Through Presidential Decree No. 334, the Philippine National Oil Company (PNOC) was created on November 9, 1973, to provide and maintain an adequate and stable supply of oil. Focusing its efforts and resources in learning the ropes of the petroleum industry, PNOC rose to occupy market leadership in an industry thought to be the domain of multinationals. It was the Philippines’ response to the oil

In support of the Department of Energy Philippines Emergency Energy Security Program, the Philippine National Oil Company (PNOC) successfully procured 21,000 metric tons (MT) of Liquefied Petroleum Gas (LPG), which arrived at the CISC Industrial Park for storage at South Pacific Inc. (SPI) Terminal in Brgy. Salong, Calaca, Batangas on 30 May 2026.

The cargo, consisting of 50% refrigerated propane and 50% refrigerated butane, originated from Enterprise Port in Texas, United States, and was successfully procured through Trafigura Pte. Ltd. on 13 April 2026.

“The delivery of PNOC-procured LPG demonstrates the concrete actions being undertaken by the DOE and PNOC to strengthen the country’s fuel reserves, support supply stability, and help ensure the continuous availability of LPG during the ongoing national energy emergency,” said PNOC Senior Vice President Atty. Graciela M. Barleta, who led the LPG procurement initiative.

The arrival of the cargo marks a significant logistical milestone for the company. PNOC ensured close coordination of all operational requirements for the shipment’s arrival, maintaining stringent safety standards while optimizing operational efficiency. Unlike regular commercial imports, the state-procured LPG supply is intended solely to support emergency stabilization measures and ensure fuel accessibility during critical periods.

These efforts are anchored on the primary objective of safeguarding energy security, consistent with PNOC’s mandate and its position of not competing with the private sector.

By adding 21,000 MT of LPG to the country’s available supply, PNOC is helping reinforce national inventory levels and proactively mitigate potential supply disruptions in key demand areas.

On 24 April 2026, PNOC implemented a rigorous Notice of Product Availability process to facilitate the release of inventory to qualified partners capable of ensuring efficient downstream delivery.

Working closely with DOE, PNOC remains committed to continuously monitoring national stock levels and market developments to help ensure stable fuel availability across the country.

As part of DOE’s Emergency Energy Security Program, PNOC was tasked with securing LPG reserves for the country, while its subsidiary, PNOC Exploration Corporation, was designated to procure diesel supply.
