Sa likod ng kanilang mga ngiti sa paaralan at tahanan ay ang mga lihim na laban — ang bigat ng papel at mataas na ekspektasyon sa pag-aaral, ang kawalan ng atensyon mula sa magulang, at ang huwad na saya na hatid ng masasamang impluwensya.
Masasaksihan ang unti-unting paglamon ng bisyo sa kanilang pagkatao hanggang sa hindi na nila makilala ang kanilang mga sarili. LOOK | DILG R5 Strengthens Partnerships through the Multi-Stakeholder Perspectives on LGC REVAMP cm LGRRC-MSAC 1st Semester Meeting 2026
In pursuit of building partnerships and strengthening collaboration, the DILG Regional Office V, through its Bicol LGGRC, successfully conducted the Multi-Stakeholder Perspectives on Local Government Code of 1991 Review and Amendment Program (LGC RevAmP) cm Local Governance Regional Resource Center - Multi-Sectoral Advisory Committee (LGRRC-MSAC) 1st Semester Meeting 2026 on June 23, 2026, at La Piazza Hotel and Convention Center, Legazpi City, Albay. The activity brought together representatives from national government agencies, local institutions, non-governmental organizations, and other development partners across the region to gather inputs and proposed amendments to the Local Government Code of 1991.
DILG V Regional Director Atty. Arnaldo E. Escober, Jr., CESO III presided over the meeting and underscored the importance of inclusive and participatory governance in shaping policies that are responsive to the evolving needs of local government units and communities.
Through meaningful dialogue and active participation, DILG RO V and its partners reinforced their commitment to advancing local governance reforms, strengthening multi-stakeholder collaboration, and promoting responsive, accountable, and empowered local governments.

IN PHOTOS | The Region 5 Inter-Agency Committee on Anti-Illegal Drugs (ICAD) Advocacy Cluster convened its 2nd Quarter Meeting on June 16, 2026, at DILG Training Hall, Regional Office 5, Legazpi City.
Presided over by DILG Region 5 Assistant Regional Director Atty. Ian Kenneth B. Lucero, CESO IV, the meeting was actively participated in by ICAD Advocacy Cluster member agencies, including RICG Chairperson and PDEA Region 5 Regional Director Wardley E. Getalla, along with representatives from regional offices of the 9ID PA, PNP, PAO, PIA, NAPOLCOM, DSWD and DOLE.
The meeting served as a platform for member agencies to present updates on their anti-illegal drug programs and initiatives for the second quarter, as well as discuss plans and activities for the remainder of the year.
Among the key discussions was the reaffirmation of the member agencies' commitment to strengthening the implementation and adaption of the Drug-Free Workplace Policy within their respective offices. Plans for the observance of this year's International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) Celebration were also presented, underscoring the importance of collective action, stronger partnerships, and people-centered approach in addressing the challenges caused by illegal drugs.
Through strengthened collaboration and shared commitment, the R5 ICAD Advocacy Cluster remains steadfast in sustaining and intensifying efforts to combat illegal drugs, foster responsible and informed communities, and support the realization of the government's vision of a safer and drug-free society.

Through exceptional creativity, innovative ideas, and commitment to advocacy, Junior High School Students across the Bicol Region have demonstrated how digital platforms can serve as powerful tools for education and awareness. By promoting drug prevention through responsible decision-making and highlighting the value of living a drug-free life, their works will significantly contribute to nurturing well-informed, responsible, and resilient individuals.
Among these impactful materials is the creation of Janne Elise G. Asiao, advocating how young minds can make powerful choices as they navigate challenges faced by our youth today:
"Ipinapakita ng infograpikong ito ang desisyong kinakaharap ng kabataan sa tanong na “Should I try drugs?” Sa pamamagitan ng isang decision flow na hango sa karanasan ng estudyante at sinusuportahan ng datos, ipinapakita nito na ang bawat pagpili ay may epekto sa direksyon ng buhay at hinihikayat ang kabataan na pumili ng isang drug-free na kinabukasan."

As we observe this year’s International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) through a week-long advocacy campaign, these digital advocacy resources further emphasize the vital role of youth participation in strengthening education and reinforcing the importance of collective efforts in the national campaign against illegal drugs.
With continued collaboration among its partners, the DILG remains committed to empowering young people to act as catalysts toward building a safer, healthier, and drug-free Bicol Region.
The DILG Regional Office V joined the 2nd Quarter Nationwide Simultaneous Earthquake Drill (NSED) 2026 to support the government’s ongoing efforts to improve earthquake preparedness and ensure workplace safety.
During the drill, all personnel practiced the “Duck, Cover, and Hold” procedure and then evacuated the office in an orderly manner. Marshals conducted a head count to make sure everyone was accounted for, while the Safety Officer inspected the building to confirm it was safe before allowing re-entry

LOOK | The DILG Region V successfully conducted its 2nd Quarter Nationwide Simultaneous Earthquake Drill (NSED) last June 18, 2026, demonstrating preparedness, coordination, and commitment to disaster resilience.
Personnel actively participated in the drill by observing proper earthquake response procedures, including the “Duck, Cover, and Hold” technique and evacuation protocols. This activity aims to strengthen awareness and readiness in the event of an actual earthquake, fostering a culture of safety and preparedness in the workplace.
The drill was led by LGOO II Renzo Marcben Sallan, serving as Commanding Officer, together with Safety Officer John Wilter Lorenzo. The activity was further highlighted by the participation of Regional Director JCSupt Elena B. Rocamora of the Bureau of Jail Management and Penology (BJMP) Region V, who was present during her official visit to the Office of the Regional Director.

