Nagbigay ng mahalagang mensahe si Vice Mayor Antonio Eslao sa mga mag-aaral ng Agoo Kiddie Special School. Hinikayat niya ang kabataan na umiwas sa anumang uri ng karahasan, maging responsable sa kanilang mga kilos, at pairalin ang respeto at pag-unawa sa kapwa.

Binigyang-diin din niya ang kahalagahan ng paggalang sa mga g**o at magulang na nagsisilbing gabay sa kanilang paghubog bilang mabubuting mamamayan. Hinikayat niya ang mga mag-aaral na pagbutihin ang kanilang pag-aaral at pagtuunan ng pansin ang kanilang mga pangarap at kinabukasan.

This morning marked the blessing and inauguration of the newly renovated classrooms at Agoo East Central School, a significant milestone in strengthening educational facilities and providing students with a more conducive learning environment.

The event was attended by Congressman Dante Garcia, Congressman Kenneth Tereng, Mayor Frank Sibuma, Vice Mayor Tony Eslao, and members of the Sangguniang Bayan of Agoo, demonstrating their continued commitment to supporting quality education and community development.

Agenda Highlights

• The Sanggunian received on First Reading Draft Municipal Ordinance No. 25-2026, which seeks to establish comprehensive rules and regulations governing the lease, occupancy, operation, management, and maintenance of commercial stalls and the operation of the parking area at Jose D. Aspiras Park in Barangay Consolacion. The proposed ordinance aims to provide clear policies on rental rates, parking fees, qualifications of lessees, leasehold rights, and penalties to ensure the efficient management and sustainability of municipal facilities.

• Also received on First Reading was Draft Municipal Ordinance No. 26-2026, which proposes an amendment to Municipal Ordinance No. 11-2026 by correcting the Salary Grade of the position of Medical Officer III in the Municipal Health Office from Salary Grade 22 to Salary Grade 21. The measure seeks to align the ordinance with applicable government standards and personnel regulations.

• The Sanggunian reviewed eleven (11) barangay ordinances approving Supplemental Budgets for Calendar Year 2026. These supplemental appropriations are intended to fund priority programs, projects, activities, and operational requirements of the respective barangays, thereby enhancing local service delivery and community development initiatives.

• Supplemental budget ordinances submitted for review were from Barangays San Jose Norte, San Nicolas Central, Sta. Rita Central, Sta. Rita West, San Agustin East, San Agustin Sur, San Nicolas Sur, San Joaquin Norte, San Julian East, San Pedro, and San Francisco.

• A certified urgent communication from Hon. Mayor Frank O. Sibuma was presented before the Sanggunian requesting the immediate amendment of Municipal Ordinance No. 11-2026 concerning the creation of the Medical Officer III position. The request highlights the need to correct the salary grade classification to facilitate the proper implementation of the ordinance and strengthen healthcare service delivery in the municipality.

• The Sanggunian also received a communication from Municipal Administrator Fortunato V. Orencia regarding the operational status and services of Metro Agoo Waterworks, Inc. (MAWI). The matter was presented for the information and consideration of the members in connection with ongoing discussions concerning water service delivery and compliance with existing agreements.

Committee Reports

• Committee Report No. 18-2026 of the Committee on Finance, Budget, Appropriations, Ways and Means was presented concerning the approval of Barangay and Sangguniang Kabataan Supplemental Budgets. The report evaluates the supplemental appropriations submitted by various barangays and ensures compliance with budgeting and financial regulations.

• Committee Report No. 04-2026 of the Committee on Labor and Employment, Cooperatives, NGOs and Livelihood recommended the accreditation of Panagcaysa ti Mangalap iti Barangay San Nicolas West, Inc. and the Sta. Rita Central Fishermen’s Association as Civil Society Organizations (CSOs). Accreditation will enable these organizations to participate more actively in local governance, development planning, and consultative processes of the local government.

• Deliberated on measures aimed at improving the management of municipal economic enterprises and public facilities through the proposed ordinance governing commercial stalls and parking operations at Jose D. Aspiras Park.

• Discussed matters related to the strengthening of municipal health services through the correction of plantilla position classifications within the Municipal Health Office.

• Reviewed and acted upon supplemental budget measures intended to support barangay development programs, infrastructure projects, public services, and administrative operations.

• Considered the accreditation of community-based organizations to encourage greater citizen participation and collaboration in local governance and development initiatives.

• Continued discussions on water service concerns and the operational performance of Metro Agoo Waterworks, Inc. (MAWI), including the municipality’s response to the request of the Sangguniang Panlalawigan for an assessment of the concession agreement and service delivery performance.

• Reviewed Sangguniang Kabataan Resolution No. 02-2026 of Barangay Macalva Sur approving Supplemental Budget No. 02-2026 amounting to Php 180,000.00 for youth development programs and activities.

• Reviewed Barangay Ordinance No. 02-2026 of Barangay San Juan approving Supplemental Budget No. 02 for CY 2026 in the amount of Php 223,354.53 from the barangay fund.

