The activity served as a meaningful avenue for community members and local leaders to come together, discuss pressing concerns, and contribute to the planning and development of their respective barangays. Through open and constructive discussions, participants were encouraged to share their perspectives on the realities and challenges faced by their communities.
Setting the tone for the activity, RCSP Focal Person LGOO IV Emelie E. Lumanao oriented participants on the purpose and expected outcomes of the Ugnayan sa Barangay. The discussions were then facilitated by Cluster Head for Operations LGOO VII Evelyn T. Deocampo, who encouraged meaningful participation and guided the stakeholders in identifying priority concerns, ensuring that every voice was heard and reflected in the consultation process. Representatives from various sectors, including women, senior citizens, persons with disabilities, solo parents, laborers, barangay officials, and community leaders, actively shared their experiences and perspectives on issues affecting their communities.
As part of the process, participants identified and analyzed issues affecting their barangays, distinguishing priority concerns from other development challenges. The stakeholders then worked together to determine appropriate interventions and rank the most urgent needs requiring immediate action. This exercise culminated in the identification of a priority project proposal to be endorsed for support and implementation, ensuring that the most urgent needs of the community are translated into concrete and actionable development interventions.
Through the RCSP Ugnayan sa Barangay, DILG Davao City continues to champion participatory governance by empowering communities to take an active role in shaping programs, projects, and initiatives that address their needs and aspirations.

The first batch of the Retooled Community Support Program (RCSP) Serbisyo Caravan and Ugnayan sa Barangay was successfully conducted on June 5, 2026 in Barangay Tugbok Proper, Tugbok District, one of Davao City's identified RCSP target barangays. Led by the City Government of Davao and facilitated by the DILG Davao City Operations Office, the activity brought together various national and local government agencies to provide immediate, accessible, and responsive services directly to the community. Participating agencies included the City Civil Registrar's Office, City Agriculturist's Office, Barangay and Cultural Communities Affairs Division, Office of the Senior Citizen's Affairs, City Social Welfare and Development Office, Armed Forces of the Philippines โ 27th Infantry Battalion, Davao City Police Office, and TESDA, among others, delivering a range of basic services and government programs to residents.
Following the Serbisyo Caravan, an Ugnayan sa Barangay or community consultation was conducted with barangay officials, community leaders, and sectoral representatives. Facilitated by the DILG Davao City through Cluster Head for Operations LGOO VII Evelyn Deocampo, the consultation served as a venue to validate governance and development concerns, identify priority community needs, and gather recommendations from stakeholders. The activity encouraged meaningful dialogue and strengthened collaboration between the government and the community in addressing local issues.
The insights and priority concerns identified during the consultation will serve as valuable inputs in the enhancement of the Barangay Development Plan (eBDP) and in the integration of responsive Programs, Projects, and Activities (PPAs) into the barangay's planning and investment frameworks. Through RCSP, DILG and its partner agencies remain committed to fostering inclusive governance, improving service delivery, and empowering communities toward sustainable and people-centered development.
