Last June 3, 2026, the Office of the City Environment and Natural Resources (OCENR) joined other city offices and national government agencies in the 2026 Serbisyo Caravan, one of the Retooled Community Support Program (RCSP) activities, held at the Homapon Covered Court, Barangay Homapon, Legazpi City.
The Serbisyo Caravan is designed to bring government services closer to communities by providing accessible programs and interventions that address local needs while encouraging active public participation and sustainable development.
As part of its environmental advocacy, OCENR conducted the "Plastics for Rice" Program, an initiative that allows residents to exchange collected plastic waste and other recyclable materials for rice based on the equivalent weight of the recyclables they bring.
More than a simple exchange, the program carries a deeper purpose. It demonstrates that materials often considered waste still have value when properly managed. By rewarding responsible waste disposal with a basic household necessity, the activity encourages families to practice waste segregation, reduce plastic pollution, and actively participate in keeping their communities clean.
In addition, OCENR carried out an Information, Education, and Communication (IEC) Campaign on the Ecological Solid Waste Management (ESWM) Program and the Septage Management Program to further strengthen public awareness on proper environmental practices. Informational flyers were also distributed to participants to promote responsible waste management, proper waste segregation, and the importance of proper septic tank maintenance and desludging in protecting public health and the environment.
The OCENR continues to advocate that protecting the environment is a shared responsibility and that small actions can create a lasting positive impact on our communities.
By transforming waste into a resource and promoting environmental education, we not only help protect the environment but also support families and inspire communities to become active partners in building a cleaner, greener, and more sustainable Legazpi City.

In celebration of World Environment Day (June 5, 2026) and World Ocean Day (June 8, 2026), the Office of the City Environment and Natural Resources (OCENR) spearheaded a simultaneous clean-up activity along the cityโs roadside and coastal areas, reinforcing the importance of protecting both land and marine environments.
Cleanup efforts were conducted at Sawangan Area, Legazpi Marker, and along the Mega Highway going to Camella, where OCENR personnel actively collected waste, promoted proper solid waste segregation, and reminded the public of their shared responsibility in keeping the surroundings clean.
The initiative was further strengthened through the participation of Integrated Coastal Resource Management (ICRM) personnel, headed by Mr. Ryan Roy Acuรฑa, reflecting strong collaboration and a unified commitment to coastal protection, environmental sustainability, and community awareness.
All 70 barangays were also mobilized to conduct the activity simultaneously within their areas of jurisdiction โ either estero, river, coastal or any identified area within their barangay that needs cleanup.
This activity calls for strengthened environmental discipline and collective action against pollution and improper waste disposal. It reflects a shared commitment to environmental stewardship, reminding everyone that keeping our roads clean and coastal waters protected is essential in building a healthier and more sustainable community.

The City Government of Legazpi formally reinforced its commitment to environmental education and youth engagement through a Memorandum of Agreement (MOA) signing for the Earth Savers Program held on June 4, 2026, at the Audio-Visual Hall, 3/F BPLO Building, City Hall Compound, Legazpi City.
The MOA signing ceremony was led by City Mayor Hisham Ismail, together with Councilor Charlton S. Lajara, Chairperson on Environmental Protection, and Atty. Noel Allen Bose, City Legal Officer. Partner institutions include DepEd Legazpi City Division, Bicol University, USTโLegazpi, Divine Word College of Legazpi, St. Agnes Academy, DZGB Radio Station, and the Legazpi City Earth Savers Club. Also present were OCENR personnel headed by Engr. Linno Benju Q. Calleja, OIC-City ENRO.
The MOA establishes a strengthened collaboration aimed at advancing environmental awareness, education, and youth participation in environmental protection initiatives. It also ensures the sustained implementation of programs promoting sustainability and responsible stewardship of natural resources.
Rooted in the belief that education is key to environmental protection, the Earth Savers Program continues to empower the youth through school-based and community-driven initiatives.
Since its launch in 2011, the program has expanded significantlyโfrom six participating schools to all 58 schools under the Dep-Ed Schools Division Office of Legazpi, and other public and private schools, elementary to tertiary, across the city.

Protecting the Heart of the Worldโs Marine Biodiversity
Every June 9, the world celebrates Coral Triangle Day to raise awareness and inspire action for the conservation of the Coral Triangle. This area is the global center of marine biodiversity spanning Indonesia, Malaysia, the Philippines, Papua New Guinea, Timor-Leste, and the Solomon Islands.
๐ชธ Covering 6 million square kilometers of ocean, this region is home to:
โข 76% of the world's coral species
โข 6 of the world's 7 marine turtle species
โข More than 2,200 species of reef fish
โข Countless communities who depend on healthy oceans for food security and livelihoods.
Despite its immense ecological value, the Coral Triangle faces increasing threats from climate change, pollution, overfishing, and habitat destruction. Protecting this marine treasure requires collective action from governments, communities, organizations, and individuals.
