱300,000+ from their online engagements. He also extended special congratulations to Mayet Cabrera-Flores, the batch’s highest earner.
Mr. Gecozo also announced an upcoming LGU initiative through the ICTD: a dedicated workspace for VAs equipped with FREE laptops and internet that trainees may use during working hours—reflecting the LGU's full support for San Francisco’s digital workforce.

One of the most inspiring parts of the ceremony came from Ms. Aime M. Lozada, the SPARK Resource Person. She shared her personal story—how she started with no clear path, faced rejections while applying online, endured long nights of studying unfamiliar tools, and questioned her readiness many times. She recalled scrolling through job boards with little hope, sending countless proposals without replies, and feeling overwhelmed by a competitive online world.

But despite the challenges, she persisted. She invested time in learning, refining her skills, and believing in her potential. That perseverance eventually opened doors, leading her to clients who trusted her abilities. Today, Ms. Aime proudly earns six digits monthly, a milestone built not on instant success, but on resilience, patience, and continuous self-improvement.
She encouraged the graduates to follow the same path—to take failures as stepping stones, keep learning new niches, and remain committed to their goals. Her message served as a powerful reminder that “if I made it despite my hardships, so can you.”

The SPARK Focal, expressed his appreciation to everyone who made the program possible—the dedicated scholars, DICT Caraga leadership, the SPARK Resource Person, and the LGU through Mayor Grace, as well as ICTD personnel Rennal Alabado (Computer Programmer II) and Michael Gecozo (ICTD Head).

The ceremony was further honored by the presence of Municipal Administrator Engr. Lorenzo R. Jagonia Jr., who thanked DICT and the scholars for their dedication. He encouraged them to continue their efforts, reminding them that “𝘺𝘰𝘶𝘳 𝘩𝘢𝘳𝘥 𝘸𝘰𝘳𝘬 𝘸𝘪𝘭𝘭 𝘯𝘦𝘷𝘦𝘳 𝘣𝘦𝘵𝘳𝘢𝘺 𝘺𝘰𝘶 𝘪𝘧 𝘺𝘰𝘶 𝘴𝘵𝘢𝘺 𝘤𝘰𝘯𝘴𝘪𝘴𝘵𝘦𝘯𝘵 𝘢𝘯𝘥 𝘤𝘰𝘮𝘮𝘪𝘵𝘵𝘦𝘥.”

To formally close the program, Engr. Albert C. Gabriel, ILCDDB Focal, shared motivating insights on the growing opportunities in the Virtual Assistant industry and urged the graduates to embrace the limitless potential ahead of them.

As part of our commitment to advancing digital governance in LGU San Francisco, our division was represented by Sir Michael Gecozo at DICT Caraga’s Executive Briefing for Digital Leaders held at the LMX Convention Center in Butuan City. The two-day gathering brought together ICT professionals, policymakers, and regional leaders to explore pressing innovations shaping public service.

Through Sir Michael’s participation, our office gained valuable insights into responsible AI use, blockchain applications for secure governance, and strengthened cybersecurity strategies—knowledge that is vital as we continue improving the LGU’s digital systems. His attendance ensured that San Francisco remains aligned with national efforts toward inclusive, secure, and future-ready digital transformation, echoing the DICT’s call for “Walang Iwanan sa Digital Bayanihan.”

The Local Government Unit of San Francisco, Agusan del Sur, participated in the DICT CARAGA eLGU Awards Night, where our municipality was formally recognized as one of the Operational LGUs in the implementation of the electronic Local Government Unit (eLGU) System.

Earlier today, representatives from the Local Government Unit of San Francisco, Agusan del Sur completed a productive benchmarking visit to the Provincial Government of Agusan del Sur (PGAS). The activity provided a meaningful opportunity for our department heads to explore the province’s well-established information systems and streamlined administrative workflows.

The visit began with a warm welcome and orientation from Provincial Administrator Josephine B. Ambongan, who emphasized the province’s commitment to strengthening governance through digital innovation and continuous improvement. Her introduction set the tone for a collaborative and insightful learning exchange.

Discussions throughout the activity highlighted the importance of PGAS’s existing digital systems in promoting data-driven decision-making and transparent governance. We were privileged to learn directly from the skilled PGAS programmers, who generously shared their technical expertise, experiences, and perspectives on system development and sustainability.

We also acknowledge the leadership of Engr. Israel De Guzman, Division Head of the Business Process Division under the Provincial Information Management Office (PIMO). His guidance and direction in ensuring that PGAS systems remain efficient, responsive, and future-ready added significant value to the benchmarking sessions.

A significant moment of the visit was the presence and guidance of Forester Ronulfo “Popong” R. Paler, former Provincial Administrator of Agusan del Sur. His insightful sharing about the long journey of automating PGAS processes provided valuable lessons for our own digital transformation efforts. He also extended direct coaching and mentoring to Engr. Lorenzo R. Jagonia, Jr., Municipal Administrator of San Francisco, emphasizing how the administrator plays a central role in overseeing all transactions and organizational processes—an essential responsibility in successfully implementing future ICT plans for the municipality.
