Agenda Highlights
• The Sanggunian received on First Reading Draft Municipal Ordinance No. 25-2026, which seeks to establish comprehensive rules and regulations governing the lease, occupancy, operation, management, and maintenance of commercial stalls and the operation of the parking area at Jose D. Aspiras Park in Barangay Consolacion. The proposed ordinance aims to provide clear policies on rental rates, parking fees, qualifications of lessees, leasehold rights, and penalties to ensure the efficient management and sustainability of municipal facilities.
• Also received on First Reading was Draft Municipal Ordinance No. 26-2026, which proposes an amendment to Municipal Ordinance No. 11-2026 by correcting the Salary Grade of the position of Medical Officer III in the Municipal Health Office from Salary Grade 22 to Salary Grade 21. The measure seeks to align the ordinance with applicable government standards and personnel regulations.
• The Sanggunian reviewed eleven (11) barangay ordinances approving Supplemental Budgets for Calendar Year 2026. These supplemental appropriations are intended to fund priority programs, projects, activities, and operational requirements of the respective barangays, thereby enhancing local service delivery and community development initiatives.
• Supplemental budget ordinances submitted for review were from Barangays San Jose Norte, San Nicolas Central, Sta. Rita Central, Sta. Rita West, San Agustin East, San Agustin Sur, San Nicolas Sur, San Joaquin Norte, San Julian East, San Pedro, and San Francisco.
• A certified urgent communication from Hon. Mayor Frank O. Sibuma was presented before the Sanggunian requesting the immediate amendment of Municipal Ordinance No. 11-2026 concerning the creation of the Medical Officer III position. The request highlights the need to correct the salary grade classification to facilitate the proper implementation of the ordinance and strengthen healthcare service delivery in the municipality.
• The Sanggunian also received a communication from Municipal Administrator Fortunato V. Orencia regarding the operational status and services of Metro Agoo Waterworks, Inc. (MAWI). The matter was presented for the information and consideration of the members in connection with ongoing discussions concerning water service delivery and compliance with existing agreements.
Committee Reports
• Committee Report No. 18-2026 of the Committee on Finance, Budget, Appropriations, Ways and Means was presented concerning the approval of Barangay and Sangguniang Kabataan Supplemental Budgets. The report evaluates the supplemental appropriations submitted by various barangays and ensures compliance with budgeting and financial regulations.
• Committee Report No. 04-2026 of the Committee on Labor and Employment, Cooperatives, NGOs and Livelihood recommended the accreditation of Panagcaysa ti Mangalap iti Barangay San Nicolas West, Inc. and the Sta. Rita Central Fishermen’s Association as Civil Society Organizations (CSOs). Accreditation will enable these organizations to participate more actively in local governance, development planning, and consultative processes of the local government.

The Sangguniang Bayan of Agoo convened its 23rd Regular Session to deliberate on important legislative measures, budgetary concerns, ordinances, resolutions, and communications aimed at promoting good governance, public welfare, environmental sustainability, health services, tourism development, and community progress. The session served as a platform for reviewing policies and addressing matters that contribute to the continued growth and development of the municipality.

• Discussed Draft Municipal Ordinance No. 23-2026, proposing amendments to selected provisions of Municipal Ordinance No. 01-2024, otherwise known as the "Revised Agoo Eco-Tourism Park Ordinance of 2024."
• Reviewed Barangay Ordinance No. 02-2026 of Barangay San Jose Sur approving Supplemental Budget No. 02 for CY 2026 amounting to Php 322,225.75.

• Received the request from the Municipality of Rosario, La Union to conduct a benchmarking visit in Agoo and learn from the municipality's best practices and implementation strategies on Ease of Doing Business initiatives.
• Noted Office Order No. 20 revoking the designation of Ms. Irene E. Boado as Municipal Environment and Natural Resources Officer.
• Noted Office Order No. 21 revoking the designation of Ms. Empress J. Nacor as Human Resource Management Officer.
• Continued discussion on the request of the San Isidro Timpuyog Agriculture Cooperative (SITAC) for endorsement to relevant government agencies concerning the Salt Industry Development Competitiveness Enhancement Fund (SIDCEF), SAGIP SAKA Program, and related development opportunities.
• Received Committee Report No. 16-2026 of the Committee on Finance, Budget, Appropriations, Ways and Means regarding the approval of barangay supplemental budgets.
