PNP BUSTS ILLEGAL FUEL SCHEME IN NAVOTAS CITY; 10 ARRESTED, ₱12-MILLION WORTH OF ASSETS RECOVERED

The Philippine National Police (PNP), through the Criminal Investigation and Detection Group (CIDG), successfully disrupted an alleged illegal petroleum trading activity in Navotas City on the evening of June 22, 2026, resulting in the arrest of ten individuals and the seizure of approximately ₱12 million worth of petroleum products, equipment, and transport assets.

The operation was conducted by personnel of the CIDG National Capital Region Field Unit in coordination with maritime police units. Authorities intercepted an oil tanker and related equipment allegedly being used in an unauthorized fuel transfer scheme commonly referred to as “paihi,” which affects legitimate trade operations and poses risks to public safety and the environment.

Seized during the operation were significant volumes of suspected diesel fuel, transport vehicles, motorized boats, siphoning equipment, and operational buy-bust money.

The arrested individuals, all adult Filipino males aged 20 to 58, were informed of the nature of their arrest and apprised of their constitutional rights in a language they fully understood. They are currently under the custody of the CIDG for documentation and filing of appropriate charges.

The operation is in line with the PNP’s Focused Agenda on Enhanced Managing Police Operations, targeting organized and illegal activities that undermine public welfare, economic stability, and environmental protection. It likewise supports the directive of President Ferdinand R. Marcos Jr. to strengthen enforcement actions against unlawful trade practices and other activities that harm regulated industries.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., commended the operating units for the successful operation.

“Hindi lamang ito usapin ng paglabag sa batas. Kapag may iligal na kalakalan ng produktong petrolyo, naaapektuhan ang kabuhayan, kaligtasan, at tiwala ng publiko. Kaya patuloy nating paiigtingin ang ating mga operasyon laban sa mga gawaing nagpapahina sa kaayusan at patas na kalakalan sa ating bansa,” PGen Nartatez said.

He further emphasized that all police operations remain anchored on professionalism and respect for human rights.
“Patuloy nating ipatutupad ang batas nang may integridad, malinaw na proseso, at paggalang sa karapatan ng bawat isa. Ang mahalaga ay napapanagot ang mga lumalabag habang nananatiling tapat tayo sa ating tungkulin bilang lingkod-bayan,” he added.

PNP REAFFIRMS BALANCED APPROACH TO SCHOOL SAFETY AND YOUTH ACCOUNTABILITY

Amid ongoing public discussions following recent incidents involving minor students in different parts of the country, the Philippine National Police (PNP) emphasized the importance of a balanced approach that promotes accountability, prevention, intervention, and the protection of children's rights while ensuring the safety of school communities.

PNP Women and Children Protection Center records show that from 2022 to 2025, a total of 1,275 school-related incidents involving Children in Conflict with the Law (CICLs) were documented nationwide. The highest number was recorded in 2023 with 395 incidents, followed by 345 incidents in 2024, 325 incidents in 2025, and 210 incidents in 2022.

A review of the data further shows that these cases were addressed through various legal, social welfare, and community-based mechanisms. During the four-year period, 279 cases were filed in court, 323 remained under preliminary investigation, 221 were settled amicably, and 52 were referred to social welfare authorities for intervention and appropriate assistance.

Meanwhile, 119 cases were dismissed, while 272 incidents involved situations where complainants or victims opted not to pursue charges. These figures reflect the diverse circumstances surrounding cases involving minors and highlight the continuing need for both accountability and intervention.

The PNP recognizes that many cases involving minors require not only accountability but also timely guidance, rehabilitation, and strong family and community support to help prevent repeat offenses and promote positive development among the youth.

While the overwhelming majority of Filipino children are law-abiding and responsible members of society, the recurring incidents reported in some schools underscore the need for sustained collaboration among parents, educators, local government units, social welfare agencies, and law enforcement authorities.

While the data provide important context on the challenges faced by communities and educational institutions, the PNP recognizes that discussions on the Minimum Age of Criminal Responsibility (MACR) involve broader considerations, including child protection, rehabilitation, public safety, and the perspectives of various stakeholders. The issue remains under the consideration of Congress.

Chief, PNP, Police General Jose Melencio C. Nartatez Jr., said the organization respects the legislative process and will faithfully implement whatever law may be enacted by the country's policymakers.

"Ang usapin ng Minimum Age of Criminal Responsibility ay isang polisiya na nakasalalay sa ating mga mambabatas. Ang tungkulin ng Philippine National Police ay tiyaking maayos, patas, at naaayon sa batas ang pagpapatupad ng anumang hakbang na maipapasa. Patuloy nating gagampanan ang ating mandato nang may paggalang sa due process, karapatang pantao, at kapakanan ng kapwa natin mamamayan," said PGen Nartatez.

