Arayat Agricultural and Biosystems Engineering Division

𝐌𝐀𝐁𝐄𝐃 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐢𝐞𝐬 | 𝐉𝐮𝐧𝐞 𝟏𝟎, 𝟐𝟎𝟐𝟔

The MABED Team conducted a consultation meeting with Barangay Captain of San Juan Baño, Hon. Froilan Soriano, together with representatives of the Mt. Arayat Upland Farmers.

During the meeting, the team presented the core services of the Municipal Agricultural and Biosystems Engineering Division (MABED) and discussed the ongoing formulation of the Local Agriculture and Fisheries Modernization Plan (LAFMP) 2027–2031.

The consultation aimed to identify the priority needs, programs, and projects of Barangay San Juan Baño, particularly those that will benefit the upland farming communities. Special attention was given to the development of the barangay's mango and sweet tamarind industries, which serve as important sources of livelihood for local farmers.

Through this initiative, MABED seeks to ensure that the concerns and needs of upland farmers are incorporated into future agricultural development plans and interventions, leading to improved productivity, increased income opportunities, and sustainable rural development in the Municipality of Arayat.

Pre-Validation of Agricultural Machinery Request of the Maunlad na Candating Sapang Paitan Irrigators Association was conducted as part of the assessment process for possible agricultural mechanization support.

The PhilMech Provincial Focal Person of Pampanga, Engr. John Patrick Pascual, conducted a courtesy call to the MABE Division and facilitated the Certificate of Donation Signing with the recipients of agricultural machinery distributed under the Rice Competitiveness Enhancement Fund (RCEF) last November 20, 2025.

PhilMech Team also conducted the validation of agricultural machinery requests from the following Farmers' Cooperatives and Associations (FCAs):

1. Sta. Cruz Candating Irrigators Association
2. Bayung San Mateo Farmers Association
3. New Mesulonians Farmers Association
4. Bikluran Bitas Farmers Irrigators Association
5. Telapayong Arayat Farmers Association

Under the leadership of Engr. Carlo T. Marcelo, Division Head of the Municipal Agricultural and Biosystems Engineering Division (MABED) together with his team, the validation activities were successfully conducted with the assistance of the technical staff of the Municipal Agriculture Office - Engr. Reyson Guese, Engr. John Mark Lacsina, and Mr. Arman Pelayo.

Nagsagawa ng Inspection for Progress Billing ang Regional Agricultural Engineering Division (RAED) kasama ang mga technical staff ng DA Rice Program para sa patapos nang Construction ng Solar Powered Irrigation System (SPIS) ng Sta. Cruz Candating Irrigators Association, Inc.

The inspection aimed to validate the project's accomplishments and ensure that all completed works are in accordance with the approved plans and specifications prior to the processing of the corresponding progress billing.

Once fully completed and operational, ang proyekto ay inaasahang magbibigay ng sustainable at reliable na irrigation water supply habang makatutulong sa pagpapababa ng operating at irrigation costs ng mga miyembro ng Sta. Cruz Candating Irrigators Association, Inc. sa pamamagitan ng paggamit ng renewable solar energy sa halip na conventional fuel-powered pumping systems.

Despite the rainy weather experienced across Pampanga, the Municipal Agricultural and Biosystems Engineering Division (MABED) of Arayat continues to deliver engineering and technical support services to our farmers and farmer organizations.

🤝𝐌𝐎𝐀 𝐒𝐢𝐠𝐧𝐢𝐧𝐠 𝐚𝐧𝐝 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐚𝐥 𝐌𝐚𝐜𝐡𝐢𝐧𝐞𝐫𝐲 𝐕𝐚𝐥𝐢𝐝𝐚𝐭𝐢𝐨𝐧

MABED assisted in the Memorandum of Agreement (MOA) Signing together with our hardworking Municipal Corn Coordinator Engr. Reyson Guese and MAFC Chairman Eduardo Balatbat of the Municipal Agricultures Office. The team also participated in the validation of agricultural machinery at the Bayung San Mateo Farmers Association in coordination with the Corn Program, Planning, Monitoring and Evaluation Division (PMED), Agribusiness and Marketing Assistance Division (AMAD), and Regional Agricultural Engineering Division (RAED) technical staff of the Department of Agriculture.

🌽🚜 𝐋𝐀𝐓𝐄 𝐔𝐏𝐋𝐎𝐀𝐃 | 𝐑𝐞𝐥𝐞𝐚𝐬𝐞 𝐨𝐟 𝐇𝐚𝐧𝐝 𝐓𝐫𝐚𝐜𝐭𝐨𝐫

MABED also assisted in the release and turnover of a Hand Tractor at Paraiso, Tarlac for the SAPA Pampanga Irrigators Association. The intervention is expected to improve farm operations, particularly in land preparation activities, while helping reduce production costs and labor requirements for farmer-members.

Through these activities, MABED remains committed to strengthening agricultural mechanization, supporting farmer organizations, and ensuring the successful implementation of government agricultural programs and interventions.

Approved na ang **Municipal Ordinance No. 9, Series of 2026**, na nag-aamyenda sa Section 8 ng Municipal Ordinance No. 02, Series of 2024 upang gawing **LIBRE** ang registration ng agricultural machinery sa ating bayan.

Sa pamamagitan nito, mababawasan ang gastusin ng ating mga magsasaka at mas mapapadali ang pagpaparehistro ng kanilang mga makinarya.

Ang tagumpay na ito ay bunga ng sama-samang pagsisikap at suporta ng ating mga lokal na lider para sa kapakanan ng sektor ng agrikultura.

Taos-pusong pasasalamat sa ating Chaiperson ng Committee on Agriculture, Hon. John Vernon S. Hipolito, para sa kanyang walang sawang suporta sa ating opisina at programang pang-agrikultura.

Maraming salamat din sa ating Vice Mayor Hon. Ramon M. Changcoco at sa mga miyembro ng Sangguniang Bayan ng Arayat para sa kanilang suporta at pag-apruba sa ordinansang ito.

Beyond compliance, agricultural machinery registration provides valuable data that will guide future planning, policy formulation, and agricultural mechanization programs in the Municipality of Arayat.

Assisted in the conduct of agricultural machinery insurance under the Philippine Crop Insurance Corporation (PCIC) to ensure protection and risk coverage of farm equipment for farmer beneficiaries.

The MABE Division attended the Committee Hearing to propose an amendment to the first paragraph of Section 8 of Municipal Ordinance No. 02, Series of 2024.

Layunin ng proposal na ito na gawing *LIBRE* ang registration ng agricultural machinery para mabawasan ang gastos ng ating mga farmers at mas mapadali ang kanilang compliance sa registration requirements.

Umaasa ang MABED na ma-approve ito ngayong May 2026 para sa mas maayos na implementasyon ng RAFMES Registration.

A pilot testing of the Registration of Ownership of Agricultural and Fisheries Machines and Equipment System (RAFMES) was successfully conducted by the MABED Team in preparation for the upcoming full-scale registration this June 2026.
This activity aims to support the proper documentation and registration of agricultural machinery, enhancing monitoring, accountability, and overall management of farm equipment within the municipality.
