Duke Frasco was the Mayor of the Municipality of Liloan, which is located in the Province of Cebu, Philippines. Through local general elections, he was elected as Mayor in 2007 at the age of 26 years old, and has since been reelected to two consecutive 3-year terms, ending on July 2016. As local chief executive he prioritized his projects and goals within the framework of his 8-point Agenda for the Municipality, namely: Education, Environment, Good Governance, Livelihood, Infrastructure, Health & Social Services, Peace & Order, and Information & Communication Technology. Duke Frasco is the Founder and Chairman of the DILC Party.
• Recipient of The Outstanding Young Men (TOYM) of the Philippines Award 2014 for Public Administration from Junior Chamber International (JCI), Inc. & the Gerry Roxas Foundation.

🔥 Barbie Jamili of Liloan, Cebu, an outside hitter from the Adamson Lady Falcons, was drafted by the Creamline Cool Smashers as the No. 8 Overall Pick in the 1st Round.
🔥 Khy “KC” Cepada of Catmon, Cebu, team captain of the UE Lady Red Warriors, was selected by the Capital1 Solar Spikers as the first pick of the 2nd Round and No. 9 Overall Pick.
Out of 38 aspirants nationwide, only 11 players were drafted—making this achievement even more remarkable.
Both Barbie and KC are proud pioneers of the Congressman Duke Frasco Cup, a grassroots sports development program that continues to nurture young athletes and open doors for talent across the 5th District.

Inspired by his passion for running—having completed the New York City Marathon twice, the Chicago Marathon, and numerous local races—Congressman Duke Frasco envisioned a world-class venue where young athletes can train and excel.
Now nearing completion, the Olympic-standard rubberized Track Oval and Grandstand is set to become one of the premier sporting facilities in Cebu Province, providing future generations of athletes with a venue worthy of their talent and aspirations.

🏆 GAME ON: 5TH DISTRICT DUKE FRASCO CUP RETURNS FOR ITS 5TH YEAR! 🏐🏀
The biggest grassroots sporting event in the 5th District is back!
Congressman Duke Frasco officially led the opening of the 5th District Duke Frasco Cup 2026, bringing together athletes from Liloan, Compostela, Danao City, Carmen, Catmon, Sogod, San Francisco, Pilar, Poro, and Tudela.
Now on its 5th edition, the tournament continues to serve as a platform for discovering and nurturing young athletic talent from across the 5th District. Through healthy competition in Men’s Basketball and Women’s Volleyball, the Duke Frasco Cup aims to develop future champions who can proudly represent Cebu Province on the regional and national sporting stage.
Hosted by the Municipality of Compostela, the opening ceremony was attended by Board Member Mike Villamor, Mayor Aljew Frasco, Councilor Kath Jumapao, DOT Undersecretary Cocoy Jumapao, Vice Mayor Froilan Quiño, Councilor Rashid Tacocong, Mayor Avis Monleon, Vice Mayor Armel Poro, SKF President Philline Pasaol, Councilor Emilianito Borlasa, Vice Mayor Lymarnie Yu, and the 5th District SKF Presidents.
More than a tournament, the Duke Frasco Cup is an investment in the next generation of athletes, fostering excellence, discipline, and pride in the 5th District.

Congressman Duke Frasco joined the Pontifical Fiesta Mass in honor of Señor San Fernando El Rey as Liloan celebrated its 181st Fiesta.
The Mass was presided over by Cebu Archbishop Most Rev. Albert “Abet” Uy, D.D., and was also attended by Mayor Aljew Frasco, Board Member Mike Villamor, Vice Mayor Margo Frasco, and members of the Liloan Sangguniang Bayan.
A celebration of faith, unity, and thanksgiving for the people of Liloan.

Cong. Duke Frasco’s New Carmen Public Market is ready for turnover and poised to become one of the premier public market projects in the Province of Cebu. ❤️
Its design was inspired by the public markets I have seen abroad, while proudly incorporating local touches such as the iconic red bricks of Liloan and the timeless arches inspired by Titay’s. To ensure sustainability for generations to come, the facility is also equipped with solar panels, making it both ecofriendly and energy efficient.
I look forward to formally turning over this project to the Municipality of Carmen under the leadership of Mayor Carlo Villamor, so that the people of Carmen can finally enjoy a modern public market they can truly be proud of. ❤️👷♂️