He emphasized that discussions on youth accountability should go hand in hand with efforts to strengthen guidance, supervision, and intervention programs.

"Hindi lamang ito usapin ng pananagutan. Mahalaga rin ang papel ng pamilya, paaralan, komunidad, at iba't ibang ahensya ng gobyerno sa paggabay sa ating mga kabataan. Kung maaga nating matutugunan ang mga suliranin at panganib na kanilang kinakaharap, mas marami tayong kabataang mailalayo sa mga sitwasyong maaaring magdulot ng kapahamakan sa kanila at sa iba," he added.

The PNP continues to intensify initiatives that support safer learning environments through strengthened coordination with schools, local government units, social welfare offices, and community stakeholders. These efforts are consistent with the PNP Focused Agenda, particularly under the enhancement of police operations and crime prevention strategies, which seek to address emerging security concerns through community partnership and proactive intervention.

Under the leadership of President Ferdinand R. Marcos Jr., the PNP remains committed to fostering safer learning environments where students can learn, grow, and pursue their aspirations without fear.

PNP ARRESTS NCR’S NO. 8 MOST WANTED FOR STATUTORY R**E CASE IN CALOOCAN CITY

The Philippine National Police, under the leadership of PNP Chief, PGEN Jose Melencio C. Nartatez Jr., successfully arrested a 31-year-old male fish vendor listed as the No. 8 Most Wanted Person at the regional level under the National Capital Region Police Office (NCRPO) during a law enforcement operation in Barangay 175, Caloocan City on June 24, 2026.

The suspect was arrested by operatives of the Criminal Investigation and Detection Group (CIDG) Northern District Field Unit (DFU) by virtue of a warrant of arrest for three counts of Statutory R**e under Article 266-A of the Revised Penal Code, as amended by Republic Act No. 11648, issued by the Presiding Judge of the Family Court, National Capital Judicial Region Branch 1, Caloocan City, with no bail recommended.

The operation was conducted at the suspect’s residence, resulting in his peaceful apprehension. He was subsequently brought to the CIDG Northern DFU Office for documentation and proper disposition.

The arrest highlights the continuing campaign of the PNP to strengthen law enforcement operations and improve accountability mechanisms in line with its Focus Agenda, a transformation initiative aimed at enhancing police service delivery and strengthening public trust. Among its priorities, enhanced managing police operations was reinforced through the successful service of warrant against a high-ranking regional most wanted individual.

PNP Chief, PGEN Jose Melencio C. Nartatez Jr., said the arrest underscores the agency’s commitment to pursuing fugitives facing serious criminal charges.

“We remain firm in ensuring that those accused of grave offenses are brought before the proper courts so that justice may take its course,” PGen Nartatez said.

“Hindi kami hihinto sa paghahanap at pag-aresto sa mga may mabibigat na kaso hanggang sila ay maiharap sa hustisya,” he added.

Authorities said the arrest forms part of the broader effort to locate and apprehend wanted persons across Metro Manila, particularly those listed in the regional most wanted roster.

PNP LEAVES NO STONE UNTURNED IN AURORA DROWNING INVESTIGATION

The Philippine National Police (PNP), through the Criminal Investigation and Detection Group (CIDG), has undertaken a comprehensive crime scene reconstruction in connection with the drowning incident that occurred in Dipaculao, Aurora, as part of its continuing effort to establish the facts surrounding the tragedy and support a thorough investigation.

The reconstruction activity commenced in the early hours of June 23 and involved personnel from the CIDG, Forensic Group, Aurora Police Provincial Office, Police Regional Office 3, and the Municipal Disaster Risk Reduction and Management Office. Investigators examined environmental conditions at the site, including tide patterns, shoreline measurements, and the locations where the victims were last seen based on available footage and witness accounts.

Advanced forensic and technical equipment, including sonar technology and 3D scanning tools, were utilized to accurately document the area and gather scientific data that may help investigators better understand the circumstances of the incident. Authorities are likewise reviewing safety measures in place within the area, including the presence of warning signs and emergency response provisions.

PNP SEIZES NEARLY ₱470-MILLION WORTH OF ILLEGAL DRUGS IN FIRST THREE WEEKS OF JUNE

The Philippine National Police (PNP) recorded significant gains in its nationwide campaign against illegal drugs, confiscating more than ₱469.8 million worth of illegal drugs through sustained law enforcement operations conducted from June 1 to 20, 2026.

