CSWDO CONCLUDES 3-DAY CBJIP WORKSHOP, STRENGTHENING BARANGAY COMMITMENT TO JUVENILE JUSTICE IMPLEMENTATION πŸ’™

The City Social Welfare and Development Office (CSWDO) of Mabalacat City successfully concluded the three-day Workshop on Monitoring and Evaluation of the Comprehensive Juvenile Justice Intervention Program (CJJIP) 3rd Year Implementation on June 24, 2026, at the Terrace Hotel, Subic Freeport, Olongapo, Zambales, reaffirming its commitment to strengthening community-based juvenile justice interventions across the city's barangays.

The final day commenced with an Opening Prayer and Energizer by the CSWDO Training Team, followed by a Recapitulation of the key learnings from the previous sessions to reinforce the participants' understanding of the Comprehensive Barangay Juvenile Intervention Program (CBJIP) and its implementation.

The workshop concluded with a Closing Ceremony, highlighted by the awarding of Certificates of Appreciation to the resource persons in recognition of their valuable expertise and contributions to the success of the training. The certificates were presented and awarded by Ms. Josephine B. Tanglao, RSW, MMPM, CSWDO Head of Operations Ms. Elsie Dela Cruz, RSW and Mr. Ricardo Tuazon, RSW. Certificates of Participation were also awarded to each participating barangay in recognition of their active involvement and commitment throughout the three-day capability-building activity.

The program concluded with a photo opportunity, celebrating the strengthened partnership among the City Government of Mabalacat, the City Social Welfare and Development Office, the Regional Juvenile Justice and Welfare Committee III, and the barangays in promoting a more responsive and child-sensitive juvenile justice system.

Through this initiative, the City Social Welfare and Development Office, under the leadership of Ms. Josephine B. Tanglao, RSW, MMPM, continues to empower barangay officials with the knowledge, skills, and practical tools necessary to effectively implement the Comprehensive Barangay Juvenile Intervention Program (CBJIP). The workshop further reinforces the City's commitment to protecting the rights and welfare of Children at Risk (CAR) and Children in Conflict with the Law (CICL) through coordinated, evidence-based, and community-driven interventions.

CSWDO CONTINUES 3-DAY CJJIP WORKSHOP WITH FOCUS ON CBJIP MONITORING, EVALUATION, AND IMPLEMENTATION πŸ’™

The City Social Welfare and Development Office (CSWDO) of Mabalacat City successfully conducted the second day of the Workshop on Monitoring and Evaluation of the Comprehensive Juvenile Justice Intervention Program (CJJIP) 3rd Year Implementation on June 23, 2026, at the Terrace Hotel, Subic Freeport, Olongapo, Zambales.

The day's activities began with an Opening Prayer and Energizer led by the CSWDO Training Team, followed by a Recapitulation of the previous day's discussions by CSWDO Women and Child Protection Unit (WCPU) Head Ms. Shiela Joy D. Velasco, RSW, reinforcing the participants' understanding of the legal framework and policies governing the Comprehensive Juvenile Justice Intervention Program (CJJIP). This was followed by the Introduction of the Guest and Resource Speakers by Training Team Unit Head Ms. Catherine E. Tubig, RSW, formally opening the day's learning sessions.

The morning session featured Ms. Imelda E. Yumul, SWO III, RJJWC III, as the resource speaker for the Second Topic: Overview of the Comprehensive Barangay Juvenile Intervention Program (CBJIP) Monitoring and Evaluation (M&E). Her presentation highlighted the status of the CBJIP in each barangay, emphasized the importance and purpose of monitoring and evaluation, and discussed the step-by-step process of conducting actual monitoring and evaluation of the CBJIP at the barangay level.

Participants also took part in a workshop on the proper accomplishment and completion of monitoring tools, providing them with practical knowledge and hands-on experience in documenting and evaluating the implementation of their respective barangay intervention programs.

In the afternoon, participants engaged in an energizer and interactive game before presenting their workshop outputs. Each barangay presented its accomplishments and submitted soft copies of its outputs to the CSWDO focal person, fostering collaboration, peer learning, and constructive feedback among participants.

