Regional Development CouncilโCordillera Administrative Region (RDC-CAR) Chairperson and Apayao Governor Elias C. Bulut, Jr., together with Vice Governor Kyle Mariah Chelsea S. Bulut-Cunan, participated in the 1st Public Administration and Indigenous Governance Exchange on Regional Autonomy (P.A.I.G.E.) held on June 11, 2026, at Kalinga State University (KSU), Bulanao, Tabuk City, Kalinga.
In his keynote address, with the theme, โThe Roadmap to 2029: Consolidating Political Will for a Unified Autonomy Vote,โ Governor Bulut underscored the constitutional foundations of Cordillera autonomy and reflected on the outcomes of the 1990 and 1998 autonomy plebiscites. He emphasized that while previous efforts did not secure the required regional mandate, the present circumstances demonstrate stronger institutions, broader public awareness, and more active participation from various sectors.
Governor Bulut stressed that the discourse on autonomy has evolved from questioning its desirability to determining the most effective mechanisms for its implementation. He further highlighted the crucial role of State Universities and Colleges (SUCs) in generating evidence-based studies, policy recommendations, and development strategies necessary to support regional self-governance. He likewise encouraged academic institutions to identify economic opportunities within their respective provinces and contribute to the formulation of a comprehensive regional development blueprint for an autonomous Cordillera.
Meanwhile, Vice Governor Bulut-Cunan presented her masterโs thesis entitled, โExploring the Lived Experiences and Developmental Roles of Citizen Armed Forces Geographical Unit (CAFGU) Active Auxiliaries (CAA): Foundation for Peace Education in Apayao.โ She was among the selected delegates representing Apayao State CollegeโLuna Campus, where she is currently taking her Masterโs Degree in Public Administration.
The conference was organized by Kalinga State University through the initiative of Dr. Juan Moshe M. Duyan, Conference Coordinator, and featured keynote speakers and academic experts from Taiwan and Indonesia who shared international perspectives on governance, public administration, indigenous systems, and regional development.

The Municipality of Luna, under the leadership of Mayor Januario S. Garde, successfully conducted the 4th Rambak ni Mannalon on June 10, 2026, at the BGV Jr. Memorial Gymnasium in Poblacion, Luna, Apayao.
The annual celebration serves as a fitting tribute to the farmers and agricultural workers whose unwavering dedication and invaluable contributions continue to sustain food security, promote agricultural productivity, and drive the socio-economic development of the municipality.
The event was graced by Congresswoman Eleanor C. Bulut-Begtang, Vice Governor Kyle Mariah Chelsea S. Bulut-Cunan, and the members of the 11th Sangguniang Panlalawigan of Apayao, together with municipal and barangay officials, representatives from various national line agencies, and partner stakeholders.
In a message delivered on behalf of Governor Elias C. Bulut Jr., Vice Governor Bulut-Cunan conveyed the Governorโs appreciation and recognition of the farmers and agricultural workers of Luna. The message emphasized that while the celebration was simple in nature, its significance remains profound as it honors the men and women whose hard work ensures the continuous growth and prosperity of the agricultural sector.
Among the highlights of the celebration were the Kakanin Cooking Competition, which showcased and promoted the rich culinary heritage and local delicacies of Luna, and the rice distribution activity, which provided assistance and support to the municipalityโs constituents.

