Sa loob ng anim na taon sa pagsisilbi sa gobyerno, pinili ni Atty. Ralph C. Mendoza, Acting Assistant Regional Director ng NAPOLCOM Regional Office XI, na gawing sentro ng kanyang pamumuno ang integridad, pananagutan, at malasakit. Bilang katuwang ng Regional Director sa pagpapatupad ng mga programa at mandato ng Komisyon sa buong Davao Region, pinangangasiwaan niya ang maayos na operasyon ng tanggapan, sinusubaybayan ang pagsunod ng kapulisan sa mga umiiral na batas at pamantayan, at tumutulong sa paghubog ng isang mas propesyonal at disiplinadong hanay ng mga pulis.

Para kay Atty. Mendoza, ang tunay na tagumpay sa serbisyo ay hindi nasusukat sa dami ng kasong nahawakan o ulat na nalagdaan. Higit itong nakikita sa mga konkretong pagbabagong nararamdaman ng komunidad, kapag ang integridad, disiplina, at pananagutan ay naisasabuhay ng bawat pulis sa kanilang pang-araw-araw na tungkulin, at kapag ang mga repormang isinusulong ay nagreresulta sa mas makatao at mas maayos na serbisyo publiko.

Ang kanyang inspirasyon ay nagmumula sa paniniwalang ang patas at tapat na pagpapatupad ng mga alituntunin ay mahalaga sa pagbuo ng isang kapulisan na mapagkakatiwalaan ng mamamayan. Kasabay nito, naninindigan siyang ang disiplina at pananagutan ay dapat pairalin nang may katarungan at paggalang sa kapakanan ng mga pulis na tapat ding ginagampanan ang kanilang tungkulin.

"Ang bawat tungkulin ay pagkakataon hindi lamang para sa personal at propesyonal na pag-unlad, kundi para makapag-iwan ng positibong epekto sa kapulisan at sa mamamayan. Bilang kawani ng NAPOLCOM, nagsisilbi itong gabay upang gampanan ko ang aking trabaho nang may layunin, integridad, at malasakit."

Sa likod ng bawat patakaran, rekomendasyon, at desisyong ginagawa ng NAPOLCOM ay mga lingkod-bayang tulad ni Atty. Mendoza, mga taong naniniwalang ang mahusay na pamamahala ay nagsisimula sa tapat na paglilingkod, at ang tunay na liderato ay nasusukat sa kakayahang magsilbi para sa kapakanan ng nakararami.

READ | NAPOLCOM Supports the Quest for Truth

The National Police Commission (NAPOLCOM) expressed its support for the newly launched Truth Commission, an independent church and civilian-led body tasked to document and examine extrajudicial killings in the Philippines as part of broader efforts to promote accountability, institutional reform, and national healing.

NAPOLCOM Commissioner Ralph Calinisan said truth-seeking initiatives are essential to strengthening democratic institutions and restoring public trust, particularly for families who continue to seek answers and justice.

“The Commission supports the quest for truth. We owe it to the victims, their families, and future generations to confront difficult realities with honesty, fairness, and respect for due process. Uncovering the truth is not a threat to our institutions, it is what makes them stronger,” he said.

Commissioner Calinisan emphasized that acknowledging past failures and learning from them are necessary steps toward meaningful reform. He stressed that accountability and respect for human rights help preserve the integrity of law enforcement institutions and reinforce public confidence in the justice system.

He likewise underscored that the overwhelming majority of police officers serve honorably and faithfully, adding that efforts to investigate wrongdoing and address institutional shortcomings ultimately protect the reputation of those who wear the uniform with professionalism and integrity.

NAPOLCOM expressed its readiness to carefully study and act on recommendations that may be submitted by the Truth Commission within the bounds of its mandate. In doing so, the Commission reaffirms its commitment to accountability, institutional reform, and the continuing pursuit of justice, public trust, and respect for human dignity.

READ | PRESS RELEASE: NAPOLCOM to Lead Implementation of 2026 National Crime Prevention Program

The National Police Commission (NAPOLCOM) welcomed the issuance of Memorandum Circular No. 120, signed by Acting Executive Secretary Ralph G. Recto, directing government agencies and encouraging local government units (LGUs) to support the implementation of the 2026 National Crime Prevention Program (NCPP).

The Circular designates NAPOLCOM as the lead agency in implementing the NCPP, a nationwide initiative aimed at strengthening community-based crime prevention, modernizing law enforcement capabilities, improving criminal justice coordination, and enhancing institutional integrity.

NAPOLCOM Commissioner Ralph Calinisan said the directive reinforces the government's commitment to a whole-of-government approach to public safety.

