In a bid to reinforce science-based environmental management and safeguarding public health, DENR-EMB-XI led by its Regional Director EnP Alnulfo Alvarez unveils the Continuous Ambient Air Monitoring System (CAAMS) through a ribbon cutting ceremony on June 22, 2026 in Digos City.
The ceremonial launch marked a key step toward the proposed designation of Digos City as an airshed, strengthening science-based environmental management and protecting public health.
Under the Adopt-an-Ambient Air Quality Monitoring Station Program, the equipment was donated by Therma South Inc. (TSI)โhighlighting strong public-private partnership.
The program opened with Director Alvarez, who highlighted the importance of reliable, science-based air quality data in shaping effective environmental policies and protecting communities.
Engr. Bryan Kenneth R. Cabatingan of EMB XI presented the systemโs capability to monitor PMโโ and PMโ.โ
concentrations and obtain representative air quality data for effective air quality management.
Messages of support from Mr. Earl Joey Liquit of Therma South Inc., Ms. Mary Ann Guillena of LGU Digos City โ CENRO, and Ms. Nimfa T. Alipan of DENRโPENRO Davao del Sur, highlighted the importance of strengthened partnerships, sustainable development, and the shared responsibility of ensuring clean air for all.
The event concluded with the ceremonial ribbon cutting, officially marking the operationalization of CAAMS and reaffirming the commitment to cleaner air, improved public health, and environmental sustainability.

DAVAO CITY โ In celebration of Philippine Environment Month, the Department of Environment and Natural ResourcesโEnvironmental Management Bureau Region XI (DENR-EMB XI), under the leadership of Regional Director EnP Alnulfo Alvarez, conducted an Eco-Learning Caravan at Leon Garcia Sr. National High School, today, June 18, 2026.
The activity aimed to strengthen environmental awareness among students and encourage greater youth participation in environmental protection and sustainability initiatives.
Senior high school students actively participated in an interactive learning session that tackled some of todayโs most pressing environmental concerns and the role of young people in addressing them.
Aleli Dionela, Chief of the Environmental Education and Information Unit of EMB XI, served as the resource speaker. During her presentation, she emphasized the importance of adopting environmentally responsible behaviors and shared practical actions that students can take to help protect and preserve the environment.
Dionela also underscored the significance of proper waste segregation and responsible waste management practices in reducing pollution, conserving natural resources, and fostering healthier communities.
Through the Eco-Learning Caravan, students gained valuable insights and practical knowledge that empowered them to become environmental stewards within their schools, homes, and communities.
The initiative forms part of EMB XIโs continuing efforts to strengthen environmental education and inspire the next generation to champion sustainable practices and environmental responsibility.
Through programs such as the Eco-Learning Caravan, DENR-EMB XI continues to promote the importance of youth engagement in building a cleaner, greener, and more sustainable future for all.

Convening as a precursor to the Governing Board Meeting, the DavaoโTalomo River WQMAs Executive Committee discussed the ongoing implementation of its WQMA Action Plan during its meeting on June 15, 2026.
Initially scheduled for June 8, the meeting was postponed and subsequently conducted through an online platform due to the recent disaster that affected Mindanao.
The WQMA ExeCom discussed the initial ratings set by its ad hoc committees (such as the WQMA Action Appraisal, and Monitoring and Evaluation Committees) on various stakeholders' contributions under the Penta-Helix Model, toward advancing the clean water management and regulations of Davao and Talomo River WQMAs.
This also sets standards on which key players need more focus in realizing the goals of the Action Plan. The Penta-Helix model is a socio-economic model that promotes collaboration with the acadame, government, civil society, media and community to effectively achieve shared goals and development objectives.
Moreover, the monitoring results for both rivers in 2025 were presented during the meeting as well as the agenda for its upcoming board meeting on June 25, 2026.

As part of the operationalization of Department Administrative Order (DAO) No. 2025-06 dated 13 January 2025, which officially designates the Davao Gulf (Digos CityโMunicipality of Sta. Cruz) as a Water Quality Management Area (WQMA), the First Semester CY 2026 WQMA Governing Board Meeting was conducted on June 16, 2026, at One Avenue Hotel, Digos City.
The meeting marked a significant milestone in advancing the implementation of the Davao Gulf WQMA and strengthening collaborative efforts for water quality management of the gulfโs water resources.
Key agenda items included the confirmation of the Governing Board members, discussion on their roles and responsibilities, and the presentation and discussion of the draft Governing Rules and Regulations that will guide the operations and decision-making processes of the Board. Also included in the discussion was the creation of key Technical Working Groups (TWG), namely: the Executive Committee, Action Plan TWG, and Multi-Sectoral TWG to facilitate the effective implementation of its programs and initiatives under the WQMA.
The meeting concluded with a shared commitment among Governing Board members to foster productive partnerships and strengthen coordinated actions for the effective management of the Davao Gulf WQMA.

DAVAO DE ORO โ The Naboc River WQMA held its first Governing Board Meeting at Cafรฉ Noventa in Nabunturan, Davao de Oro on June 4, 2026.
In his opening remarks, EnP Alnulfo M. Alvarez, EMB XI Regional Director and Chairperson of the Naboc River WQMA, stressed the need for collective action to address deteriorating water quality affecting stakeholders depending on the waterbody.
The meeting centered on the discussion of the roles and responsibilities of the Water Quality Management Area (WQMA) Governing Board and the confirmation of its members, as provided under DENR Administrative Order No. 2025-03, which officially designated the Naboc River as a Water Quality Management Area.
During the meeting, the Governing Rules of the WQMA were presented, deliberated upon, and subsequently approved by the Board. Committees were established by the Board, including Executive Committee, Action Plan Committee, and the Multi-Sectoral Committee, to ensure effective implementation of water quality management initiatives of Naboc River.
The meeting concluded with a shared commitment among the Governing Board members from national government agencies, local government units, civic organizations, and the business sector to promote the protection and conservation of the Naboc River.
