When 98% of your oil flows through a single chokepoint the Strait of Hormuz and that chokepoint fractures, ideology becomes a luxury. Survival becomes the policy. Manila is not pivoting away from Washington. It is hedging against a world where American security guarantees do not extend to fuel supply chains. This matters for the broader Indo-Pacific strategic picture in two ways. First, it exposes a critical asymmetry in the US alliance network. Washington provides military cover.
