The Philippine Reclamation Authority (PRA) engaged with global leaders on coastal and flood resilience at Singapore International Water Week 2026!
Representing the agencyโs mandate in sustainable coastal management and protection, PRA Assistant General Manager for Reclamation and Regulation Atty. Joseph John M. Literal participated in the high-level Coastal and Flood Resilience Leaders Roundtable at the 2026 Singapore International Water Week (SIWW).
Chaired by Deputy Chief Executive Angela Koh and moderated by Professor Winston Chow, Lee Kong Chian Professor of Urban Climate at Singapore Management University & Co-chair of IPCC, this exclusive roundtable brought together around 30 distinguished leaders and practitioners from across Asia, Europe, and the Americas, including representatives from Denmark, the Netherlands, China, Hong Kong, Japan, the United Kingdom, the United States, and Manila.
The PRA's participation in this international exchange emphasized the agency's commitment to global collaboration and the adoption of world-class best practices to ensure the Philippines' reclamation and coastal initiatives were executed responsibly and with long-term climate resilience.

The Philippine Reclamation Authority (PRA) officially signed a Memorandum of Agreement (MOA) with the Department of Education (DepEd) Division Office of
Cavite Province and the Municipality of Ternate for the construction of
school buildings. The signing was held during the 2026 Division Brigada Eskwela Kick-Off Program in Magallanes, Cavite on 01 June 2026.
The construction will be funded by the PRA through its Social Development and Management Program (SDMP) and its San Nicolas Shoal Seabed Quarry (SNS) service provider, Pasay Harbor City Corporation (PHCC).
As a commitment in the approved 2026 SDMP of the SNS Project, three public school buildings in
Ternate, Cavite namely Parang Elementary School, Ternate Elementary School, and San
Juan National High School will be constructed.
The project forms part of and reflects the PRAโs consistent efforts to support
education and sustainable community development for the Filipino people.

The Philippine Reclamation Authority (PRA) conducted a clean-up activity in Tanza, Cavite last June 20, 2026, under its Adopt-A-Waterbody Program, the Authorityโs environmental initiatives that supports coastal protection, environmental sustainability, and responsible stewardship of water resources.
Present during the activity were PRA General Manager and CEO Cesar S. Siador Jr. and Director Eligio T. Ildefonso, together with PRA personnel and partner stakeholders, demonstrating the agencyโs shared commitment to preserving and protecting coastal environments.
Through the AAW Programs, PRA continues to promote environmental responsibility, strengthen community participation, and contribute to cleaner and healthier water bodies for the benefit of present and future generations.

๐ฅ๐๐๐: PUBLIC SERVICE ADVISORY ON THE RULES AND PROCEDURES FOR THE FORFEITURE AND TITLING OF UNAUTHORIZED AND ILLEGAL RECLAMATIONS
The Philippine Reclamation Authority (PRA) would like to remind everyone that the processing of illegal reclamations through forfeiture and titling shall only be done through official PRA channels in accordance with Administrative Order No. 2021-01 or the Rules and Procedures for the Forfeiture of the Unauthorized and Illegal Reclamations Through Titling Under the name of the PRA.
The Authority strictly prohibits transactions with individuals soliciting fees to fast track the process of unauthorized and illegal reclamations. Subject to the review and evaluation of the reclamation project documents and upon the advice of PRA, reclaimers shall pay to the PRA a penalty fee equivalent to ten percent (10%) of the value of the land based on zonal value, or assessed value, or fair market value or the property nearest to the reclaimed land, whichever is higher. Along with this, the reclaimer shall also pay a processing fee of PhP 2,000 per hectare but not less than PhP 1,000,000 plus Value Added Tax (VAT).
Reclaimers shall await Official Payment Advise from the PRA before paying the processing fee online via Link.BizPortal of the Land Bank of the Philippines or through the PRA cashierโs office. Please note that the PRA does not collect fees on field or outside its official payment channels. Upon payment of the processing fee and full compliance with its requirements, the PRA shall review the documents and conduct a joint verification survey with the reclaimer. After this, the reclaimer shall submit to the PRA the survey returns and survey plan for approval, which shall also be in the name of the Authority.
It is important to note that the PRA Governing Board has the sole authority to approve the titling of completed illegally reclaimed land and endorse the survey plan for approval of the Department of Environment and Natural Resources (DENR) and for issuance of Presidential Proclamation by the President.

Philippine Reclamation Authority (PRA) General Manager and CEO Engr. Cesar S. Siador, Jr. recently met with the Philippine Coast Guard (PCG) Commandant Admiral Ronnie Gil L. Gavan at the PCG National Headquarters in Manila to discuss matters concerning the tenurial status of the Coast Guard Substation in Paraรฑaque, as well as other reclamation projects under the jurisdiction of the PRA.
With a commitment to further enhance cooperation and collaboration between the PRA and the PCG, the meeting provided both agencies an opportunity to strengthen inter-agency coordination in support of their respective mandates and ongoing development initiatives.

In celebration of the 75 years of diplomatic relations between the Philippines and Netherlands and the Dutch Kingโs Day, the Netherlands Embassy in Manila organized the Kingโs Day Forum on 26 May 2026 focusing on Environmental, Social, and Governance (ESG) principles.
The embassy, headed by Ambassador Marielle Geraedts, invited the Philippine Reclamation Authority to participate under the environmental pillar and present its environmental policies, programs, and activities.
Atty. Joseph John M. Literal, Assistant General Manager for Reclamation and Regulation, led the PRA contingent. He likewise presented opportunities for collaboration on undertakings that promote sustainability and circular economy like waste-to-energy projects, water treatment, and nature-based solutions. The topic was deepened through a fireside chat with Haskoning Philippines President and Chairman Trevor Morrish-Hale.
After the fireside sessions, Atty. Literal and other PRA attendees composed of Ms. Ynna Margarita G. Yalong-Gelomina, Engr. Mark John D. Pineda, and Engr. Ivy Camille A. Lucero-Palatino participated in formulating recommendations on Integrating ESG Standards in Water Infrastructure in the Philippines.
Before the forum ended, the PRA took part in committing to the PH-NL Sustainable Water Infrastructure Network.