PNP records show that a total of 3,420 anti-illegal drug operations were carried out nationwide during the period, resulting in the arrest of 4,168 individuals and the confiscation of various illegal drugs, including shabu, ma*****na, co***ne, and other prohibited substances.

The accomplishment reflects the continuing efforts of police units across the country under the PNP’s Focused Agenda, particularly the enhancement of police operations aimed at keeping communities safe while ensuring that all actions are conducted within the bounds of the law and with respect for human rights. These efforts also support the peace and order priorities of the administration of President Ferdinand R. Marcos Jr.

Among the police units contributing significantly to the nationwide accomplishment were the Police Regional Office–Cordillera Administrative Region (PROCAR) with more than ₱225.3 million worth of illegal drugs confiscated, followed by Police Regional Office 6 (Western Visayas) with ₱52.3 million, and the National Capital Region Police Office (NCRPO) with ₱28.9 million. Their accomplishments formed a substantial portion of the total drug value seized during the reporting period.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., commended police personnel nationwide for their dedication and professionalism in carrying out the campaign.

“Ang mga resulta na ito ay patunay ng sama-samang pagkilos ng ating mga kapulisan at mga komunidad laban sa ilegal na droga. Patuloy nating paiigtingin ang ating mga operasyon sa paraang maayos, legal, at may paggalang sa karapatan ng bawat mamamayan,” said Gen. Nartatez.

He emphasized that the campaign is ultimately about protecting families and communities from the harmful effects of illegal drugs.

“Hindi lamang ito tungkol sa dami ng operasyon o halaga ng mga nakumpiskang kontrabando. Ang mahalaga ay mas maraming komunidad ang nagiging ligtas at mas maraming mamamayan ang nagkakaroon ng kapanatagan. We will sustain these efforts and continue working with our partners to preserve peace and order throughout the country,” he added.

PNP ARRESTS SUSPECT IN BACOOR SHOOTOUT, HUNT ON FOR COHORT

The Philippine National Police, under the leadership of PNP Chief, PGEN Jose Melencio C. Nartatez Jr., arrested a 26-year-old Filipino male suspect following an armed encounter with a police officer on June 23, 2026 along River Drive, Barangay Molino III, Bacoor City, Cavite.

The suspect, who is now under police custody while receiving treatment at a government hospital, was apprehended after he and another individual allegedly opened fire on an off-duty Bacoor City police officer who was on his way home aboard his personal motorcycle. The police officer, who was unharmed, was able to defend himself and hit one of the assailants, while the other suspect, identified only by the alias “Erwin,” fled and remains the subject of a continuing manhunt.

Initial investigation showed that the police officer chanced upon the two suspects seated on a parked motorcycle and observed their suspicious presence along the roadside. As he moved to verify the situation, the two men allegedly disembarked and suddenly fired at him, prompting the officer to return fire in self-defense using his issued firearm. The exchange resulted in the wounding and subsequent arrest of one of the suspects, while his cohort escaped toward Molino Road.

During questioning, the arrested suspect disclosed that he and his cohort had gone to the area in search of a possible victim to rob at gunpoint. Recovered from the arrested suspect was a .38 caliber revolver without serial number, loaded with one fired cartridge case and four live rounds. Also recovered from the scene were a blue-and-black motorcycle without plate number, a detached plate number, a white helmet, a steel knuckle, a cap, a black purse, and two fired cartridge cases for 9mm, all of which are now being examined as part of the ongoing investigation.

Personnel from the Cavite Provincial Forensic Unit processed the crime scene and conducted forensic procedures in support of the case build-up, while investigators completed the inventory of the recovered firearm and ammunition in the presence of a barangay official. The firearm and ammunition are set to undergo technical examination, and criminal complaints for Attempted Murder and Violation of Republic Act No. 10591, or the Comprehensive Fi****ms and Ammunition Regulation Act, are being prepared for filing before the Office of the City Prosecutor for inquest proceedings. Police authorities are continuing efforts to locate and arrest the fleeing cohort.

PNP Chief PGEN Nartatez lauded the police officer for his presence of mind and lawful response in the face of danger, while emphasizing the organization’s sustained campaign against armed criminals and illegal fi****ms. “Our police officers are expected to act with discipline, courage, and sound judgment even under threat. This arrest reflects the determination of the PNP to stop armed violence and bring offenders before the law,” he said.

In a separate statement, PGEN Nartatez stressed that law enforcement efforts would continue until all those involved are held accountable. “Hustisya ang kahahantungan ng lahat ng sangkot sa pamamaril na ito. Tuloy ang pagtugis sa kasamahan niyang tumakas upang matiyak ang kaligtasan ng publiko,” the PNP Chief said.