The third learning session was facilitated by Atty. John Angel Bautista, RJJWC III Committee Member and Representative from the Commission on Human Rights (CHR) Region III, who discussed the Roles and Responsibilities of Barangay Officials, Local Government Units, and Other Stakeholders in implementing the CBJIP. He likewise emphasized the importance of budgeting and resource allocation, guiding participants on effectively identifying and allocating resources necessary to sustain juvenile justice interventions within their respective communities.

The final session was led by Ms. Michelle B. Bago, Project Development Officer II, RJJWC III, who introduced the participants to the Juvenile Justice Management Information System (JJMIS). Her discussion included an orientation on the system, account creation and endorsement procedures, and the proper recording of reported cases through the registry, including monitoring and referral processes. The session underscored the importance of digital reporting in strengthening case management and ensuring timely interventions for Children at Risk (CAR) and Children in Conflict with the Law (CICL).

The second day of the workshop further enhanced the capacities of the 27 Barangay Chairpersons, Barangay Secretaries, and VAWC Desk Officers by equipping them with practical skills in monitoring, evaluation, documentation, and digital case management. Through this continuing initiative, the City Social Welfare and Development Office, under the leadership of Ms. Josephine B. Tanglao, RSW, MMPM, remains committed to empowering barangays in implementing responsive, child-sensitive, and community-based juvenile justice programs that promote the protection, rehabilitation, and welfare of children in Mabalacat City.

CSWDO KICKS OFF 3-DAY WORKSHOP ON MONITORING AND EVALUATION OF THE CBJIP 3RD YEAR IMPLEMENTATION πŸ’™

The City Social Welfare and Development Office (CSWDO) of Mabalacat City officially commenced the Workshop on Monitoring and Evaluation of the Comprehensive Barangay Juvenile Intervention Program (CBJIP) 3rd Year Implementation on June 22–24, 2026, at the Terrace Hotel, Subic Freeport, Olongapo, Zambales. The three-day capability-building activity gathered 27 Barangay Chairpersons, Barangay Secretaries, and VAWC Desk Officers from the City of Mabalacat to strengthen barangay-based interventions for Children at Risk (CAR) and Children in Conflict with the Law (CICL).

In her Welcome Remarks, CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, expressed her heartfelt gratitude to the Almighty Creator and acknowledged the unwavering support of the City Government of Mabalacat under the leadership of City Mayor Hon. Gerald Guttrie P. Aquino, Vice Mayor Hon. Marcos "Jun" Castro, Jr., the members of the Sangguniang Panlungsod, and Hon. Marjorie Grace Sambo, Chairperson of the Committee on Social Services, Women and Children, and Gender and Development (GAD) and City Councilor Hon. Victor Rene V. Ong, Chairperson on Public Order, Safety and Security, for making the capability development workshop possible.

Ms. Tanglao emphasized that the purpose of the workshop is to develop interventions that are responsive to the unique needs of every barangay. She highlighted that barangay officials, being at the grassroots level, have firsthand knowledge of the issues affecting their communities, making them vital partners in delivering community-based interventions to families. She further stressed the importance of strengthening the referral pathway for Children at Risk (CAR) and Children in Conflict with the Law (CICL) through the formulation of the Comprehensive Barangay Juvenile Intervention Program (CBJIP), which also serves as one of the Means of Verification (MOV) for the Seal of Good Local Governance for Barangays (SGLGB) of the Department of the Interior and Local Government (DILG).

Delivering the Special Message on behalf of Liga ng mga Barangay President and Barangay Paralayunan Chairperson Hon. Rey Pineda, Barangay Poblacion Chairperson Hon. Elmer "Totong" Mendiola thanked the CSWDO for its continuous support to the barangays through seminars and capability-building activities. He shared that these learning opportunities not only enhance the competencies of barangay officials but also foster stronger camaraderie and collaboration among local leaders.

The program also featured the Acknowledgment of Participants by Mr. Leonard Concepcion of the CSWDO. Meanwhile, the Training Team composed of Ms. Nia Yalung, RSW and Ms. Precious Villanueva facilitated the House Rules and Levelling of Expectations, while Santungan Unit Head Mr. Aljen Supan, RSW presented the training objectives, emphasizing the importance of collaborative and results-based implementation of juvenile justice programs at the barangay level.

Prior to the learning session, CSWDO Kanlungan Unit Head Ms. Patricia Paula Razon, RSW formally introduced the guest speaker, recognizing his expertise and valuable contribution in advancing juvenile justice initiatives and strengthening local governance for child protection.

