𝐃𝐎𝐇 𝐖𝐞𝐬𝐭𝐞𝐫𝐧 𝐕𝐢𝐬𝐚𝐲𝐚𝐬 𝐋𝐞𝐚𝐝𝐬 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐋𝐚𝐮𝐧𝐜𝐡 𝐨𝐟 𝐋𝐨𝐜𝐚𝐥 𝐇𝐞𝐚𝐥𝐭𝐡 𝐁𝐨𝐚𝐫𝐝 𝐆𝐮𝐢𝐝𝐞𝐛𝐨𝐨𝐤

The Department of Health Western Visayas Center for Health Development (DOH WV CHD) launched the Local Health Board (LHB) Guidebook to strengthen local health governance and improve community-centered health service delivery through enhanced collaboration among local leaders and partner agencies.

Among the participants were Hon. Juris B. Sucro, Mayor of Kalibo and LMP President for Aklan; Atty. Rene John V. Nunez, Hamtic Municipal Administrator; Hon. Jose Jimbo Barruela, Mayor of Dao and LMP Vice President for Capiz; and Mr. Robert Richard H. Dolar, Liga Vice President representing Iloilo City, underscoring the role of local leaders in advancing health governance.

Provincial and city health offices were represented by Dr. Sarah Marie S. Huyong of Aklan; Dr. Melendie Fabila-Sanchez of Antique; Dr. Evelyn T. Bolido of Capiz; Dr. NL Cathrel A. Nava of Guimaras; Dr. Maria Socorro C. Quiñon and Dr. Wendel T. Marcelo of Iloilo Province; and Mr. Noel Adricula, Nurse IV, and Ms. Cilnette Caspillo, Nurse IV, representing the Iloilo City Health Office, reflecting strong collaboration between LGUs and the health sector.

A key highlight of the event was the presentation and ceremonial distribution of the LHB Guidebook, a resource designed to strengthen Local Health Boards through improved leadership and evidence-based decision-making.

The keynote address was delivered by Dr. Bien Eli Nillos, Program Manager of the Department of War HIV/AIDS Prevention Program, U.S. Embassy Manila, who emphasized the importance of strong local leadership and multisectoral collaboration in addressing public health challenges.

A message of support was delivered by Regional Director Dr. Helen D. Tobias of DOH Western Visayas, emphasizing the importance of sustained inter-agency collaboration and a strong commitment to advancing local health systems and strengthening LGU health governance across the region.

The activity was graced by Dr. Mary Joy D. Castroverde, Head of the Local Health Systems Coordination Section of the DOH Western Visayas CHD, together with Mr. Robby Bastareche, DMO IV of Aklan; Dr. Rommel G. Garganera, DMO V of Antique; Dr. Nilda D. Baingan, DMO V of Guimaras; Dr. Ma. Maila C. Bernabe, DMO V of Iloilo; and Ms. Jocelyn Delos Santos, DMO IV of Iloilo City.

It was also attended by DILG Region VI officials led by Mr. Medel Espinosa, Local Government Capability Development Division Chief; Ms. Marinela Cuadras, LGOO V; Ms. Ruby Mae Camarista, LGOO IV; Ms. Ella Villan, LGOO II; Ms. Susan Balsamo, LGOO VII of Aklan; Ms. Darrelle Thea T. Abad, LGOO VI of Antique; Ms. Cherryl P. Tacda, CESO V, Provincial Director of Capiz; Ms. Roselyn Quintana, Provincial Director of Guimaras; Mr. Dino A. Ponsaran, Provincial Director of Iloilo; Ms. Aimee Louise Icoy, LGOO III of Iloilo; and Mr. Oscar T. Lim, CESO V, City Director, along with other DILG regional and field personnel who supported the activity.

This initiative is a testament to the shared goal of building stronger and more resilient health systems throughout Western Visayas.

The Department of Health Western Visayas Center for Health Development (DOH WV CHD) Health Promotion and Communications Management Section (HPCMS), in partnership with the Municipality of Miagao, the Provincial Government of Iloilo through the Provincial Health Office (PHO), and the Oral Health Division of the DOH, spearheaded the Oral Health Celebration on June 19, 2026 in Miagao, Iloilo.

Led by DOH WV CHD Regional Director Dr. Helen D. Tobias, along with HPCMS Head Dr. Fritzi Ann Suzette Jeroso-Dequito and Oral Health Program Coordinator and Dentist III of the Family Health and Nutrition Section (FHNS) Dr. Ramon Mateo Grecia Jr., the activity strengthened awareness on the importance of oral health as a vital component of overall health and well-being.
Oral diseases remain among the most common health concerns affecting Filipinos, making health promotion and preventive oral care essential in improving quality of life and reducing disease burden.

Among those who supported the activity were DOH Undersecretary Dr. Emmie Liza Perez-Chiong, Iloilo Provincial Health Officer II Dr. Ma. Socorro C. Quiñon, Dr. Jose Nelson Kuan of the Iloilo PHO, Dr. Rochelle E. Pambid of the DOH Oral Health Division, Miagao Mayor Hon. Engr. Oscar S. Garin Jr., and Hon. Lea D. Naldoza of the Sangguniang Bayan on Health of Miagao.

As the lead public health agency in the region, DOH WV CHD organized the activity to promote evidence-based oral health education and encourage preventive practices that help reduce the risk of tooth decay, gum disease, and other oral conditions. Through expert discussions and interactive learning sessions, participants gained valuable knowledge on proper oral hygiene, preventive dental care, and the connection between oral health and overall wellness. The celebration also featured a knowledge retention activity to reinforce key health messages and promote community engagement.

The event underscored the shared commitment of national and local partners to advancing oral health promotion and empowering communities to adopt healthy habits that contribute to healthier lives and brighter smiles. By bringing oral health education closer to the people, the activity supports the broader goal of building healthier and more resilient communities across Western Visayas.

Together, every healthy smile becomes a step toward a healthier future for all.
