The Policy Research Office of the Center for Governance, Development Academy of the Philippines aids policymakers in shaping and evaluating public policy and programs. It conducts policy analysis, evaluations, impact assessments, as well as other studies in pursuit of development and good governance. It also promotes evidence-based decision-making through capacity-building and research-driven technical assistance.

Today, the 2026 CBILLS Thursday Talks Series convened leading voices from academe, government, business, and labor for a timely conversation on โ€œA Time of Global Reset: Charting Geopolitics and Economic Strategies for the Philippines Amid the Middle East Conflict.โ€

With insights from Prof. Renato De Castro of the De La Salle University; Assistant Secretary Reynaldo R. Cancio of the Policy and Planning Group, Department of Economy, Planning, and Development; and Assistant Secretary Germinia V. Aguilar-Usudan of the Office of Middle East and African Affairs, Department of Foreign Affairs, Republic of the Philippines, and sectoral perspectives from Mr. Elvin Ivan Y. Uy, Executive Director of the Philippine Business for Social Progress (PBSP), and Atty. Jose Sonny G. Matula, President of the Federation of Free Workers (FFW), participants explored how global disruptions reverberate through our economy, diplomacy, institutions, and communities.

In an era defined by uncertainty, resilience is no longer enough. Strategic foresight, collaboration, and preparedness will determine how the Philippines navigates a changing world.

The Development Academy of the Philippines (DAP), through its Center for Governance โ€“ Policy Research Office (CFG-PRO), conducted the Course on Basic Monitoring and Evaluation (CBME) for the Department of Health (DOH) MIMAROPA Center for Health Development on 1-5 June 2026 at The Glory Hotel in Clark, Pampanga.

A total of 36 participants from the regional field office took part in the five-day intensive training program. The cohort comprised program managers responsible for the implementation and monitoring of health programs, along with support personnel engaged in hospital operations, data management, disease surveillance, and training.

The participants were guided by a distinguished roster of subject matter experts and practitioners, including DAPโ€™s Director Gilbert E. Lumantao and Project Officers Sheena Carmina V. Mateo, Eliza Salud C. Galang, and Jeanena Mae E. Rafer, and Engr. Mark Anthony M. Sagun of the Department of Economy, Planning, and Development (DEPDev).

Through a combination of lectures, interactive discussions, and hands-on workshops, the course strengthened participants' foundational knowledge and competencies in monitoring and evaluation (M&E), equipping them with key concepts, frameworks, and tools to support effective program and project management.

As a culminating activity, participants developed and presented logical framework and M&E plan for their respective health programs, allowing them to apply their learning and identify practical strategies to enhance program implementation and monitoring, and evaluation.

With the signing of ๐—ฃ๐—ฟ๐—ฒ๐˜€๐—ถ๐—ฑ๐—ฒ๐—ป๐˜๐—ถ๐—ฎ๐—น ๐——๐—ฒ๐—ฐ๐—ฟ๐—ฒ๐—ฒ (๐—ฃ๐——) ๐Ÿฎ๐Ÿฌ๐Ÿฑ by President Ferdinand Emmanuel Edralin Marcos Sr., the institution was officially granted its Charter. This momentous event came just four months after the pivotal Tagaytay meeting between Leonides Virata and Onofre Corpuz, greenlighting the Academyโ€™s official operations.

The Development Academy of the Philippines joins the nation in celebrating Judicial Month.

In accordance with Proclamation No. 1265, issued on 21 May 2026, amending Proclamation No. 47, s. 2001, the Office of the President declared a month-long observance every June to honor the role of the judiciary in upholding the law. This year's celebration themed, "SC: 125 Years of Tradition and Innovation," commemorates the 125th anniversary of the Supreme Court of the Philippines as the country's pillar of justice.

Through the DAP-TFHS, the Academy helped pioneer a transformative and people-centered approach to development planning in the Philippines. Led by ๐—ข๐—ป๐—ผ๐—ณ๐—ฟ๐—ฒ ๐——. ๐—–๐—ผ๐—ฟ๐—ฝ๐˜‚๐˜‡ and ๐—๐—ผ๐˜€๐—ฒ ๐—–๐—ผ๐—ป๐—ฟ๐—ฎ๐—ฑ๐—ผ ๐—•๐—ฒ๐—ป๐—ถ๐˜๐—ฒ๐˜‡, the task force advanced the science of โ€œekisticsโ€ or human settlements, guided by the principle: โ€œPeople above all. If it has no face or address, it is not development.โ€
From crafting national and regional framework plans to conducting pioneering studies on housing, environmental management, land use, and urban development, DAP played a foundational role in shaping policies and institutional reforms that would influence the countryโ€™s human settlements agenda for decades.
Among the landmark outputs of the task force was the four-volume report Human Settlements: The Vision of a New Society, submitted in 1975, which later became a blueprint for the establishment of the Ministry of Human Settlements.
Today, the legacy of the former Ministry continues through the Department of Human Settlements and Urban Development (DHSUD), the countryโ€™s lead agency for housing, urban development, and human settlements planning.
As DAP continues to champion innovation, sustainable development, and people-centered governance, the Academy proudly carries forward its enduring contribution to shaping communities and improving the quality of life of Filipinos.