For the Day 1 session, Atty. John Angel Bautista, Committee Member of the Regional Juvenile Justice and Welfare Committee (RJJWC) Region III and representative from the Commission on Human Rights (CHR) Region III, served as the resource speaker. He provided an overview of the workshop and discussed the DILG Memorandum Circular No. 2016-68 on the Guidelines for Local Government Units in the Development of the Comprehensive Local Juvenile Intervention Program (CLJIP), the DILG Memorandum Circular No. 2024-015 on the Manual for the Formulation of the Comprehensive Barangay Juvenile Intervention Program (CBJIP) using the Results-Based Management (RBM) and Theory of Change (ToC) frameworks, as well as the proper handling of Children at Risk (CAR) and Children in Conflict with the Law (CICL) and their corresponding legal bases.

The workshop underscores the City Government of Mabalacat's continuing commitment, through the CSWDO, to empower barangay officials with the knowledge, skills, and tools necessary to implement child-sensitive, community-based, and evidence-driven juvenile justice interventions, ensuring a safer and more supportive environment for every child and family in the city.

MCCAT-VAWC Council Members and Stakeholders Complete Day 2 of OSAEC Capability Development Training πŸ’™

SUBIC BAY, ZAMBALES β€” Members of the Mabalacat City Council Against Trafficking and Violence Against Women and their Children (MCCAT-VAWC), together with partner stakeholders, successfully completed the second and final day of the Capability Development Training on the Legal and Forensic Analysis of Online Sexual Abuse and Exploitation of Children (OSAEC) on June 18, 2026, at the Subic Bay Travelers Hotel and Event Center, Subic Bay Freeport Zone, Zambales.

Facilitated by the City Social Welfare and Development Office (CSWDO) under the leadership of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, the training aimed to strengthen the legal, operational, and inter-agency capacities of council members and stakeholders involved in child protection and anti-trafficking efforts.

The second day opened with a prayer, energizer, and recapitulation of the previous day's discussions. Participants then attended sessions on the Roles, Responsibilities, and Operational Boundaries of the Multi-Disciplinary Team (MDT) in Child Protection and Rescue Operations, presented by Atty. Tasnem Asdala Hamdain, Branch Clerk of Court V, RTC Branch 861, Angeles City.

Another key session focused on Legal Protection, Accountability, and Institutional Support for Social Workers and MDT Members in Child Protection, delivered by Hon. Junnie T. Esplana, Deputy City Prosecutor of the Office of the City Prosecutor, Angeles City. The discussion underscored the legal safeguards and institutional mechanisms that support professionals and responders handling child protection cases.

An open forum and technical consultation followed, allowing participants to discuss practical challenges, share experiences, and seek expert guidance on child protection and OSAEC-related interventions.

The activity concluded with a training evaluation, awarding of Certificates of Appreciation and Participation, and a photo opportunity. Through this two-day capability development training, the MCCAT-VAWC Council Members and stakeholders further enhanced their understanding of legal frameworks, rescue operations, and multidisciplinary collaboration, reinforcing Mabalacat City's commitment to protecting children from online sexual abuse and exploitation and strengthening its child protection system.

CSWDO Holds 3rd Quarter 2026 Meeting πŸ’™

SUBIC BAY, ZAMBALES β€” The City Social Welfare and Development Office (CSWDO) conducted its 3rd Quarter Meeting with unit heads and staff, presided over by CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, to discuss upcoming activities, organizational updates, and key directives aimed at strengthening workplace efficiency and service delivery on June 18, 2026, held in Terrace Hotel, Subic Bay, Freeport Zone.

During the meeting, Ms. Tanglao presented the agenda for the months of June and July 2026, highlighting important activities and events that require the participation and support of all personnel. Among the matters discussed were the JICA Volunteer Program, the upcoming State of the City Address (SOCA), and the June 30, 2026, Budget Submission, emphasizing the importance of timely preparation and coordination among units.

The CSWDO Head also informed the staff about significant city events, including the 21st Cityhood Celebration on July 21, 2026, and the Testimonial and Awarding of Employees on July 23, 2026, recognizing the dedication and contributions of government workers in public service.

