The Department of the Interior and Local Government (DILG) Baybay City, through CLGOO Juvy C. Pedrera, presented the Results-Based Governance Assessment Report (GAR) and facilitated the recalibration of the 2026 Seal of Good Local Governance (SGLG) Self-Assessment during the Management Committee (MANCOM) Meeting of Baybay City.
During the presentation, CLGOO Pedrera discussed the City's assessment results, highlighting the performance of the local government across the various governance areas covered by the SGLG. Emphasis was given to indicators that require further improvement, strengthening, and follow-up actions to ensure compliance with national standards and governance benchmarks.
The activity served as a venue for city officials and department heads to review the assessment outcomes, identify areas for enhancement, and align strategies and interventions in preparation for the 2026 SGLG assessment. The DILG Baybay City Office participated in the SK Federation Meeting to discuss matters concerning youth governance, upcoming activities, and key compliance requirements of the Sangguniang Kabataan. Among the agenda discussed were the creation of SK Inventory Teams to ensure the smooth and orderly turnover of assets, documents, records, and funds from outgoing to incoming officials, particularly before and after election periods, as well as the participation of SK officials in the Weekly Kalinisan Program. The meeting served as an avenue to strengthen coordination among SK officials and reinforce transparency, accountability, and active youth involvement in community development initiatives.

The Lupong Tagapamayapa of Poblacion Zone 20, Baybay City, Leyte participated in the Strategic Initiative for Lupons Advancement and Welfare (SILAW) Training on โKatarungang Pambarangay Techniques and Innovations.โ The training aimed to enhance the knowledge, skills, and competencies of Lupon members in the effective implementation of the Katarungang Pambarangay system, particularly in the amicable settlement of disputes and the promotion of peace within the community.
City Local Government Operations Officer (CLGOO) Juvy C. Pedrera served as the resource person and provided valuable insights on innovative approaches, best practices, and relevant procedures in handling barangay disputes. The activity strengthened the capacity of the Lupong Tagapamayapa to perform their duties more effectively and reinforced the importance of accessible, efficient, and community-based dispute resolution in fostering harmonious relationships among residents.

DILG Leyte proudly congratulates all forty-two (42) local government units (LGUs) in the province for successfully passing the 2025 Good Financial Housekeeping (GFH) assessment, marking a significant milestone of 100% compliance across Leyte.
Leading this achievement is the Provincial Government of Leyte, which likewise earned the 2025 GFH Mark alongside all forty-one (41) city and municipal governments in the province. This collective accomplishment underscores the strong commitment of Leyte LGUs to financial transparency, accountability, and sound fiscal management.
This year's result reflects a notable improvement from the 2024 assessment, where 36 out of 42 Leyte LGUs successfully passed the GFH evaluation. The increase to full compliance in 2025 highlights the sustained efforts of local governments in strengthening financial discipline and governance standards.
These LGUs passed the assessment by securing an Unqualified or Qualified Audit Opinion from the Commission on Audit (COA) based on the latest annual audit report and complying with the Full Disclosure Policy (FDP), which requires the timely and complete posting of financial documents in public spaces and in the FDP Portal.
The attainment of 100% GFH compliance underscores the collective efforts of local chief executives, local finance committees, and LGU personnel in promoting transparency and responsible fiscal governance. It also reinforces Leyte's commitment to fostering public trust through accountable and efficient management of public resources.
Since its launch in 2010, the GFH has served as a benchmark for sound fiscal management among LGUs. DILG Leyte commends all awardees for this remarkable accomplishment and for setting a province-wide standard of excellence in local governance.