The 11th Sangguniang Panlalawigan of Apayao held its 42nd Regular Mobile Session on June 9, 2026, at the Sangguniang Bayan Session Hall in Pudtol, Apayao, presided over by Vice Governor Kyle Mariah Chelsea S. Bulut-Cunan. The activity aimed to bring governance closer to the people by allowing local officials and constituents to observe provincial legislative proceedings while fostering stronger collaboration between the provincial and municipal governments.
During the Visitorโs Hour, members of the Sangguniang Bayan of Pudtol, led by Vice Mayor Teresita A. Bulsao, together with municipal department heads, delivered their respective manifestations formally welcoming the august body. They expressed their appreciation for the selection of Pudtol as the venue of the session, emphasizing that the activity served as a valuable learning experience and provided local officials the opportunity to observe the procedures, practices, and conduct of provincial legislative sessions.
Municipal Mayor Edmar D. Pascua likewise conveyed his gratitude to the members of the Sangguniang Panlalawigan and commended the conduct of the mobile session as a tangible demonstration of the Provincial Governmentโs commitment to bringing government services closer to communities. He highlighted three significant reasons for his appreciation: first, the choice of Pudtol as the host municipality; second, the opportunity afforded to local officials and residents to observe how provincial legislative proceedings are conducted; and third, the chance for provincial legislators to gain a deeper appreciation of the municipalityโs existing needs, challenges, and development priorities.
In her message, Vice Governor Bulut-Cunan thanked the Municipal Government of Pudtol for its warm reception and support in hosting the activity. She underscored that the role of legislators extends beyond the passage of ordinances and resolutions, emphasizing that public service requires government leaders to engage directly with communities and deliver services beyond legislation. She further noted that mobile sessions serve as a platform for strengthening partnerships with local government units and ensuring that governance remains inclusive, participatory, and responsive to the needs of the people.
During the Privilege Hour, Majority Floor Leader Hon. Hector Reuel D. Pascua delivered a privilege speech raising matters of concern regarding grants and donations involving the Municipal Government of Sta. Marcela. He emphasized the need to observe the legal parameters governing review powers and fiscal autonomy of local government units, citing provisions of the Local Government Code which authorize Local Chief Executives to enter into Memoranda of Agreement concerning grants and donations, subject to applicable laws, rules, and regulations.
Hon. Pascua likewise raised concerns on the matter of quorum, noting that the existing Internal Rules and Procedures of the Sangguniang Panlalawigan do not expressly provide sufficient guidance on certain aspects relating to quorum requirements. Consequently, he proposed the referral of the matter to the appropriate committee for further study and consideration of possible amendments to strengthen procedural clarity and legislative efficiency.
The session proceeded with the deliberation of committee reports, communications and interpretations, as well as the conduct of second and third readings of proposed legislative measures. The august body also acted upon and approved several urgent matters requiring immediate legislative attention in accordance with its mandate.

The first-ever Vice Governorโs Cup 2026 SMART/MVPSF Regional New Face of the Year Taekwondo Championship was successfully conducted on June 6, 2026, at the BGVJR Gymnasium in Poblacion, Luna, Apayao, bringing together young taekwondo athletes from across Region II and the Cordillera Administrative Region.
The championship was organized by the Philippine Taekwondo Association (PTA) Region II under the leadership of Regional Chairman Arnel Gamata, in collaboration with the Office of the Vice Governor headed by Hon. Kyle Mariah Chelsea S. Bulut-Cunan. The sporting event gathered delegates from the provinces of Apayao, Kalinga, Ifugao, Isabela, Cagayan, and Nueva Vizcaya, as well as participants from the Cities of Cauayan and Tuguegarao.

The first-ever Apayao CADRE and Civilian Armed Forces Geographical Unit (CAA) Summit formally concluded on June 05, 2026, at Agappawan Nature Farm in Lydia, Pudtol, Apayao, following two days of intensive discussions, information-sharing sessions, and government service convergence activities.
Held from June 04 to 05, 2026, the landmark activity was spearheaded by the 103rd Infantry Battalion, 5th Infantry Division, Philippine Army, under the leadership of LTC Jimrhic B. Obias, INF (GSC), PA, in partnership with the Provincial Government of Apayao through the Office of the Vice Governor led by Hon. Kyle Mariah Chelsea S. Bulut-Cunan.
The summit brought together CADRE and CAA personnel from the provinceโs fifteen (15) patrol bases, providing them with an opportunity to engage directly with government agencies and offices on programs designed to promote their welfare, professional development, and socio-economic advancement.
Throughout the activity, participants attended a series of lectures and presentations delivered by representatives from PhilHealth, the Department of Labor and Employment (DOLE), the Provincial Governorโs Office, Sangguniang Panlalawigan Office, Provincial Health Office (PHO)and the Provincial Social Welfare and Development Office (PSWDO). Resource speakers discussed and introduced a range of programs and services covering social protection, livelihood opportunities, employment assistance, health insurance benefits, educational support, and other government interventions available to auxiliary personnel and their families.
As part of the culminating activities, rice assistance was distributed to participating personnel, symbolizing the continuing commitment of both the Philippine Army and the Provincial Government of Apayao to advance the welfare and well-being of the provinceโs auxiliary forces.
The activity highlighted the importance of recognizing and supporting the vital role of CADRE and CAA personnel as force multipliers in maintaining peace and security and as partners in community development across the province.

