JICA proudly supported the Bureau of Internal Revenue (BIR) in organizing the Workshop on Transfer Pricing and International Taxation, held from June 9โ10, to strengthen the technical knowledge and practical skills of BIR personnel in Metro Manila.
The event opened with insightful remarks from:
๐ค Assistant Commissioner Marivic Galban, Human Resource Development Services, Bureau of Internal Revenue (BIR), emphasized the importance of strengthening tax administration capacity; and
๐ค Ms. Satoko Nadamoto, Project Formulation Advisor, JICA Philippines Office, reaffirmed the agencyโs continued support for the BIR in institutional development and international cooperation.
๐จโ๐ซ Mr. Yuki Murata, JICAโs Advisor to the BIR, served as a resource person during the workshop, sharing his expertise on transfer pricing and international taxation practices.
The workshop served as a platform to deepen understanding of global tax standards, share best practices, and enhance technical capacity in addressing cross-border taxation challenges. Through active discussions and knowledge exchange, participants explored ways to strengthen the countryโs tax system in line with international frameworks, contributing to fair taxation and improved public revenue mobilization.

JICA recently concluded the technical assistance for energy conservation initiatives on the Light Rail Transit Line 1 (LRT-1). The assistance was initiated in July 2025, with the objectives of upgrading operational efficiency, lowering electricity costs, and lessening greenhouse gas emission in the railway sector.
With valuable insights from Japanese experts, analyses show the significance of combining technical improvements with operational measures to attain considerable saving of energy. A medium- to long-term roadmap (2026-2035) was also developed to underpin the energy conservation measures of the Light Rail Manila Corporation (LRMC).
This important step supports JICA and the Philippinesโ commitment towards climate action and sustainable urban transport development.

On June 3, 2026, JICA was honored to be invited to BARMMโs Devolution Committee โ Technical Working Group (DevCom-TWG) as an observer in this important dialogue on the government devolution in BARMM.
A highlight of the session was the insightful sharing by Prof. KAMIKO Akio on Japanโs long history of decentralizationโoffering valuable lessons on both achievements and challenges, from fiscal arrangements to balancing roles between national and local governments. His experience resonated strongly with Bangsamoroโs ongoing efforts on devolution, wherein building effective and responsive local governance is key for sustaining the dividends of peace.
This exchange reaffirmed the importance of learning across countries and contexts. Devolution is not just about systemsโitโs about people, capacity, and trust.
As we celebrate the 70th anniversary of JapanโPhilippines friendship this year, JICA remains committed to walking side by side with the Bangsamoro peopleโsupporting their journey toward robust autonomy, sustainable peace, and inclusive development.

Meet the JICA Alumni Speakers who will take the stage at the JICA-JAAP Regional Connect: Knowledge Exchange and Pathways โ CAR on 18 June 2026 at Hotel Veniz Session in Baguio City.
Gain valuable insights from fellow government officers as they share not only Japanโs knowledge and perspectives on disaster resilience and environmental sustainability, but also their experiences throughout the entire journey โ from the application process, to living in Japan, and the progress and impact of their action plans in their respective communities and institutions.

IN PHOTOS: JICA Volunteers' First Look at the North-South Commuter Railway (NSCR)
Recently, the JICA Volunteers, together with Senior Representative UENO Yoshiyuki, visited the ongoing construction sites of the Balagtas Station, Malanday Depot, and West Valenzuela Station of the NSCR. Through this visit, the volunteers had a glimpse of how Japanese technology and systems are being utilized in a JICA infrastructure project.
During the tour, the volunteers shared their thoughts, saying that the NSCR is expected to make public transportation more convenient and generate more jobs for Filipinos once completed.
After the visit, the volunteers expressed their appreciation for the dedication of all workers contributing to the completion of the project.
Going forward, the Philippines and Japan will maintain strong collaboration and partnership in championing more accessible and efficient transport systems in the Philippines.

From May 28 to May 29, the JICA Volunteer Batch 183 conducted their Activity Planning Workshop together with their local partner institution counterparts from Iloilo Provincial Government, Numancia Municipal Government (Aklan), Dulag Central School (Leyte), Benguet State University and the Philippine Red Cross- La Union Chapter.
A few months into the volunteersโ deployment, the activity brought everyone together to reflect and map out what comes next. The workshop guided participants from gap identification to concrete plans for the next two years, fostering knowledge exchange and deeper collaboration.
JICA Philippines acknowledges the presence of the Philippine National Volunteer Service Coordinating Agency (PNVSCA) for joining our JOCV volunteers in this workshop.
Together, we are excited to see these plans turn into fruitful services to the local community.
