The Development Academy of the Philippines (DAP) and the League of Vice Governors of the Philippines (LVGP) signed today a Memorandum of Understanding (MOU) for the implementation by of the Legislative Excellence and Development (LEAD) Program this second semester of 2026.
Representing DAP were Acting President and CEO Dr. Leocadio S. Sebastian, Acting Executive Vice President and the Senior Vice President for Programs Magdalena L. Mendoza, Center for Governance Vice President Imelda C. Caluen, Local Government Executives and Managers Class (LGEMC) Program Manager Michelle N. Belga, and Project Manager Melinda Patria Nena G. Tabucao-Hipol. Representing the LVGP were National President and Bataan Vice Governor Ma. Cristina M. Garcia, Chairman of the Board and Batangas Vice Governor Hermilando I. Mandanas, Vice President for Visayas and Capiz Vice Governor Jaime O. Magbanua, and Executive Director Atty. Chris Valenzuela-Salonga.
Through the LEAD Program, DAP and LVGP aim to equip Vice Governors with the knowledge, skills, and tools necessary to effectively perform their legislative and oversight functions, promote accountable governance, and contribute to sustainable local development in their respective provinces.
The partnership builds on the long-standing collaboration between DAP and LVGP, which began in 2017 through various capability development initiatives for provincial leaders.

The Development Academy of the Philippines (DAP), through its Center for Governance, officially launched the four-day ๐๐จ๐ฎ๐ซ๐ฌ๐ ๐จ๐ง ๐๐๐๐๐๐ญ๐ข๐ฏ๐ ๐๐จ๐๐๐ฅ ๐๐๐ ๐ข๐ฌ๐ฅ๐๐ญ๐ข๐จ๐ง on June 16, 2026, via Zoom, bringing together mayors, vice mayors, members of the Sanggunian (Panlalawigan, Panlungsod, and Bayan), and legislative staff from across the country for an intensive capability-building initiative.
Designed to strengthen legislative leadership at the local level, the course equips participants with the knowledge and practical tools needed to craft innovative, evidence-based policies and ordinances that respond to emerging governance challenges and advance local development priorities.
Opening the program, DAP Acting President and CEO, ๐๐ซ. ๐๐๐จ๐๐๐๐ข๐จ ๐. ๐๐๐๐๐ฌ๐ญ๐ข๐๐ง underscored the vital role of local legislation in translating development goals into tangible outcomes for communities. The first day featured insights from the Department of Economy, Planning, and Development Undersecretary for Legislative Affairs, ๐๐ญ๐ญ๐ฒ. ๐๐ฅ๐๐ง๐๐ ๐. ๐๐ฎ๐ฆ๐จ๐ก๐ซ, who discussed the countryโs development aspirations and the Midterm Update of the Philippine Development Plan 2023โ2028, emphasized the importance of aligning local policies with national priorities.
Former Antipolo City Councilor and Social Housing Finance Corporation Board Member ๐๐จ๐ง๐๐ฅ๐ ๐. ๐๐๐ซ๐๐๐ง๐ followed with discussions on the strategic role of legislators as agents of change, highlighting key priorities during the first 100 days in office, as well as the lawmaking powers, procedures, and parliamentary dynamics of the Sanggunian.
Through expert-led lectures, data-driven exercises, and strategic workshops, participants are expected to develop policy proposals that will help accelerate inclusive and sustainable development in their respective localities.

Scholars of the Public Management Development Program - Local Government Executives and Managers Class Batch 19 completed their two-week Course on Designing Innovative Projects for Local Development at the Development Academy of the Philippines Conference Center, Tagaytay City. The course featured a series of learning sessions, workshops, coaching activities, and collaborative exercises focused on strengthening the scholarsโ capabilities in designing innovative and sustainable local development initiatives.
This also provided opportunities for peer learning and collaboration among the local government leaders and managers committed to advancing responsive and citizen-centered governance in their respective communities.

The Public Management Development Program โ Local Government Executives and Managers Class (PMDP-LGEMC) Batch 19 scholars presented innovative and development-driven project ideas during the vetting activity held at the Development Academy of the Philippines Conference Center, Tagaytay City as part of the Course on Designing Innovative Projects for Local Development.
The activity was part of the scholarsโ first week of intensive onsite learning sessions and workshops focused on understanding the situation in their respective localities and identifying relevant and innovative interventions for enhanced public service delivery and local development.
Distinguished experts and development leaders served as panelists during the activity, including Presidential Adviser on Peace, Reconciliation and Unity Mel Senen S. Sarmiento; DAP Acting Executive Vice-President and Senior Vice-President for Programs Magdalena L. Mendoza; DAP Vice-President Imelda C. Caluen; former Undersecretary of the Department of the Interior and Local Government (DILG) Austere A. Panadero; former Department of Social Welfare and Development (DSWD) Undersecretary Angelita Y. Gregorio-Medel, PhD; DAP Directors Jannis T. Montaรฑez, Gilbert E. Lumantao, Alvin P. Principe; LGEMC Program Manager Michelle N. Belga; and Corus International Philippines Country Representative Jansen M. Mayor.
Through the vetting activity, scholars received valuable technical guidance and strategic recommendations to further enhance their proposed innovation project initiatives.
