10 arrested in P12-M 'paihi' diesel bust in Navotas

MANILA — The Philippine National Police–Criminal Investigation and Detection Group (PNP-CIDG) arrested 10 individuals for the illegal sale of diesel during a buy-bust operation conducted in a secluded riverside in Bgy. Tanza Dos, Navotas City on Monday evening, June 22.

Authorities seized an estimated 28,000 liters of petroleum products valued at approximately P2.5 million, alongside two boats and an oil tanker used for the illegal ""paihi"" scheme, bringing the total value of confiscated assets to P12 million.

Among those cornered was a suspect who identified himself as a representative of the owner of the petroleum products and allegedly attempted to bribe the arresting officers on the spot.

“Sinubukan tayong suhulan ng isang tao rito na P200,000 para hindi sila kasuhan o i-release itong sasakyan na ito and hindi naman po pwedeng mangyari iyon. Trabaho lang po tayo,” said CIDG-NCR chief Col. John Guiagui.

The arrested representative later admitted to the act, pleading: “Nakiusap kami na ganun sana. Tauhan lang po ako, representative lang.”

As the 10 arrested individuals remain under CIDG custody, authorities are investigating complaints that the clandestine syndicate is being backed by an insider in government or law enforcement.

“Diumano, maaaring mayroong protektor pa na nabibilang din po sa kapulisan,” said Dr. Vonne Villanueva, head of the Navotas City Disaster Risk Reduction and Management Office.

Navotas Rep. Toby Tiangco happened to be nearby and visited the site of the operation, strongly backing this claim.

""May impormasyon na may protektor. Kung sino talaga ‘yung lahat ng involved dito, malaman natin.” he said.

“We have names, but we have to investigate kung sila nga yung narito kanina. Allegedly nakabantay sila sa harapan eh. Kabaro ba namin, barangay official ba, private individual ba? We’ll look into it,” Guiagui assured.

According to the Navotas Local Government Unit (LGU), the operation stemmed from a complaint received from a concerned citizen.

Reports indicated that the boats obtain petroleum products from the pier and transport them to a remote section of the river, conducting the dangerous ""paihi"" transfer near a residential area, which poses extreme risks to residents and the ecosystem.

“Maliit itong ilog, so malaki ‘yung pinagkukunan nila, hindi makakapasok yan dito. Sila ‘yung tagadala rito, sila naman ‘yung nagsasalin dito,” Tiangco observed.

“Ang tinitingnan po natin dito hindi lamang po ‘yung ilegal na ginagawa, ‘yung epekto rin po sa environment. Dahil makikita po ninyo ‘yung diesel nahahalo na po sa tubig. Maapektuhan po ‘yung nag-aalimasag, at mga nabubuhay po sa pangingisda. Ang report po sa amin pang apat na araw na po ito,” Dr. Villanueva explained.

The diesel, which was already mixed with water, was reportedly being sold to customers for only P150 per bucket.

Guiagui strongly warned motorists against buying the contaminated product.

“Yung mga nagpa-patronize nito mag-ingat din po tayo at wag i-patronize ito dahil ikakasira rin ng inyong mga sasakyan.” he warned.

The arrested boatmen admitted their involvement in the illegal activity but claimed that poverty had driven them to accept the job.

“Inutusan lang po kami magdala dito sa ilog ng diesel. Siyempre mahirap lang kami sir, kailangan namin magtrabaho para sa pamilya. Kailangang kumapit sa patalim, mabuhay lang ‘yung pamilya namin,” said one of the suspects.

Authorities are now determining the exact source and final destination of the illegal petroleum products while tracking down the masterminds behind the operation as the investigation continues.

Arestado ang isang truck driver at kanyang helper matapos mahulihan ng tinatayang P2.6 milyong halaga ng diesel sa isang operasyon sa Barangay Amoingon, Boac, Marinduque.

Ayon sa Criminal Investigation and Detection Group (CIDG), nahuli ang dalawang suspek, na kapwa residente sa Tiaong, Quezon, habang nagde-deliver ng humigit-kumulang 8,000 litro ng diesel gamit ang isang tanker truck na walang kaukulang lisensiya o awtoridad mula sa Department of Energy (DOE).

Nasamsam din ng mga awtoridad ang tanker truck na ginagamit sa operasyon.
Nahaharap ang mga suspek sa kasong paglabag sa Batas Pambansa Blg. 33 kaugnay ng ilegal na kala­kalan ng mga produktong petrolyo.

Ayon sa CIDG, patuloy ang kanilang kampanya laban sa mga ilegal na aktibidad na maaaring makaapekto sa suplay at seguridad ng enerhiya sa bansa.
Hinikayat din ng CIDG ang publiko na iulat ang anumang kaso ng ilegal na bentahan, hoarding, at profiteering ng produktong petrolyo.

The Philippine National Police (PNP), through the Criminal Investigation and Detection Group (CIDG), has undertaken a comprehensive crime scene reconstruction in connection with the drowning incident that occurred in Dipaculao, Aurora, as part of its continuing effort to establish the facts surrounding the tragedy and support a thorough investigation.

