The Office of Transportation Cooperatives (OTC), under the leadership of Chairperson Atty. Teofilo E. Guadiz III, CESO V, continues to strengthen its partnership with transport cooperatives in support of the Public Transport Modernization Program (PTMP).
In a recent meeting with the National Federation of Transport Cooperatives (NFTC), both parties engaged in a productive dialogue focused on the current developments, implementation efforts, and emerging concerns surrounding transport modernization. The discussion also provided an opportunity to hear valuable insights and recommendations from transport cooperatives operating across the country.
The meeting highlighted the shared goal of building a modern, efficient, and sustainable public transportation system while ensuring that the welfare and livelihood of transport workers, operators, and cooperatives remain protected as the sector moves toward modernization.
The OTC reaffirms its commitment to open collaboration and continuous engagement with stakeholders to help create responsive policies and inclusive programs that will contribute to a safer, more reliable, and commuter-centered transport system for every Filipino.

The Office of Transportation Cooperatives (OTC) successfully conducted the Strategic Performance Management System (SPMS) Orientation on 05 May 2026 at the OTC Premises, with the active participation of all OTC and COS personnel.
The orientation featured Acting Director II Mark Anthony V. Bercando as the resource speaker, who delivered an in-depth discussion on the key components of SPMS, including performance planning, target setting, monitoring, and evaluation.
Participants gained a clearer understanding of their respective roles in the SPMS cycle, as well as the significance of accurate documentation, regular monitoring, and timely evaluation in achieving organizational targets. The session also highlighted the value of fostering a performance-driven culture that promotes transparency, collaboration, and continuous improvement across all offices.
This initiative supports OTCβs commitment to improving organizational efficiency and delivering responsive, high-quality public service to the transport cooperative sector.
