As part of the nationwide effort to strengthen disaster preparedness and resilience, Fire District IV Headquarters joined 𝐒𝐞𝐜𝐨𝐧𝐝 𝐐𝐮𝐚𝐫𝐭𝐞𝐫 𝐍𝐚𝐭𝐢𝐨𝐧𝐰𝐢𝐝𝐞 𝐒𝐢𝐦𝐮𝐥𝐭𝐚𝐧𝐞𝐨𝐮𝐬 𝐄𝐚𝐫𝐭𝐡𝐪𝐮𝐚𝐤𝐞 𝐃𝐫𝐢𝐥𝐥 (𝐍𝐒𝐄𝐃)𝟏𝟖 𝐉𝐮𝐧𝐞 𝟐𝟎𝟐𝟔. Under the supervision of 𝐅𝐒𝐒𝐔𝐏𝐓 𝐉𝐄𝐑𝐋𝐈𝐍 𝐉𝐄𝐑𝐃𝐄𝐍 𝐒 𝐒𝐀𝐋𝐄𝐒, all personnel participated the activity headed by 𝐅𝐒𝐈𝐍𝐒𝐏 𝐃𝐀𝐍𝐈𝐄𝐋𝐋𝐄 𝐏 𝐁𝐀𝐘𝐋𝐀, Chief Operations Branch.

"In line with the continuing capability enhancement program of the Bureau of Fire Protection, the Fire District IV Headquarters, headed by 𝐅𝐒𝐒𝐔𝐏𝐓 𝐉𝐄𝐑𝐋𝐈𝐍 𝐉𝐄𝐑𝐃𝐄𝐍 𝐒 𝐒𝐀𝐋𝐄𝐒, together with 𝐅𝐒𝐔𝐏𝐓 𝐒𝐘𝐋𝐕𝐀 𝐂 𝐃𝐄𝐋𝐀 𝐂𝐑𝐔𝐙, 𝐅𝐒𝐈𝐍𝐒𝐏 𝐃𝐀𝐍𝐈𝐄𝐋𝐋𝐄 𝐏 𝐁𝐀𝐘𝐋𝐀, 𝐅𝐈𝐍𝐒𝐏 𝐄𝐋𝐋𝐄𝐍 𝐋 𝐀𝐒𝐈𝐒 and 𝐄𝐧𝐠𝐫 𝐀𝐫𝐭𝐞𝐦𝐢𝐨 𝐁 𝐇𝐞𝐫𝐫𝐞𝐫𝐨 𝐉𝐫 in coordination with the 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐄𝐧𝐞𝐫𝐠𝐲 (𝐃𝐎𝐄), conducted the 𝐒𝐞𝐦𝐢𝐧𝐚𝐫 𝐨𝐧 𝐄𝐥𝐞𝐜𝐭𝐫𝐢𝐜 𝐕𝐞𝐡𝐢𝐜𝐥𝐞𝐬 𝐢𝐧 𝐭𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬 last 16 June 2026.
The activity was held at 𝐄𝐔𝐌𝐁 𝐂𝐨𝐧𝐟𝐞𝐫𝐞𝐧𝐜𝐞 𝐇𝐚𝐥𝐥, 𝟑𝐫𝐝 𝐅𝐥𝐨𝐨𝐫 𝐀𝐧𝐧𝐞𝐱 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠, 𝐄𝐧𝐞𝐫𝐠𝐲 𝐂𝐞𝐧𝐭𝐞𝐫, 𝐑𝐢𝐳𝐚𝐥 𝐃𝐫𝐢𝐯𝐞 𝐜𝐨𝐫𝐧𝐞𝐫 𝟑𝟒𝐭𝐡 𝐒𝐭𝐫𝐞𝐞𝐭, 𝐁𝐨𝐧𝐢𝐟𝐚𝐜𝐢𝐨 𝐆𝐥𝐨𝐛𝐚𝐥 𝐂𝐢𝐭𝐲, 𝐓𝐚𝐠𝐮𝐢𝐠 𝐂𝐢𝐭𝐲. The event was graced by
𝐃𝐢𝐫. 𝐏𝐚𝐭𝐫𝐢𝐜𝐤 𝐓. 𝐀𝐪𝐮𝐢𝐧𝐨, 𝐂𝐄𝐒𝐎 𝐈𝐈𝐈, Director of the Energy Utilization Management Bureau (EUMB) under the Department of Energy, who delivered the welcome remarks. The seminar featured presentations from industry and technical experts, namely
𝐄𝐧𝐠𝐫. 𝐀𝐧𝐝𝐫𝐞𝐬𝐢𝐭𝐨 𝐅. 𝐔𝐥𝐠𝐚𝐝𝐨, 𝐂𝐄𝐒𝐄 (Chief Science Research Specialist, DOE),
𝐄𝐧𝐠𝐫. 𝐏𝐞𝐭𝐞𝐫 𝐀. 𝐒𝐚𝐛𝐥𝐚𝐲 (Officer-in-Charge/Supervising Science Research Specialist, EVIMD-DOE), and
𝐃𝐫. 𝐌𝐚𝐫𝐢𝐜𝐨𝐫 𝐃𝐢𝐯𝐢𝐧𝐚𝐠𝐫𝐚𝐜𝐢𝐚-𝐋𝐮𝐳𝐚𝐝𝐚𝐬 (Chief Operating Officer and Electrochemistry Division Head, Nascent Tech Corp).
Attendees of the seminar included all six City and Municipal Fire Marshals of Fire District IV, who were joined by their respective Chiefs of the Fire Prevention Section and Operations Section.
Department of Energy (DOE) previously stated that the Efforts of Fire District IV in strengthening public safety through continuous learning and professional development in adapting to emerging technologies such as EV's aligned with their mandate to promote the advancement and adoption of Electric Vehicles under the Republic Act No.11697 otherwise known as the Electric Vehicle Industry Development Act (EVIDA). Fire District IV expressed its deep gratitude for the DOE's unwavering support and eagerly anticipates collaborating on future safety initiatives.

