The Philippine Tax Academy โ Local Government Finance Institute (PTA-LGFI), under the leadership of LGFI Chancellor Ma. Pamela P. Quizon and Vice Chancellor Ma. Teresa S. Habitan, successfully conducted the three-day training program, โFrom Compliance to Impact: Strategic Procurement for LGUs under the New Government Procurement Act,โ on June 16โ18, 2026, at Hotel Benilde Maison De La Salle Manila. The capacity-building program gathered officials and personnel from various local government units (LGUs) to enhance their understanding of Republic Act No. 12009, or the New Government Procurement Act (NGPA), and strengthen their capacity to implement strategic, transparent, and accountable procurement practices in their respective local governments.
The program featured Dr. Abrian Joy B. Orencia and Atty. Nichelle S. Pascual, both recognized by the Government Procurement Policy Board (GPPB) for their expertise in public procurement, who shared their practical experiences and insights on government procurement, contract management, and the effective implementation of the NGPA.
The three-day learning engagement covered key areas of public procurement, including the legal and procedural foundations of the NGPA and its Implementing Rules and Regulations (IRR), strategic procurement planning, modes of procurement, and contract implementation. A special discussion on the Sagip Saka Act and its strengthened GPPB guidelines was also conducted in response to participantsโ interest, highlighting its role in advancing inclusive and sustainable procurement. Through expert-led discussions and practical learning sessions, participants gained valuable insights on promoting transparency, accountability, efficiency, and value-for-money procurement in the delivery of public services.
The training forms part of PTA-LGFIโs continuing commitment to strengthening the capacities of local government units through responsive learning and development programs that promote sound public financial management, good governance, and sustainable local development.

The Philippine Tax Academy (PTA), through its Internal Revenue Institute (IRI), successfully conducted the Project Management Essentials Workshop (Batch 4) at the Auditorium, National Training Center, BIR National Office, Diliman, Quezon City. Following the successful implementation of the first three batches in March and May 2026, the fourth batch further strengthened the Bureauโs commitment to enhancing the project management competencies of BIR personnel involved in various projects and digital transformation initiatives. The workshop provided participants with practical tools, structured approaches, and hands-on learning experiences covering project initiation, planning, ex*****on, monitoring and controlling, and project closing.
In her Opening Remarks, DCIR Ma. Rosario Charo G. Enriquez-Curiba, Deputy Commissioner of the Information Systems Group, encouraged participants to listen attentively, absorb the lessons, and share their experiences with others. She also urged them to ask questions, emphasizing that meaningful learning happens through curiosity. More importantly, she highlighted the need to connect what they learned to their actual work. She noted that project management is not merely a structured process but a discipline that enables organizations to deliver results efficiently, manage risks effectively, and create real value.
Serving as Resource Speaker was Randy S. Balaoro, who shared valuable insights and real-world experiences in project management. Through engaging discussions and collaborative activities, participants gained a deeper appreciation of effective project initiating, planning, ex*****on, monitoring and controlling, and project closing. The sessions also highlighted the significance of project management templates in improving project monitoring and ensuring the successful delivery of BIR initiatives.
In her Closing Remarks, ACIR Eunisa R. Castillo, OIC-Assistant Commissioner of the Project Management and Implementation Service, emphasized the importance of applying the lessons learned from the training to actual BIR projects and passing on this knowledge to their staff, who may become the next generation of project managers.

The sixth batch of the Problem Solving and Decision-Making in a Completed Staff Work (CSW) Environment training was successfully conducted on June 2โ4, 2026 at the BIR National Office, Diliman, Quezon City, with a total of 68 participants from various offices of the Bureau.
In the opening session of the Problem Solving and Decision Making in a CSW Environment (Batch 6), Assistant Commissioner Marivic A. Galban encouraged to take a proactive role in addressing workplace challenges by analyzing issues thoroughly and developing practical solutions before elevating them to higher authorities. The speaker emphasized the principles of CSW, adherence to organizational protocols, and the importance of continuous learning, unlearning, and relearning to strengthen decision-making and problem-solving capabilities.
Throughout the training, participants actively engaged in discussions and workshops designed to enhance their analytical and decision-making skills within the context of their respective functions. Through case analyses, collaborative activities, and guided learning sessions, participants gained valuable insights into applying CSW principles in addressing organizational concerns and developing sound recommendations.
The training concluded with closing remarks delivered by HREA Cecilia C. Felipe wherein she highlighted the importance of making CSW a daily habit that eventually becomes part of the Bureauโs culture. Participants were encouraged to become advocates of CSW, demonstrating courage, competence, and character in carrying out their responsibilities. The message also underscored the value of empathy balanced with accountability, the relevance of CSW in advancing the Bureauโs mission, and the need for clarity and kindness in communication. Concluding with a challenge to continue promoting CSW in the workplace and beyond, HREA Felipe emphasized that fostering a culture of excellence and responsibility can inspire hope and positive change within the organization and the nation.
The successful completion of Batch 6 marked another milestone in the Bureauโs continuing implementation of the program. With six more batches scheduled until December 2026, the Bureau remains committed to strengthening employeesโ problem-solving and decision-making capabilities and promoting the practice of CSW across the organization.

The Philippine Tax Academy โ Internal Revenue Institute (PTA-IRI) continues its Capacity-Building Initiatives with the Bureau of Internal Revenue (BIR) through the second batch of the Workshop on Facilitation in a Competency-Based Training Environment, held on June 8โ10, 2026 at their National Office in Quezon City. The initiative forms part of PTA-IRIโs ongoing support to the BIR in strengthening its institutional capacity for learning and development, following the request of BIR Commissioner Charlito Martin R. Mendoza.
Conducted in collaboration with Subject Matter Expert Ms. Jocelyn Linsao-Ng, the three-day workshop brought together BIR officials and personnel involved in lecture and training delivery. The activity provided participants with practical knowledge and skills on effective training facilitation and learner engagement. Anchored on competency-based learning principles, the workshop emphasized the critical role of facilitators in fostering a responsive, performance-driven learning environment. Through interactive discussions, experiential activities, and collaborative learning sessions, participants enhanced their capability to design, manage, and facilitate training programs that support organizational goals and workforce development.
