A New Beginning Celebrated in Biñan City, Laguna

A milestone of love, hope, and belonging was marked as the Local Government Unit of Biñan City, Laguna held its “Bell of Joy” Ceremony on June 22, 2026, celebrating the formal recognition of a child’s permanent placement with the Tangcango Family.

Led by the City Social Welfare and Development Office (CSWDO), the ceremony followed the issuance of the Order of Adoption and Certificate of Finality by the National Authority for Child Care (NACC), symbolizing the child’s journey toward a safe, nurturing, and loving family environment.

Together with RACCO IV-A and local stakeholders, the milestone reinforces the shared commitment to advancing the Adoption and Alternative Child Care Program (AACCP) and promoting every child’s right to a permanent family.

A powerful symbol of hope, love, and new beginnings resonated through the halls of the Local Government Unit (LGU) of Biñan City, Laguna on June 22, 2026, as the city witnessed the conduct of its “Bell of Joy” ceremony, celebrating another meaningful adoption milestone and the official recognition of a child’s permanent placement within a loving family.

Led by the City Social Welfare and Development Office (CSWDO), the ceremony honored the Tangcango Family following the formal issuance of the Order of Adoption and Certificate of Finality by the National Authority for Child Care (NACC). These legal documents affirmed the finality of the adoption, officially recognizing the child as a full and permanent member of the adoptive family.

The awarding of the legal instruments marked a significant milestone, reflecting the fulfillment of the child’s right to grow in a safe, nurturing, and loving family environment. The ringing of the Bell of Joy symbolized belonging, protection, and the beginning of a new chapter founded on love and commitment.

The ceremony was attended by city social welfare officers, representatives from RACCO IV-A, and members of the Tangcango Family, highlighting the shared responsibility of stakeholders in strengthening adoption and alternative child care efforts within the community.

The milestone further reinforced the commitment of the National Authority for Child Care (NACC) and the Regional Alternative Child Care Office IV-A (RACCO IV-A) in advancing the Adoption and Alternative Child Care Program (AACCP), while emphasizing the vital role of local government units in bringing child protection initiatives closer to families and communities.

The “Bell of Joy” initiative, introduced by RACCO IV-A, is being advanced as a local-level practice to recognize adoption milestones and strengthen community awareness. Local officials signaled support for its wider implementation, citing its role in reinforcing LGU participation in the Adoption and Alternative Child Care Program and promoting the right of every child to a permanent family.

𝗥𝗔𝗖𝗖𝗢 𝗜𝗩-𝗔 𝗖𝗼𝗻𝘃𝗲𝗻𝗲𝘀 𝟲𝘁𝗵 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗠𝗮𝘁𝗰𝗵𝗶𝗻𝗴 𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲 𝘁𝗼 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻 𝗖𝗵𝗶𝗹𝗱 𝗣𝗹𝗮𝗰𝗲𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗣𝗲𝗿𝗺𝗮𝗻𝗲𝗻𝗰𝘆 𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴

The Regional Alternative Child Care Office IV-A (RACCO IV-A) conducted its 6th Regional Matching Conference (RMC) for Fiscal Year 2026, bringing together the Regional Child Placement Committee (RCPC), assigned social workers, and concerned stakeholders for the comprehensive assessment and deliberation of adoption and alternative child care cases.

The conference served as a key mechanism in the child placement process, providing a structured platform for evidence-based matching and placement recommendations anchored on the best interests of the child. Discussions focused on ensuring that each placement decision aligned with children’s psychosocial, developmental, medical, and long-term welfare needs.

During the activity, RACCO IV-A social workers presented updated case profiles and narratives of children declared legally available for adoption or endorsed for foster care placement. The RCPC, composed of professionals from social work, psychology, medicine, law, and civil society sectors, conducted multidisciplinary evaluations to ensure that all recommendations remained child-centered, legally compliant, and responsive to individual circumstances.

Through the Regional Matching Conference, RACCO IV-A strengthened collaborative case management and institutional safeguards within the alternative child care system, reinforcing transparent and accountable processes toward securing safe, stable, and nurturing family environments for children.

The 6th RMC reflects RACCO IV-A’s continuing commitment to advancing permanency planning frameworks and upholding every child’s right to family-based care through coordinated, rights-based, and evidence-informed interventions across CALABARZON.

TAGKAWAYAN, Quezon — The Regional Alternative Child Care Office IV-A (RACCO IV-A), in partnership with the Municipal Social Welfare and Development Office (MSWDO) of Tagkawayan, Quezon, conducted an orientation on adoption and alternative child care policies on June 17, 2026, strengthening local child protection mechanisms and stakeholder capacity.

Held as part of the continuing advocacy initiatives under Adoption and Alternative Child Care Week (AACCW) 2026, the activity reinforced local stakeholders’ capacity to translate national child care policies into community-level interventions, equipping frontline child protection actors with updated knowledge on legal adoption pathways, simulated birth rectification processes, and foster care mechanisms.

The orientation brought together members of the Barangay Council for the Protection of Children (BCPC) and the Local Council for the Protection of Children (LCPC), recognizing their critical role in operationalizing statutory mandates and strengthening grassroots governance structures for the protection of children deprived of parental care.

Prior to the technical sessions, the MSWDO Tagkawayan facilitated a pre-test assessment to establish participants’ baseline understanding of adoption and alternative child care frameworks. This was followed by comprehensive discussions led by RACCO IV-A Social Welfare Officers, who served as resource persons for the learning sessions.

Ms. Kyla Panol facilitated the discussion on the Philippine Foster Care Program, emphasizing the significance of foster families as temporary care providers who ensure children experience stability, protection, and nurturing environments while awaiting reunification, adoption, or other permanent family care arrangements.

Ms. Pauline Lopez presented Republic Act No. 11222 or the Simulated Birth Rectification Act, highlighting the law’s role in addressing documentation concerns, protecting children’s civil identity, and strengthening legal mechanisms that support access to essential social services.

Meanwhile, Mr. Michael Fernanderz discussed Republic Act No. 11642 or the Domestic Administrative Adoption and Alternative Child Care Act, focusing on the strengthened administrative adoption framework, streamlined processes, and institutional safeguards established to ensure that every adoption decision remains anchored on the best interests of the child.

The learning engagement concluded with a post-test assessment facilitated by the MSWDO Tagkawayan to evaluate knowledge acquisition and measure the effectiveness of the capacity-building intervention. The assessment component served as part of continuing efforts to generate evidence-based insights and support data-driven improvements in local child protection programming.

Through this collaborative effort, RACCO IV-A and the Local Government Unit of Tagkawayan continue to strengthen community partnerships, enhance referral systems, and promote responsive adoption and alternative child care services anchored on the best interests of every child.