📸: A 𝐃𝐢𝐬𝐭𝐫𝐢𝐜𝐭 𝐎𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧𝐬 𝐑𝐞𝐯𝐢𝐞𝐰 𝐚𝐧𝐝 𝐀𝐜𝐭𝐢𝐨𝐧 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 was conducted at the FDIV Headquarters under the leadership of 𝐅𝐒𝐒𝐔𝐏𝐓 𝐉𝐄𝐑𝐋𝐈𝐍 𝐉𝐄𝐑𝐃𝐄𝐍 𝐒 𝐒𝐀𝐋𝐄𝐒, District Fire Marshal. The meeting was presided over by 𝐅𝐒𝐔𝐏𝐓 𝐒𝐘𝐋𝐕𝐀 𝐂 𝐃𝐄𝐋𝐀 𝐂𝐑𝐔𝐙, Deputy District Fire Marshal together with 𝐅𝐒𝐈𝐍𝐒𝐏 𝐃𝐀𝐍𝐈𝐄𝐋𝐋𝐄 𝐏 𝐁𝐀𝐘𝐋𝐀 Acting Chief Operations Branch, 𝐅𝐈𝐍𝐒𝐏 𝐄𝐋𝐋𝐄𝐍 𝐋 𝐀𝐒𝐈𝐒, Acting Chief IAS,IIS, and SFO2 Godfrey P Garcia, Chief Commel.
The session focused on addressing operational issues and concerns regarding AFOR and SMS reporting. Among the key topics discussed were the standardization of information to be included in AFOR and SMS reports during reported 10-70 incidents to ensure uniformity in reporting, as well as the implementation and operational guidelines of the new Running Card System.
Present during the activity were the Chief OPNS, Chief COMMEL, and Chief IIU from the cities of Marikina, Pasig, Pateros, Taguig, Mandaluyong, and San Juan, which collectively comprise Fire District IV.
The activity was conducted to review and strengthen operational procedures, enhance coordination among field units, and promote uniformity in AFOR and SMS reporting across Fire District IV. It also served as a platform to discuss the implementation of the new Running Card System and address operational concerns to ensure efficient communication, accurate reporting, and effective emergency response management throughout the district.

Officers and Personnel of Fire District IV Headquarters under the esteemed leadership of 𝐅𝐒𝐒𝐔𝐏𝐓 𝐉𝐄𝐑𝐋𝐈𝐍 𝐉𝐄𝐑𝐃𝐄𝐍 𝐒 𝐒𝐀𝐋𝐄𝐒, District Fire Marshal, conducted the 𝐓𝐫𝐚𝐝𝐢𝐭𝐢𝐨𝐧𝐚𝐥 𝐌𝐨𝐧𝐝𝐚𝐲 𝐅𝐥𝐚𝐠 𝐑𝐚𝐢𝐬𝐢𝐧𝐠 𝐂𝐞𝐫𝐞𝐦𝐨𝐧𝐲.
Highlight of the program was the presentation of a Letter of Commendation to FO1 Mark Jayson S Albania of Marikina City Fire Station in recognition of his 𝐯𝐚𝐥𝐢𝐚𝐧𝐭 𝐞𝐟𝐟𝐨𝐫𝐭𝐬 in responding to a civilian victim who sustained multiple stab wounds last June 9, 2026, in Anonas, Quezon City. His exemplary actions embodied the virtue of “𝐏𝐮𝐬𝐨𝐧𝐠 𝐍𝐚𝐠-𝐀𝐚𝐥𝐚𝐛” demonstrating unwavering dedication to public service and profound compassion in extending assistance to a person in urgent need.