The reconstruction activity commenced in the early hours of June 23 and involved personnel from the CIDG, Forensic Group, Aurora Police Provincial Office, Police Regional Office 3, and the Municipal Disaster Risk Reduction and Management Office. Investigators examined environmental conditions at the site, including tide patterns, shoreline measurements, and the locations where the victims were last seen based on available footage and witness accounts.

Advanced forensic and technical equipment, including sonar technology and 3D scanning tools, were utilized to accurately document the area and gather scientific data that may help investigators better understand the circumstances of the incident. Sa kabila ng mahigpit na regulasyon sa bentahan ng produktong petrolyo, dalawang lalaki ang arestado matapos mahulihan umano ng mahigit P2.6 milyong halaga ng diesel sa isang operasyon sa Brgy. Amoingon, Boac, Marinduque.

Ayon sa CIDG, nahuli ang mga suspek na isang truck driver at helper na parehong residente ng Tiaong, Quezon habang nagde-deliver ng tinatayang 8,000 litro ng diesel gamit ang isang tanker truck na umano’y walang kaukulang lisensya o awtoridad mula sa Department of Energy.

Nasamsam din sa operasyon ang naturang tanker truck na ginagamit sa umano’y ilegal na transaksyon.

Nahaharap ang dalawang suspek sa kasong paglabag sa Batas Pambansa Blg. 33 na may kaugnayan sa ilegal na kalakalan ng mga produktong petrolyo.

Binigyang-diin ng CIDG na mahigpit nilang ipinatutupad ang batas upang mapigilan ang mga iligal na gawain na maaaring makaapekto sa suplay at seguridad sa enerhiya ng bansa.

Hinikayat din ng ahensya ang publiko na agad iulat ang anumang kaso ng ilegal na bentahan, pagho-hoard at profiteering ng produktong petrolyo sa kanilang tanggapan.

CIDG STRIKES PHP 12M ALLEGED “PAIHI” FUEL IN NAVOTAS; COLLARS 10 MALE SUSPECTS

In compliance with the directives of the Chief of the Philippine National Police, Police General JOSE MELENCIO C NARTATEZ JR., to intensify the government’s crackdown on illegal trading of liquefied petroleum products, the CIDG strengthened its law enforcement operations nationwide.

On June 22, 2026 at around 9:00 PM, the CIDG National Capital Region Field Unit (NCRFU) in coordination with Northern Maritime Police Station (MARPSTA) of Regional Maritime Unit National Capital Region (RMU NCR) conducted a law enforcement operation for alleged “PAIHI” operations of petroleum product in Brgy. Tanza 2, Navotas City that resulted in the arrest of ten male suspects; and confiscation of two motorized boats containing more or less eighty (80 drums) of diesel fuel, one fuel tanker, one Sinotruk Howo nx, ten pails of diesel fuel, with an estimated value of PhP12,000.000.00. Also seized were water pump and 50-meter hose used suction/siphon diesel fuel from motorized boats and transferred to the tanker trucks.

A report that reached PMGEN ROBERT AA MORICO II, the Director of CIDG, stated that the ten arrested suspects, all male, of legal age, residents of Navotas and Bulacan, respectively, were caught while engaging in the “paihi” operation or illegal transfer of petroleum products from boats to truck- allegedly, without permit or authority from the Department of Energy (DOE).

The CIDG Director emphasized that the state protects the public interest and national security by strengthening the regulation of petroleum products. He added that under Batas Pambansa Blg. 33, it is illegal to sell or distribute petroleum products for profit without the necessary license or authority from the proper authorities; and Presidential Decree 1865 (Illegal Trading in Petroleum Products) which amended BP 33 was enacted to address emerging unfair trade practices and ensure energy conservation.

The CIDG leadership commends PCOL John K Guiagui, the Regional Chief of the CIDG Regional Field Unit of National Capital Region and the PNP Maritime Group for the successful crackdown on “paihi” operation of petroleum products. Paihi" is considered hazardous because it is done in clandestine, unmonitored locations, creating a high risk of fires and explosions.

The CIDG assures the public that it is committed in enforcing all laws, and remain relentless in its campaign against all forms of illegal activities and all violations of law nationwide. The Group likewise encourages the public to report all illegal trading, hoarding, or profiteering involving petroleum products in their localities, and the CIDG will do the rest.

PNP SEIZES NEARLY ₱470-MILLION WORTH OF ILLEGAL DRUGS IN FIRST THREE WEEKS OF JUNE

The Philippine National Police (PNP) recorded significant gains in its nationwide campaign against illegal drugs, confiscating more than ₱469.8 million worth of illegal drugs through sustained law enforcement operations conducted from June 1 to 20, 2026.

PNP records show that a total of 3,420 anti-illegal drug operations were carried out nationwide during the period, resulting in the arrest of 4,168 individuals and the confiscation of various illegal drugs, including shabu, ma*****na, co***ne, and other prohibited substances.