LOOK | The Department of the Interior and Local Government (DILG) Region 5 successfully kicked off this year's International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) with the theme, "World Drug Problem: Persisting Issues, New Challenges, Innovative Responses."
The event highlighted the conduct of the DILG V Strengthening A Drug-Free Workplace And Workforce Towards Effective Local Governance And Safer Communities: A Drug Abuse Prevention Information and Advocacy Campaign. The event featured invaluable learning sessions led by key partners including Director III Christian O. Frivaldo (Assistant Regional Director of PDEA Region 5), Atty. Charmen Mae Miranda (DOH-MTRC Legal Officer), and Mr. Neolan C. Añonuevo, RN, MAED, (Health Program Officer II of DOH-MTRC). This activity served as a platform to increase awareness among personnel on current drug-related issues, promote a drug-free workplace environment, and encourage innovative and proactive approaches in supporting local anti-drug initiatives.
A pledge was recited by employees from the DILG regional, provincial, and field offices, reaffirming their unwavering commitment and support to the government's anti-illegal drug campaign and the shared vision of achieving a Drug-Free Philippines.
As part of the week-long celebration of the 2026 IDADAIT, the office conducted a random-drug testing among the regional employees aligned with the continuous implementation of its Drug-Free Workplace Policy (DFWP). Further, Information, Education, and Communication (IEC) materials aimed to empower communities and strengthen local advocacy toward sustainable drug prevention efforts will also be featured in the DILG Rehiyon Singko page.

IN PHOTOS | The Regional Audit Committee for the 2026 Peace and Order Council (POC) Performance Audit (CY 2025 Performance) for Provinces and Independent Component Cities (ICCs) successfully convened on June 15, 2026, at the DILG LGRRC Library, Regional Office V, Legazpi City.
Led by DILG RO V Regional Director Atty. Arnaldo E. Escober Jr., CESO III, the POC Regional Audit Committee—composed of representatives from Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Philippine Drug Enforcement Agency (PDEA), Coalition for Bicol Development (CBD) and Coastal Core Resources, Inc., conducted a thorough assessment of the Peace and Order Councils (POCs) of the six (6) provinces and one (1) Independent Component City (ICC) in the Bicol Region was conducted.
This year's audit further promotes continuity and sustainability through the implementation of the Three-Year Performance Indicators, covering both Functionality Indicators (Organization, Meetings, Policies, Plans and Budget, General Supervision, and Innovations) and Developmental Indicators (Addressing Criminality, Ensuring Public Safety, Gender Sensitivity, and Citizen Participation).
The annual performance audit serves as a platform for evaluating and recognizing local POCs in advancing peace and order, public safety, and good governance. It likewise strengthens collaboration among LGUs and partner stakeholders in building safer, more resilient, and empowered communities.
Through this initiative, the Department and its partners reaffirm their commitment to strengthening local peace and order mechanisms as vital pillars of effective local governance.

The Department of the Interior and Local Government Regional Office 5 extends its warmest congratulations to the 117 local government units across the Bicol Region for being recognized as Good Financial Housekeeping (GFH) Passers for CY 2025.
The conferment of the Good Financial Housekeeping is anchored on the 2025 GFH Criteria:
1) Most recent COA Opinion is Unmodified or Qualified based on the Annual Audit Report posted on the COA website; and
2) Full Disclosure Policy (FDP) requirements on the timely and complete posting of required financial documents in three (3) conspicuous places and in the FDP Portal.

LOOK | Bicol LGRRC Convenes for the CAPDEV Review and 2026 Second Quarter Meeting
The Department of the Interior and Local Government Region V, through the Bicol Local Governance Regional Resource Center, successfully conducted its Capacity Development (CAPDEV) Review cm Bicol LGRRC Second Quarter Meeting for 2026 on June 16, 2026, at the DILG Regional Office Training Hall, Legazpi City, Albay.
The meeting was presided over by Assistant Regional Director Atty. Ian Kenneth B. Lucero, CESO IV, who convened the facility members to discuss updates on LGRRC programs, projects, and activities, assess ongoing capability development initiatives, and address operational concerns. Through these discussions, the Bicol LGRRC reviewed its accomplishments, strengthened coordination among its members, identified priority and strategic actions, and aligned its priorities to further enhance the implementation of its programs and initiatives.
This initiative reaffirmed DILG Region V's commitment to strengthening local governance by continuously enhancing institutional capacities, fostering collaboration, and promoting responsive and sustainable capability development interventions.
