The meeting was officially called to order by Mindanao Development Authority (MinDA) Secretary Leo Tereso A. Magno, who subsequently turned over the presiding role to Davao del Norte Governor Edwin I. Jubahib to lead the afternoon's collaborative agenda.
Crucial progress updates and policy frameworks were laid out during the high-level session. DILG XI Regional Director and Head Secretariat, RD Abdullah V. Matalam delivered the Secretariatโs Report, detailing the key accomplishments, updates, and operational breakthroughs of the task force.
Atty. Camille E. Flores, Division Chief of the Local Government Capability Development Division (LGCDD), delivered the Technical Working Group (TWG) Report, highlighting DILG XIโs development of the Peace Portalโa microsite exclusively for the use of JRTF-ELCAC XI members where they can access updates, references, and other materials related to the bodyโs accomplishments, meetings, and strategic priorities moving forward. She also laid out the items for appropriate action of the JRTF-ELCAC XI.
DILG XI remains dedicated to driving inclusive peace, empowering local communities, and fostering good governance through the sustained convergence of its regional partners and stakeholders.

Matalam.
Presided over by RDRRMC XI Chairperson, Dir. Ednar G. Dayanghirang, the meeting gathered key member agencies, including OCD XI, DOST-PAGASA, BFP XI, PNP-PRO XI, PIA XI, NBI XI, the PDRRMOs of Davao del Norte, Davao de Oro, Davao del Sur, Davao Oriental, and the CDRRMO of Davao City.
The activity highlighted the presentation of accomplishments in disaster preparedness, discussions on emerging issues and challenges, and the formulation of strategic action plans. More importantly, the discussions emphasized strengthening capacity development initiatives for Barangay LGUs and communities, recognizing their crucial role as frontline and first responders during disaster situations.
Together, through collaboration and commitment, we continue working toward a safer, stronger, and more disaster-resilient Davao Region.

On June 22, 2026, DILG Region XI, through the Local Government Capacity Development Division (LGCDD), successfully conducted the Online Orientation on the Executive Order No. 103, series of 2025 (amending Executive Order No. 138, series of 2021) via Zoom. The DILG XI Field Officers including Provincial and City Directors, Provincial/HUC Focal Persons, and City/Municipal Local Government Operations Officers (C/MLGOOs), actively participated in this activity.
Director John Aries S. Macaspac from the Department of Budget and Management (DBM) - Systems and Productivity Improvement Bureau served as the resource speaker during the activity. He thoroughly discussed the salient features of Executive Order No. 103, series of 2025, which extends the transition period for full devolution until FY 2028, giving local government units (LGUs) more time to build their administrative and financial capacities.
As catalysts of good governance, DILG XI remains committed to guiding our LGUs toward a smooth transition, ensuring uncompromised public service delivery across the Davao Region.

Through the conduct of the drill, employees demonstrated the proper ex*****on of the "Duck, Cover, and Hold" procedure and evacuation protocols, highlighting the importance of readiness, coordination, and safety in the workplace.

The activity forms part of the Department's continuing efforts to support the review and proposed amendment of the Local Government Code of 1991, particularly in light of evolving governance realities brought about by the Mandanas-Garcia Ruling and the implementation of full devolution. Through the consultation, local government officials, DILG field officers, and key stakeholders of Davao del Norte were gathered to generate evidence-based recommendations aimed at strengthening local governance and enhancing the responsiveness of the Code to present-day challenges.
Facilitated by the DNSC research team, participants engaged in a focus group discussion to identify policy gaps, implementation concerns, and opportunities for reform, particularly in the areas of social services and fiscal administration.
Through this collaborative undertaking, DILG Davao del Norte and DNSC continue to promote evidence-based policymaking and stakeholder participation in advancing responsive and future-ready local governance reforms.
