MONTEVISTA, Davao de Oro โ Local Health Insurance Office (LHIO) Nabunturan successfully conducted the YAKAP Caravan at the BJMP Montevista Municipal Jail in Davao de Oro last June 11, 2026. Organized in close coordination with BJMP Montevista, the Philippine Statistics Authority (PSA) Davao de Oro, and UNICARE Medical Clinic as the designated YAKAP Provider, this activity aimed to bring vital healthcare coverage to Persons Deprived of Liberty (PDLs) and jail personnel. By enrolling financially incapable PDLs as indirect contributors under the Universal Health Care program, the initiative focused heavily on ensuring that vulnerable sectors of society are provided with medical security and health equity.
Throughout the session, beneficiaries were thoroughly guided through essential administrative and medical onboarding processes directly on-site, which included the efficient enrollment and updating of member profiles, as well as the immediate issuance of PhilHealth Member Data Records (MDR) and identification cards. Highlighting the comprehensive care of the caravan was the actual availment of the PhilHealth YAKAP and PhilHealth GAMOT programs, where PDLs freely availed of vital health screenings, professional medical consultations, and health education seminars. Furthermore, necessary diagnostic and laboratory tests were conducted alongside the on-site dispensing of prescribed medicines, breaking down traditional barriers to healthcare access to foster a more protected, informed, and health-literate community where no Filipino is left behind.

Davao City โ PhilHealth Regional Office (PRO) XI convenes media partners through the 1st Regional Media Forum 2026: YAKAP Para sa Media, strengthening partnership and coordination with the media sector while promoting greater awareness and participation in PhilHealth programs and services.
The forum served as a venue to ensure that media partners undergo YAKAP registration and selection services, while providing them with the latest updates on PhilHealth programs, benefits, policies, and implementation guidelines. As trusted information multipliers, media practitioners play a vital role in helping disseminate accurate and timely information to the public.
The activity also provided a platform for information sharing, feedback gathering, and collaboration to support the effective implementation of PhilHealth programs across the Davao Region.
Updates on PhilHealth YAKAP
PRO XI continues to expand the reach of PhilHealth YAKAP, which aims to connect more Filipinos to primary health care services and benefits. As of May 2026, the Davao Region has recorded:
- 1,299,101 YAKAP-registered beneficiaries
- 210,078 registered beneficiaries with First Patient Encounter (FPE)
- 188 accredited YAKAP Clinics
- 82 accredited GAMOT providers
These figures demonstrate PRO XIโs commitment to bringing health services closer to communities and ensuring that registered beneficiaries are able to access needed care.
Expanding Health Care Coverage and Benefits
PRO XI remains committed to increasing membership coverage in the region, which currently stands at 93.11 %; 52 % of which are direct contributors, while 48 %are indirect contributors.
PhilHealth also puts emphasis on the enhanced and expanded benefit packages, including:
- Expanded Maternity Care Benefit (EMCB)
- Benefit Package for Dengue (June is Dengue Awareness Month)
- Enhanced Kidney Disease and Dialysis Benefit Packages (June is National Kidney Month)
These improvements form part of PhilHealthโs continuing efforts to reduce out-of-pocket expenses and provide more comprehensive financial risk protection for members and their dependents.
Responsive Health Financing During Emergencies
PhilHealth also highlighted its swift response following the recent devastating earthquake in Mindanao last June 8, 2026. In partnership with the Southern Philippines Medical Center (SPMC) and the Philippine Orthopaedic Association (POA), PRO XI mobilized a special initiative that fully covered orthopedic procedures for patients who sustained earthquake-related trauma injuries.
Through this program, eligible patients requiring orthopedic surgery were provided financial coverage, helping ease the burden of medical expenses during recovery.
Sustaining Strong Financial Performance
PhilHealth Region XI continues to maintain strong financial performance in support of expanded benefits and health care access.
As of May 2026:
- Total Premium Collection: โฑ2.712 billion
- Total Claims Payments (JanuaryโMay 2026): โฑ9.87 billion covering more than 430,000
claims
- YAKAP Claims Payments (as of June 2026): โฑ283.14 million

PRO XI also highlights the One-Time Waiver of Interest Program, which provides employers an opportunity to settle missed premium contributions with reduced or fully waived interest penalties, helping improve compliance while easing financial obligations.

DAVAO CITY โ Moving swiftly beyond traditional health coverage, the Philippine Health Insurance Corporation (PhilHealth) has partnered with major medical institutions and specialists to deliver urgent, life-saving specialty relief to victims of the recent powerful earthquake that struck Region 12. Acting on direct instructions from PhilHealth President and CEO Dr. Edwin Mercado, Regional Vice President Atty. Harvey L. Carcedo personally visited the Southern Philippines Medical Center (SPMC) to oversee the condition of patients transferred from Sarangani and General Santos City for critical specialty care. During the visit, Atty. Carcedo expressed deep gratitude to the SPMC administration, led by Medical Center Chief Dr. Ricardo Audan and Chief of Clinics Dr. Fitzgerald Arancel, who have been actively steering ground operations.
Recognizing the extraordinary nature of the calamity, PhilHealth has expanded its traditional scope of assistance to ensure that financial coverage extends far beyond regular hospital admissions. The agency has guaranteed full backing for severe, financially devastating multi-specialty injuries resulting from the disaster. This rapid response stems from a critical June 12 collaboration meeting between PhilHealth Regional Office XI, the Philippine Orthopaedic Association, and SPMC, which aimed to eliminate bureaucratic red tape and streamline medical operations for the earthquake victims.
The joint effort has already yielded immediate, life-saving results on the ground, with four patients successfully undergoing surgery and currently in post-operation. At least ten patients were referred to SPMC for severe orthopedic concerns and are now under the care of top specialists. Among those safely receiving specialized care is a one-month-old infant who sustained arm injuries after being trapped under a boulder. This successful mobilization highlights the profound impact of swift, compassionate cooperation among health agencies, medical professionals, and government instrumentalities in the face of national crises.
