During the BAGANI Opening Ceremony and commissioning of the inaugural Fellows 2026 โ€œSibol Cohortโ€ held on 13 June 2026, Ms. Shawntel Nicole Nieto, Sustainability PH Founder and Fellowship Track Consultant of the Rising Leaders Development Program, delivered a message of support that underscored the deeper purpose of leadership formation under BAGANI.

She emphasized that the program is not simply about selecting individuals based on competence alone, but about recognizing a deeper calling to public serviceโ€”rooted in work ethic, heart, spirit, and a genuine desire to serve beyond oneself. BAGANI, she stressed, was created to strengthen and expand this commitment to meaningful service and action.

She likewise spoke candidly about the urgency of nation-building in the present time, calling on the fellows to recognize the realities of a society that must heal and rebuild. In her message, she highlighted the importance of leaders who do not wait for change, but actively participate in healing, rebuilding, and restoring trustโ€”moving together from standing, to walking, and ultimately to running as a nation.

Her message reaffirmed the core vision of BAGANI: to form a generation of leaders who are not only capable, but deeply committed to service, collaboration, and transformative action for the Filipino people.

The Development Academy of the Philippines (DAP) and the League of Vice Governors of the Philippines (LVGP) signed today a Memorandum of Understanding (MOU) for the implementation by of the Legislative Excellence and Development (LEAD) Program this second semester of 2026.

Representing DAP were Acting President and CEO Dr. Leocadio S. Sebastian, Acting Executive Vice President and the Senior Vice President for Programs Magdalena L. Mendoza, Center for Governance Vice President Imelda C. Caluen, Local Government Executives and Managers Class (LGEMC) Program Manager Michelle N. Belga, and Project Manager Melinda Patria Nena G. Tabucao-Hipol. Representing the LVGP were National President and Bataan Vice Governor Ma. Cristina M. Garcia, Chairman of the Board and Batangas Vice Governor Hermilando I. Mandanas, Vice President for Visayas and Capiz Vice Governor Jaime O. Magbanua, and Executive Director Atty. Chris Valenzuela-Salonga.

Through the LEAD Program, DAP and LVGP aim to equip Vice Governors with the knowledge, skills, and tools necessary to effectively perform their legislative and oversight functions, promote accountable governance, and contribute to sustainable local development in their respective provinces.

The partnership builds on the long-standing collaboration between DAP and LVGP, which began in 2017 through various capability development initiatives for provincial leaders.

Through this exercise, DAPCC reinforces its commitment to disaster preparedness and emergency response, ensuring the safety and well-being of both employees and clients in times of unforeseen events.

By participating in disaster drills, DAPCC continues to build a culture of preparedness, equipping its workforce with the knowledge and skills needed to respond effectively during emergencies and safeguard everyone on the premises.

The future of Philippine governance will be shaped by the leaders we nurture today.

During the launch of the BAGANI: Rising Leaders' Development Program and the commissioning of the inaugural BAGANI Fellows on 13 June 2026, DAP President and CEO Leocadio Sebastian, PhD, CESO I, underscored the vital importance of developing young Filipinos prepared to lead with integrity, compassion, and purpose in public service.

He reminded the fellows that leadership today is not simply about position or authority, but about responsibility. In this context, the role of young leaders becomes even more critical in shaping a more responsive and reform-oriented government.

He emphasized that โ€œthe future of our nation depends greatly on whether we are able to cultivate competent, compassionate, and reform-oriented leaders today,โ€ and stressed that awareness of the countryโ€™s challenges is a call to act, to serve, and to help shape the nationโ€™s direction.

โ€œWe cannot wait until individuals reach the highest positions before preparing them to govern effectively and ethically,โ€ he noted, highlighting the urgency of early and intentional leadership formation.

He closed with a call for leadership anchored on Dangal, Galing, at Tatag, urging the fellows to lead with courage, competence, and integrity as they contribute to meaningful and lasting change for the Filipino people.

Through BAGANI, DAP continues to invest in building a strong pipeline of future leaders who are grounded in ethical governance, public service excellence, and nation-building.
