In celebration of the 128th Philippine Independence Day, the Department of Migrant Workers โ National Capital Region (DMW-NCR) proudly joins the โKalayaan: Government Programs & Servicesโ event, bringing essential government services closer to Overseas Filipino Workers (OFWs) and their families.
The DMW-NCR delegation, led by Undersecretary Nikki Rubia-Tutay, Assistant Secretary Francis Ron De Guzman, and Director Atty. Edgar Posadas, underscore the Departmentโs commitment to serving and empowering Filipino migrant workers.
Visitors to the DMW-NCR booth may avail of information and assistance on various Welfare and Reintegration Programs designed to support OFWs throughout their migration journey and upon their return to the country.
In partnership with the OFW Hospital, free medical consultations are also being provided to promote the health and well-being of our modern-day heroes.
As we commemorate the sacrifices and courage of those who fought for our nation's freedom, we continue to honor the invaluable contributions of our OFWs in nation-building.

Today, the Department of Migrant Workers โ National Capital Region led by Regional Director Atty. Falconi Millar successfully conducted the Financial Awareness Seminar and Skills-Based Management Training (FAS-SBMT) and Skills Training for 48 Overseas Filipino Workers (OFWs).
In partnership with TESDA and OFBANK, participants gained valuable knowledge on financial literacy, responsible money management, and livelihood and skills development opportunities that will help them build a more secure and sustainable future for themselves and their families.
The DMW-NCR remains committed to supporting returning OFWs through programs that promote financial empowerment, skills enhancement, and reintegration.

DMW Welcomes Supreme Court Ruling Affirming Conviction in Large-Scale Illegal Recruitment Case
The Department of Migrant Workers (DMW) welcomes the recent decision of the Supreme Court affirming the conviction of Natalie Caluducan for Large-Scale Illegal Recruitment involving economic sabotage under Republic Act No. 8042, as amended by Republic Act No. 10022 or the Migrant Workers and Overseas Filipinos Act.
The Supreme Court upheld the rulings of both the Regional Trial Court of Aparri, Cagayan and the Court of Appeals, finding Caluducan guilty beyond reasonable doubt for illegally recruiting at least three victims for purported โworm pickerโ jobs in Canada despite having no license or authority from the then Philippine Overseas Employment Administration (POEA).
The Court found Caluducan, together with her co-accused Tessie Tugaoen, who remains at large, falsely represented themselves as capable of deploying workers abroad and collected substantial amounts from the victims for placement and processing fees.
The Supreme Court emphasized that illegal recruitment may be committed even if the recruiter did not personally receive the money, as long as the offender gives the impression of having the power or authority to send workers abroad for employment.
The Court sentenced Caluducan to life imprisonment and increased the fine imposed against her to P5 million. She was likewise ordered to reimburse the victims the amounts they paid as placement fees, with legal interest at 6% per annum, computed from the date of finality of the Courtโs decision until fully paid.
The DMW commends the courage of the victims in pursuing justice and reaffirms its continuing mandate to protect the welfare and uphold the rights of Filipino migrant workers.
The Department also reminds the public to transact only with licensed and authorized recruitment agencies and to verify job offers and recruitment agencies through its official DMW webpage (https://dmw.gov.ph/) before applying or paying any fees.
Illegal recruitment victims and concerned individuals are encouraged to seek assistance from the DMW's Migrant Workers Protection Bureau (MWPB) through its page (https://www.facebook.com/dmwairtip/), the DMW Anti-Illegal Recruitment and Trafficking in Persons Program, via email at [email protected], or through their hotline number (+63 2 8721-0619). They may also go to the nearest DMW Regional Office to their location for legal assistance in filing cases against illegal recruiters.

Matagumpay na tinapos ng Department of Migrant Workers โ National Capital Region ang ๐๐ฎ๐๐ฎ๐ป๐ถ๐ต๐ฎ๐ป ๐ฝ๐ฎ๐ฟ๐ฎ ๐๐ฎ ๐๐ฎ๐น๐ถ๐ธ๐ฏ๐ฎ๐๐ฎ๐ป๐ด ๐ ๐ฎ๐ป๐ด๐ด๐ฎ๐ด๐ฎ๐๐ฎ โ National Reintegration Network (NRN) and Job Fair sa pamamagitan ng awarding ng livelihood assistance sa ilalim ng ๐๐ป๐ต๐ฎ๐ป๐ฐ๐ฒ๐ฑ ๐๐ถ๐๐ฒ๐น๐ถ๐ต๐ผ๐ผ๐ฑ ๐ฃ๐ฟ๐ผ๐ด๐ฟ๐ฎ๐บ ๐ณ๐ผ๐ฟ ๐ข๐๐ช๐ ๐ฅ๐ฒ๐ถ๐ป๐๐ฒ๐ด๐ฟ๐ฎ๐๐ถ๐ผ๐ป (ELPOR) para sa 253 qualified beneficiaries.
Layunin ng programa na suportahan ang reintegration ng ating mga OFWs sa pamamagitan ng pagbibigay ng karagdagang kaalaman sa pagnenegosyo at ang โฑ15,000 livelihood assistance upang makatulong sa pagsisimula o pagpapalago ng kanilang kabuhayan.
Personal na pinangunahan nina DMW NCR Regional Director Atty. Falconi Millar at Assistant Regional Director Ma. Theresa Sanz ang pamamahagi ng assistance sa mga benepisyaryo.
Nagpaabot din ng taos-pusong pasasalamat si Regional Director Millar sa Pamahalaang Lungsod ng Valenzuela sa pangunguna ni Mayor Wes Gatchalian, PESO Valenzuela Manager Josephine Osea, at sa buong lokal na pamahalaan para sa kanilang malaking suporta at pakikipagtulungan sa matagumpay na pagsasagawa ng BBM-NRN 2026.
Ayon kay RD Millar, mahalaga ang papel ng mga local government units sa pagpapalawak ng reintegration programs at pagdadala ng mas maraming oportunidad at serbisyo para sa ating mga OFWs at kanilang pamilya.
Patunay ang programang ito ng patuloy na pangako ng DMW NCR na maghatid ng makabuluhang oportunidad, reintegration support, at pangkabuhayang programa para sa mas matatag na kinabukasan ng ating mga OFWs at kanilang pamilya.

Sa pamamagitan ng psychosocial support, reintegration guidance, at community-based discussions, layunin ng programa na mabigyan ng pag-asa, suporta, at bagong direksyon ang ating mga kababayang OFWs habang sila ay muling bumabangon kasama ang kanilang pamilya at komunidad.