In addition, the meeting served as a venue to reiterate Office Memorandum No. 10, Series of 2026, which strictly prohibits the playing of Mobile Legends, online games, and participation in online gambling during working hours. The directive underscores the City's commitment to professionalism, productivity, and accountability in government service.

CSWDO Conducts Capability Development Training on OSAEC to Strengthen Child Protection Efforts πŸ’™

The City Social Welfare and Development Office (CSWDO), through the Mabalacat City Council Against Trafficking and Violence Against Women and their Children (MCCAT-VAWC), officially commenced its two-day Capability Development Training on β€œA Legal and Forensic Analysis of Online Sexual Abuse and Exploitation of Children (OSAEC)” on June 17-18, 2026, at the Subic Bay Travelers Hotel and Event Center, Subic Bay Freeport Zone, Zambales.

The training gathered council members and representatives of the MCCAT-VAWC, social workers, law enforcement personnel, barangay representatives, and partner agencies to enhance their knowledge and competencies in addressing the growing threat of OSAEC, one of the most pressing child protection concerns in the digital age.

The opening program was led by Master of Ceremony CSWDO Kanlungan Para sa mga Bata at Babae Head Ms. Patricia Paula T. Razon, RSW, followed by the registration of participants, preliminaries, presentation of house rules, and acknowledgment of participants.

In her welcome message, CSWDO Head and MCCAT-VAWC Alternate Presiding Officer Ms. Josephine B. Tanglao, RSW, MMPM, expressed her heartfelt gratitude to the members of the Mabalacat City Council Against Trafficking and Violence Against Women and their Children (MCCAT-VAWC) for their unwavering commitment and collective efforts in advancing child protection and anti-trafficking initiatives in the city.

Ms. Tanglao proudly shared that Mabalacat City recently earned a β€œHighly Functional” rating with an outstanding overall score of 110% during the Fiscal Year 2026 Functionality Assessment of the City Committee on Anti-Trafficking and Violence Against Women and their Children (CCAT-VAWC) conducted by the Department of the Interior and Local Government (DILG) Region III, pursuant to DILG Memorandum Circular No. 2023-181. She attributed this significant accomplishment to the strong leadership and support of City Mayor Gerald Guttrie P. Aquino, who serves as MCCAT-VAWC Chairperson, City Vice Mayor and MCCAT-VAWC Co-Chairperson Jun Castro, the members of the Sangguniang Panlungsod, and all council members, partner agencies, and stakeholders who continuously work together to strengthen programs, policies, and interventions for the protection of women and children.

Ms. Tanglao emphasized that the conduct of capability-building activities such as the OSAEC training forms part of the city's commitment to sustaining the council's functionality and enhancing the competencies of frontline service providers. While completely eradicating Online Sexual Abuse and Exploitation of Children remains a challenging goal, she stressed that through continuous education, prevention efforts, and inter-agency collaboration, Mabalacat City can help prevent and reduce the occurrence of such cases and create a safer environment for every child. She concluded by encouraging all participants to maximize the learning opportunity and continue working together toward a more responsive, protective, and child-friendly Mabalacat City.

Messages of support was also delivered by Hon. Marcos β€œJun” Castro Jr., City Vice Mayor and MCCAT-VAWC Co-Chairperson. He reaffirmed his commitment to supporting programs that promote the welfare and protection of women and children. He shared that he remains actively involved in initiatives that require legislative support and assured participants that he would continue advocating for programs and trainings such as these during the upcoming budget deliberations. He likewise recognized the dedication and sacrifices of frontline workers and partner agencies, emphasizing that public service is never an easy task and that their efforts are deeply appreciated.

The training's main session featured Hon. April Joy B. Magsayo-Aguila, Presiding Judge of Branch 61, Regional Trial Court, Angeles City, who served as resource speaker for Topic 1: A Legal and Forensic Analysis of Online Sexual Abuse and Exploitation of Children (OSAEC). The discussion provided participants with valuable insights into the legal framework, forensic considerations, and practical approaches in handling OSAEC cases, further equipping them to respond effectively and uphold the rights and protection of children.

Through this initiative, the CSWDO and MCCAT-VAWC continue to reinforce Mabalacat City's commitment to safeguarding children, strengthening inter-agency collaboration, and building a more vigilant and responsive community against all forms of exploitation and abuse.