• Reviewed Barangay Ordinance No. 04-2026 of Barangay San Miguel approving Supplemental Budget No. 02 for CY 2026 in the amount of Php 5,000.00 from the barangay fund.

Communications and Requests

• Received a certified urgent request from the Municipal Mayor seeking authorization to enter into a Memorandum of Agreement with the Provincial Government of La Union for the installation of an Early Warning System through an Omni-Directional Siren to strengthen disaster preparedness and public safety.

• Received a certified urgent request authorizing the Municipal Mayor to enter into a Memorandum of Agreement with TESDA for the implementation of Community-Based Training and Enterprise Development Programs for residents of Agoo.

• Referred for legislative action the Local Health Board Resolution No. 10-2026 recommending the approval of the appropriation of the PhilHealth Trust Fund for the implementation of various health programs in the municipality.

• Noted Sangguniang Panlalawigan Resolution No. 1518-2026 encouraging all LGUs in La Union to enroll qualified constituents in the PhilHealth Yakap Program and actively support its implementation.

• Received requests for accreditation as Civil Society Organizations (CSOs) from Panagcaycaysa ti Mangalap iti Barangay San Nicolas West, Inc. and Sta. Rita Central Fishermen’s Association.

• Acknowledged the invitation from the Partnership for Health, Agriculture, Nation-Building and Socio-Economic Upliftment, Inc. (PNBI) for local officials and stakeholders to participate in the “MPOWER in Action: Empowering Local Leaders and Enforcers Training” in support of Smoke-Free La Union initiatives.

• Received and noted the endorsement from the Department of Agrarian Reform regarding a proposed land reclassification application involving a parcel of land located in Barangay San Julian East, Agoo, La Union.

• Noted DILG Memorandum Circular No. 080-2026 regarding the Continuing Local Legislative Education Program (CLLEP) of the Philippine Councilors League scheduled on August 7, 2026 in Iloilo City.

Committee Reports

• Committee Report No. 09-2026 from the Committee on Tourism, Cultural Affairs, Sisterhood and International Relations was presented concerning the proposed ordinance providing for the creation, design, and adoption of the Official Logo of the Office of the Municipal Mayor of Agoo.

The Sangguniang Bayan of Agoo convened its 23rd Regular Session to deliberate on important legislative measures, budgetary concerns, ordinances, resolutions, and communications aimed at promoting good governance, public welfare, environmental sustainability, health services, tourism development, and community progress. The session served as a platform for reviewing policies and addressing matters that contribute to the continued growth and development of the municipality.

• Discussed Draft Municipal Ordinance No. 23-2026, proposing amendments to selected provisions of Municipal Ordinance No. 01-2024, otherwise known as the "Revised Agoo Eco-Tourism Park Ordinance of 2024."

• Reviewed Barangay Ordinance No. 02-2026 of Barangay San Jose Sur approving Supplemental Budget No. 02 for CY 2026 amounting to Php 322,225.75.

• Reviewed Barangay Ordinance No. 02-2026 of Barangay San Marcos approving Supplemental Budget No. 02 for CY 2026 amounting to Php 747,281.68.

• Reviewed Sangguniang Kabataan Resolution No. 01-2026 of Barangay Sta. Rita Central approving Supplemental Budget No. 01-2026 amounting to Php 133,862.25.

• Reviewed Sangguniang Kabataan Resolution No. 01-2026 of Barangay San Juan approving Supplemental Budget No. 01-2026 amounting to Php 120,000.00.

• Received and deliberated on the request of Hon. Mayor Frank O. Sibuma for authority to enter into a Memorandum of Agreement (MOA) with the LGU of Caba, La Union for the utilization of the Agoo Bahay Silangan Facility.

• Considered the request for concurrence on the appointment of Mrs. Mary Ann E. Simsiman as Municipal Budget Officer effective June 4, 2026.

• Discussed Local Health Board Resolution No. 09-2026 recommending the creation and hiring of a Contract of Service Pharmacist to further strengthen healthcare services in the municipality.

• Received the request from the Municipality of Rosario, La Union to conduct a benchmarking visit in Agoo and learn from the municipality's best practices and implementation strategies on Ease of Doing Business initiatives.

• Noted Office Order No. 20 revoking the designation of Ms. Irene E. Boado as Municipal Environment and Natural Resources Officer.

• Noted Office Order No. 21 revoking the designation of Ms. Empress J. Nacor as Human Resource Management Officer.

• Continued discussion on the request of the San Isidro Timpuyog Agriculture Cooperative (SITAC) for endorsement to relevant government agencies concerning the Salt Industry Development Competitiveness Enhancement Fund (SIDCEF), SAGIP SAKA Program, and related development opportunities.

• Received Committee Report No. 16-2026 of the Committee on Finance, Budget, Appropriations, Ways and Means regarding the approval of barangay supplemental budgets.
