Participants also engaged in guided proposal development workshops, peer review, coaching, and mentoring sessions to further strengthen their research concepts for potential DOST funding support.
Mr. Decth-1180 P. Libunao, Assistant Regional Director for Field Operations of DOST Ilocos Region, concluded the session. In his message, he emphasized the vital role of research and innovation in addressing real-world challenges and improving the lives of Filipinos, highlighting DOST Ilocos Regionโs commitment to ensuring that science and technology create tangible impacts for communities through โAgham na Ramdamโ.
Through initiatives such as this, DOST Ilocos Region and DOST-PCIEERD continue to nurture a stronger research and innovation culture in the region by empowering researchers and institutions to develop impactful R&D projects that contribute to scientific advancement, regional competitiveness, and sustainable development.

The Research and Development Committee (RDC) of the Ilocos Consortium for Industry, Energy, and Emerging Technology Research and Development (ICIEERD) successfully concluded its 1st Technical Working Committee Meeting today, June 2, 2026, via Zoom platform.
Led by RDC Chair Dr. Nathaniel R. Alibuyog of Mariano Marcos State University, the meeting centered on the review of the CY 2026 RDC Operational Plan and the presentation of research proposals that were evaluated and endorsed to Department of Science and Technology - Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD).
The meeting brought together active participation from consortium member institutions, including the Department of Science and Technology Ilocos Region (DOST Ilocos Region), University of Northern Philippines (UNP), Don Mariano Marcos Memorial State University (DMMMSU), DA-PhilRice Batac, and Northwestern University (NWU).
As the session concluded, Dr. Alibuyog emphasized the importance of strengthening collaboration among member institutions and aligning efforts toward innovative research and development solutions that address emerging challenges and opportunities in the region.
Through sustained collaboration, ICIEERD RDC, DOST Ilocos Region, and its stakeholders continue to drive innovation and research excellence in support of inclusive and sustainable regional development.

Bilang bahagi ng patuloy na pagsusulong ng kababaihan sa larangan ng inobasyon at pagnenegosyo, itinampok sa pinakabagong episode ng Tekno PreSyensyaโang opisyal na broadcast program ng DOST Ilocos Regionโang programang Women-Helping-Women: Innovating Social Enterprises (WHWise). Sa talakayang pinamagatang โFueling Women-Led Social Innovation: WHWise Program Overview and Proposal Guide,โ naging panauhin si Ms. Dolf Mirelle J. Montecillo, Project Technical Assistant VI at Assistant Program Manager ng WHWise Program. Nagbahagi siya ng mahahalagang impormasyon tungkol sa programa, pati na rin ang isang mabilisang gabay sa pagbuo ng isang matatag na WHWise proposal, lalo paโt pinalawig ang deadline ng pagpasa ng aplikasyon hanggang Hunyo 5, 2026.
Inilunsad noong 2021 ng Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD) ang WHWise Program upang suportahan ang mga women-led social enterprises sa pamamagitan ng teknolohiya, pananaliksik at pagpapaunlad (Research and Development o R&D), technical assistance, at mentoring. Layunin ng programa na mapalawak ang kakayahan ng mga kababaihang social entrepreneurs na makapaghatid ng mas malaking benepisyo sa kanilang mga komunidad at marginalized sectors sa pamamagitan ng mga makabago at napapanatiling solusyon.
Ayon kay Ms. Montecillo, mahalaga ang papel ng WHWise Program sa pagbibigay ng karagdagang suporta sa mga women-led social enterprises na nagnanais pang palawakin ang kanilang serbisyo at epekto sa lipunan. Sa pamamagitan ng programa, nabibigyan sila ng pagkakataong magamit ang agham, teknolohiya, at inobasyon upang mapahusay ang kanilang mga proseso at mapalakas ang kanilang kakayahang makatulong sa mas maraming komunidad. Binigyang-diin din niya ang tinatawag na โmultiplier effect,โ kung saan ang tagumpay ng isang women-led enterprise ay nagiging inspirasyon para sa iba pang kababaihan na magsimula at magtaguyod ng sarili nilang mga inisyatiba para sa pag-unlad ng kanilang komunidad.
Sa panayam, hinikayat din ni Ms. Montecillo ang mga kababaihang may mga ideya ngunit nag-aalangan pang magsimula na tanggapin ang hamon ng pagnenegosyo at inobasyon. Aniya, bagamaโt may mga pagsubok at responsibilidad na kailangang balansehin, marami nang umiiral na support systems tulad ng mga Technology Business Incubators (TBIs), innovation hubs, mga programa ng DOST, at iba pang capacity-building initiatives na maaaring makatulong sa kanilang paglalakbay bilang entrepreneurs. Dagdag pa niya, bukas ang mga tanggapan ng DOST at WHWise Program upang magbigay ng gabay sa pagbuo ng mga proposal at paglinang ng mga makabagong ideya.
Binigyang-linaw rin ni Ms. Montecillo na ang mga proposal na hindi agad naaprubahan ay may pagkakataon pa ring mapahusay at maisumite muli sa mga susunod na application cycles, depende sa dahilan ng disapproval. Ipinaliwanag niya na bahagi ng layunin ng programa ang tulungan ang mga social enterprises na mapalakas ang kanilang kakayahan at mahanapan ng angkop na suporta, maging sa pamamagitan ng WHWise o iba pang programang maaaring mas akma sa kanilang pangangailangan.
Sa pamamagitan ng Tekno PreSyensya, patuloy na inilalapit ng DOST Ilocos Region ang mga programang nagbibigay ng kaalaman at oportunidad sa publiko, lalo na sa mga kababaihang nagnanais maging bahagi ng pagbabago sa kanilang mga komunidad. Hinihikayat ng ahensya ang mga women-led social enterprises at mga nagnanais magsimula ng makabuluhang negosyo sa Rehiyon 1 na huwag palampasin ang pagkakataong ito at magpasa ng kanilang mga concept proposal bago ang bagong deadline.