The accomplishment reflects the continuing efforts of police units across the country under the PNP’s Focused Agenda, particularly the enhancement of police operations aimed at keeping communities safe while ensuring that all actions are conducted within the bounds of the law and with respect for human rights. These efforts also support the peace and order priorities of the administration of President Ferdinand R. Marcos Jr.

Among the police units contributing significantly to the nationwide accomplishment were the Police Regional Office–Cordillera Administrative Region (PROCAR) with more than ₱225.3 million worth of illegal drugs confiscated, followed by Police Regional Office 6 (Western Visayas) with ₱52.3 million, and the National Capital Region Police Office (NCRPO) with ₱28.9 million. Their accomplishments formed a substantial portion of the total drug value seized during the reporting period.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., commended police personnel nationwide for their dedication and professionalism in carrying out the campaign.

PNP ARRESTS SUSPECT IN BACOOR SHOOTOUT, HUNT ON FOR COHORT

The Philippine National Police, under the leadership of PNP Chief, PGEN Jose Melencio C. Nartatez Jr., arrested a 26-year-old Filipino male suspect following an armed encounter with a police officer on June 23, 2026 along River Drive, Barangay Molino III, Bacoor City, Cavite.

The suspect, who is now under police custody while receiving treatment at a government hospital, was apprehended after he and another individual allegedly opened fire on an off-duty Bacoor City police officer who was on his way home aboard his personal motorcycle. The police officer, who was unharmed, was able to defend himself and hit one of the assailants, while the other suspect, identified only by the alias “Erwin,” fled and remains the subject of a continuing manhunt.

Initial investigation showed that the police officer chanced upon the two suspects seated on a parked motorcycle and observed their suspicious presence along the roadside. As he moved to verify the situation, the two men allegedly disembarked and suddenly fired at him, prompting the officer to return fire in self-defense using his issued firearm. The exchange resulted in the wounding and subsequent arrest of one of the suspects, while his cohort escaped toward Molino Road.

During questioning, the arrested suspect disclosed that he and his cohort had gone to the area in search of a possible victim to rob at gunpoint. Recovered from the arrested suspect was a .38 caliber revolver without serial number, loaded with one fired cartridge case and four live rounds. Also recovered from the scene were a blue-and-black motorcycle without plate number, a detached plate number, a white helmet, a steel knuckle, a cap, a black purse, and two fired cartridge cases for 9mm, all of which are now being examined as part of the ongoing investigation.

Personnel from the Cavite Provincial Forensic Unit processed the crime scene and conducted forensic procedures in support of the case build-up, while investigators completed the inventory of the recovered firearm and ammunition in the presence of a barangay official. The firearm and ammunition are set to undergo technical examination, and criminal complaints for Attempted Murder and Violation of Republic Act No. 10591, or the Comprehensive Fi****ms and Ammunition Regulation Act, are being prepared for filing before the Office of the City Prosecutor for inquest proceedings. Police authorities are continuing efforts to locate and arrest the fleeing cohort.

PNP Chief PGEN Nartatez lauded the police officer for his presence of mind and lawful response in the face of danger, while emphasizing the organization’s sustained campaign against armed criminals and illegal fi****ms. “Our police officers are expected to act with discipline, courage, and sound judgment even under threat. This arrest reflects the determination of the PNP to stop armed violence and bring offenders before the law,” he said.

In a separate statement, PGEN Nartatez stressed that law enforcement efforts would continue until all those involved are held accountable. “Hustisya ang kahahantungan ng lahat ng sangkot sa pamamaril na ito. Tuloy ang pagtugis sa kasamahan niyang tumakas upang matiyak ang kaligtasan ng publiko,” the PNP Chief said.

Personnel from the Cavite Provincial Forensic Unit processed the crime scene and conducted forensic procedures in support of the case build-up, while investigators completed the inventory of the recovered firearm and ammunition in the presence of a barangay official. The firearm and ammunition are set to undergo technical examination, and criminal complaints for Attempted Murder and Violation of Republic Act No. 10591, or the Comprehensive Fi****ms and Ammunition Regulation Act, are being prepared for filing before the Office of the City Prosecutor for inquest proceedings. Police authorities are continuing efforts to locate and arrest the fleeing cohort.

PNP Chief PGEN Nartatez lauded the police officer for his presence of mind and lawful response in the face of danger, while emphasizing the organization’s sustained campaign against armed criminals and illegal fi****ms. “Our police officers are expected to act with discipline, courage, and sound judgment even under threat. This arrest reflects the determination of the PNP to stop armed violence and bring offenders before the law,” he said.

In a separate statement, PGEN Nartatez stressed that law enforcement efforts would continue until all those involved are held accountable. “Hustisya ang kahahantungan ng lahat ng sangkot sa pamamaril na ito. Tuloy ang pagtugis sa kasamahan niyang tumakas upang matiyak ang kaligtasan ng publiko,” the PNP Chief said.

The operation highlights the PNP’s priority on Enhanced Managing Police Operations, as units promptly addressed the armed threat, secured evidence, and pursued the remaining suspect to support case filing and the pursuit of justice.
