My heart is heavy as I join the rest of the nation in mourning the tragic events that unfolded yesterday at San Jose National High School in Tacloban City.

To wake up to news of such violenceโ€”where a place of learning, which should be the safest sanctuary for our children, becomes a scene of tragedyโ€”is deeply distressing. We are holding the families of the victims in our deepest prayers, and we extend our solidarity to the students, teachers, and the entire community of San Jose as they begin the agonizing process of healing.

This incident serves as a painful, urgent call to action for all of us in local government. It forces us to confront uncomfortable questions about the safety of our campuses, the mental health of our youth, and the prevalence of bullying and firearm access in our society.

STATEMENT
June 23, 2026

We express our deep sadness and concern over the tragic incident at San Jose National High School in Tacloban City, which resulted in the loss of young lives and injuries to learners.

No parent sends a child to school expecting that child to become a victim of violence. Yet this is not the first time that learners have been harmed either inside our schools or during school activities. With the tragedies that have befallen our learners, including the loss of two student-athletes during a basketball training program, the government must confront the serious gaps in our ability to protect the youth.

Our learners must be protected from radical influences, whether they come from outside the school, from online platforms, or from individuals who take advantage of the vulnerabilities of young people. More importantly, they must be protected from abuse, neglect, and violence within the very institutions entrusted with their welfare.

This tragedy also exposes the failure of the government to recognize the importance of intelligence gathering and identifying threats before lives are lost. We cannot continue reacting only after another child is hurt or killed.

Education is not only about academics. What our children learn, who influences them, and the values they carry with them outside the classroom are deeply intertwined with national security and stability.

The continuing loss of young lives should serve as a wake-up call to this administration. The government must act now to make our schools safer and to better protect our learners.

The City Government is working closely with the DepEd Davao City Division and CHED Region XI on the ongoing structural assessment of educational facilities.

Face-to-face classes at all levels in both public and private educational institutions MAY likewise resume tomorrow, June 10, 2026, PROVIDED that their respective institutions have completed the necessary structural assessments and have been declared safe for occupancy by the appropriate authorities.

Educational institutions that have not yet completed their assessments or have not yet been cleared for occupancy shall continue to adopt online or distance learning modalities until such time that their facilities are declared safe.

DepEd and CHED Region XI, together with their respective educational institutions, shall inform learners, parents, and personnel regarding the resumption schedule of face-to-face classes.

The City remains under BLUE ALERT status. All BDRRMCs, volunteer groups, and partner agencies are hereby advised to remain on standby, pre-position the necessary equipment and supplies, and submit situational reports to the Operations Center for consolidated monitoring and coordinated action.

Any changes or update shall be announced accordingly.
