Habitan, successfully conducted the three-day training program, โ€œFrom Compliance to Impact: Strategic Procurement for LGUs under the New Government Procurement Act,โ€ on June 16โ€“18, 2026, at Hotel Benilde Maison De La Salle Manila. The capacity-building program gathered officials and personnel from various local government units (LGUs) to enhance their understanding of Republic Act No. 12009, or the New Government Procurement Act (NGPA), and strengthen their capacity to implement strategic, transparent, and accountable procurement practices in their respective local governments.

The program featured Dr. Abrian Joy B. Orencia and Atty. Nichelle S. Pascual, both recognized by the Government Procurement Policy Board (GPPB) for their expertise in public procurement, who shared their practical experiences and insights on government procurement, contract management, and the effective implementation of the NGPA.

The three-day learning engagement covered key areas of public procurement, including the legal and procedural foundations of the NGPA and its Implementing Rules and Regulations (IRR), strategic procurement planning, modes of procurement, and contract implementation. A special discussion on the Sagip Saka Act and its strengthened GPPB guidelines was also conducted in response to participantsโ€™ interest, highlighting its role in advancing inclusive and sustainable procurement. Through expert-led discussions and practical learning sessions, participants gained valuable insights on promoting transparency, accountability, efficiency, and value-for-money procurement in the delivery of public services.

The training forms part of PTA-LGFIโ€™s continuing commitment to strengthening the capacities of local government units through responsive learning and development programs that promote sound public financial management, good governance, and sustainable local development.