The Ilocos Consortium for Industry, Energy, and Emerging Technology Research and Development (ICIEERD) of DOST Ilocos Region through the leadership of Regional Director Teresita A. Tabaog, successfully led an intensive, human-centered capacity-building workshop focused on revolutionizing the regional Research and Development (R&D) pipeline on May 21, 2026, at Marand Resort, Bauang, La Union.
Conducted through a hybrid setup, the one-day workshop accommodated 88 participants both face-to-face and online, bringing together regional researchers, innovators, local and private agencies, women-led social enterprises and academic stakeholders to transform standard technical frameworks into human-centered research and development strategies.
During the opening the session, Mr. Decth-1180 P. Libunao, PFT, Director of ICIEERD and Assistant Regional Director for Field Operations of DOST Ilocos Region, underscored the critical need for regional R&D to remain grounded in real-world applications. He emphasized the importance of โloving the problemโ to discover ideal solutions, stressing that deep dedication and understanding are essential in addressing real challenges.
Following his remarks, Ms. Jara G. Acoon-Hadji Nasif, Head of the Research and Development Innovation and Project Management Committee (RDIPMC), introduced the resource speaker.
Serving as the primary resource person, Ms. Christine Faith G. Germinal, CIP, Chief Science Officer of Focal Labs, guided participants through a structured, multi-stage ideation and prototyping architecture. The workshop mentored participants through a complete innovation lifecycleโfrom uncovering root problems and empathizing with users to co-creating solutions, de-risking research through rapid prototyping, and building flexible organizational pipelines.
Driven by an interactive approach, each lecture segment was paired with hands-on workshop activities, allowing participants to immediately apply concepts and tools discussed during the sessions. Participants demonstrated enthusiasm and a strong eagerness to integrate design thinking approaches into their respective R&D initiatives.
The activity concluded with the awarding of certifications and final remarks from Dr. Cherrie Melanie Ancheta-Diego, Regional Director of the Commission on Higher Education Regional Office I (CHED RO1) and Chairperson of the ICIEERD Capability Building Committee. Dr. Ancheta-Diego reiterated that integrating design thinking into Higher Education Institutions (HEIs) and public research centers represents a crucial structural enhancement, ensuring that future government-funded innovations are both high-impact and sustainable.
Further emphasizing the workshopโs core message, Ms. Germinal shared the famous quote often attributed to Albert Einstein: โIf I had an hour to solve a problem Iโd spend 55 minutes thinking about the problem and 5 minutes thinking about the solutions.โ The statement reflected one of the key takeaways of the workshop: as researchers continue pushing the boundaries of research development, developing a deep and uncompromising understanding of root causes remains essential. Impactful, human-centered solutions do not emerge from assumptions but are developed through a thorough understanding of the problems they aim to address.