“Ang Memorandum Circular No. 120 ay malinaw na pagkilala na ang pagpapanatili ng kapayapaan at kaayusan ay hindi lamang responsibilidad ng pulisya kundi ng buong pamahalaan at komunidad. Sa pangunguna ng NAPOLCOM, paiigtingin natin ang koordinasyon ng mga ahensya ng gobyerno at mga lokal na pamahalaan upang maisulong ang ligtas, maayos, at matatag na mga pamayanan para sa bawat Pilipino,” Commissioner Calinisan said.

Under the 2026 NCPP, NAPOLCOM will spearhead programs and initiatives focused on crime prevention, law enforcement modernization, knowledge management, and stronger collaboration among institutions across the criminal justice system.

The Commission said the directive strengthens efforts to mobilize national agencies, LGUs, and community stakeholders toward a unified and proactive strategy against crime nationwide.

NAPOLCOM XI Highlights | NAPOLCOM XI JOINS THE 1ST CYCLE CY 2026 UNIFORMED PERSONNEL REGULAR PROMOTION PROGRAM INTERVIEWS

NAPOLCOM Regional Office XI, under the leadership of Dir. Ma. Teresa Tuburan-Pacudan, CESO IV, participated in the 1st Cycle CY 2026 Uniformed Personnel Regular Promotion Program (Alpha) interviews conducted from May 29 to June 2, 2026 at the Police Regional Office 11, Camp Sgt. Quintin M. Merecido, Buhangin, Davao City.

Representing NAPOLCOM XI was Atty. Suzette Tan-Atmosfera, Acting Chief of the Regional Investigation Unit, who served as Co-Chairperson of the Promotion Board for applicants seeking promotion from Patrolman to Police Corporal (PAT-PCpl), Police Corporal to Police Staff Sergeant (PCpl-PSSg), and Police Staff Sergeant to Police Master Sergeant (PSSg-PMSg).

A total of 546 applicants underwent interview and evaluation, comprising 184 applicants for promotion to Police Corporal, 159 for Police Staff Sergeant, and 203 for Police Master Sergeant. These applicants competed for the allocated promotion quotas of 61, 41, and 29, respectively.

NAPOLCOM XI remains committed to supporting a promotion system founded on merit, competence, and readiness for higher responsibilities in the police service.

NAPOLCOM HIGHLIGHTS | NAPOLCOM XI and DCPO conduct Children’s Awareness, Safety, and Protection Program

The National Police Commission Regional Office XI (NAPOLCOM XI), in partnership with the Davao City Police Office (DCPO), successfully conducted the Children’s Awareness, Safety, and Protection Program on May 29–30, 2026, at the DCPO, Camp Capt. Domingo E Leonor, San Pedro St., Davao City.

The two-day activity brought together the children of NAPOLCOM XI and DCPO personnel for an engaging and educational experience focused on self-protection, personal safety, awareness, and character development. Through interactive learning sessions, participants gained valuable knowledge and practical skills to help them recognize potential risks, respond appropriately to emergencies, strengthen their confidence and resilience, learn effective communication skills, and understand the importance of showing respect towards theirs and others' feelings.

The program also featured martial arts training and basketball activities designed to promote physical fitness, discipline, teamwork, and sportsmanship among the participants. In addition, fire safety awareness sessions were conducted to equip the children with basic knowledge on fire prevention and emergency preparedness.

The activity was made possible through the collaborative efforts of NAPOLCOM XI and DCPO, with the support of the Bureau of Fire Protection (BFP), the City Social Welfare and Development Office (CSWDO), and the City Sports Development Division. The collective participation of these agencies reflects a shared commitment to advancing child safety, protection, and holistic development.

Through initiatives such as this, NAPOLCOM XI and DCPO continue to champion programs that empower children, promote their well-being, and help create safer and more resilient communities.

OFFICIAL STATEMENT : ON THE ALLEGED INVOLVEMENT OF PNP PERSONNEL IN DAVAO DE ORO MINING OPERATIONS INVOLVING CHINESE NATIONALS

The National Police Commission Regional Office XI (NAPOLCOM XI) would like to inform the general public that the reported involvement of a police officer assigned at Maco Municipal Police Station, Maco, Davao de Oro in the alleged mining operations involving Chinese nationals is being seriously looked into.

Pursuant to its mandate to exercise administrative control and supervision over the PNP, NAPOLCOM XI conducted the necessary validation and fact-finding activities relative to the matter. Following the completion of its validation of reports, NAPOLCOM XI has commenced pre-charge investigation proceedings to determine the existence of sufficient grounds for administrative action against the police personnel involved.

The Commission assures the public that it remains steadfast in its commitment to accountability, transparency, and professionalism within the police service. Allegations involving PNP personnel are taken seriously and are acted upon in accordance with established legal and administrative procedures.

NAPOLCOM XI likewise encourages members of the public who may possess relevant information or evidence pertaining to the matter to coordinate with the Commission through its regional office to assist in the fair and impartial resolution of the case.