In her message, she underscored the deeper humanity behind the uniform of every CAFGU member emphasizing that they are not only security partners but also ordinary citizens with families, dreams, and responsibilities who continue to selflessly serve their communities despite personal sacrifices.
She highlighted their vital role in maintaining peace and strengthening community trust, noting their unique advantage of being deeply familiar with the people, places, and conditions in their assigned areas, which allows them to respond quickly during disasters, community concerns, and other emergencies.
Vice Governor Bulut-Cunan likewise assured the continued support of the Provincial Government of Apayao through livelihood assistance, health services, social programs, and other interventions for CAFGU members and their families, in partnership with relevant agencies.
She also underscored that as a UNESCO-recognized Biosphere Reserve, Apayao entrusts CAFGU members with a dual responsibility, not only as peacekeepers but also as protectors of the environment, particularly in safeguarding forests, wildlife, and natural resources from illegal activities and other threats, reinforcing that environmental protection and peace and order are deeply interconnected.
Finally, she expressed appreciation to LTC Jimrhic B. Obias, Batallion Commander of 103rd Infantry Batallion, and the entire Philippine Army for the initiative, describing the summit as a clear example of strong collaboration between the Provincial Government of Apayao and the Philippine Army. The activity was organized by the said battalion in partnership with the Provincial Government of Apayao through the Office of the Vice Governor, led by Hon. Kyle Mariah Chelsea S. Bulut-Cunan, with participants coming from the fifteen (15) patrol bases across the Province of Apayao.
In his message, LTC Obias underscored the eight (8) traditional functions of the CAA, which must be properly and faithfully performed, including combat operations, intelligence gathering, civic action, and other equally vital responsibilities essential in sustaining peace and security operations.
He further emphasized that detachment and unit commanders must possess full mastery of their duties and execute them with competence and integrity, in order to earn the respect, effective command, trust, and goodwill of the communities they serve. He likewise stressed that CAA personnel must remain relevant, responsive, and productive servants of the communityโcontinuously serving as dependable partners in maintaining peace, promoting development, and advancing the general welfare of the people.
LTC Obias also expressed his appreciation to the Provincial Government of Apayao for its initiative in revitalizing the CAA program and for convening the summit, which serves as a platform for presenting programs and interventions that will benefit not only the CAA personnel but also strengthen broader security efforts in the province.

The 11th Sangguniang Panlalawigan of Apayao, presided over by Vice Governor Kyle Mariah Chelsea S. Bulut-Cunan, convened its 41st Regular Session on June 2โ3, 2026, at the Session Hall of the Paul A. Delwasen Legislative Building, Apayao Government Center, Luna, Apayao.
Among the significant matters raised during the proceedings was the worsening impact of drought conditions across the province. During the Visitorโs Hour, PCL President and Ex-Officio Member Hon. Mcleen B. Julian called the attention of the legislative body to the situation, emphasizing the necessity of considering a province-wide declaration of a State of Calamity to enable timely government response and assistance to affected sectors, particularly farmers and rural communities.
The concern prompted discussions among members of the Sanggunian, who expressed their views regarding the legal, economic, and humanitarian implications of such a declaration. Recognizing the urgency of the matter, Vice Governor Bulut-Cunan referred the issue to the Committee on Agriculture, chaired by Hon. Rosario B. Labueng, Jr., for comprehensive assessment and appropriate recommendation.
Also present during the session was Professor Gilbert C. Magulod, Jr., who appeared before the Sanggunian to formally introduce himself as an aspirant for the presidency of Apayao State College. In his presentation, Professor Magulod shared his leadership agenda and institutional development plans aimed at enhancing the quality of education, research, extension services, and community engagement of the college.
Subsequently, the Sanggunian proceeded with its legislative agenda, which included the deliberation of proposed ordinances and resolutions, review of municipal enactments pursuant to its oversight functions, and consideration of committee reports and recommendations.
