Light Electric Vehicles (LEVs) in the Philippines: Types and Related Infrastructure, Policies and Operations

Many Filipinos have embraced light electric vehicles as they are affordable, practical, and adaptable to the country's urban landscape. LEVS are becoming a part of the transportation landscapes are more commuters, like parents, small business owners, utilize them as an efficient and cost-effective way to traverse congested city streets and rural areas. Efforts are being made to reduce emissions and operating costs through electrification. The establishment of 'green cities' is expected to increase demand for e-vehicles in public transportation.

To address some issues on e-vehicles particularly the 2-3 wheeled e-vehicles, a webinar entitled โ€œLight Electric Vehicles (LEVs) in the Philippines: Types and related Infrastructure, Policies and Operationsโ€, will be conducted on June 23, 2026, Tuesday, at 1:30-4:00 p.m. The webinar aims to: educate on different categories of 2-3 wheeled e-vehicles; enlighten the public about the various laws and regulations relating to 2-3 wheeled e-vehicles; cite actual incidents of danger/risk of 2-3 wheeled e-vehicles and how they were handled; and provide safety tips when operating 2-3 wheeled e-vehicles for a safer environment for everyone.

Congratulations to the UPIS Grade 12 Senior High School students for completing the NCTS Internship Program and for their presentation of learnings and experiences here at the Center! The Culminating Activity was held on May 12, 2026, at the NCTS Room A. The students stayed at the NCTS from March 16-30, 2026, and completed eighty (80) hours of work. The students were assigned at the Inclusive Transportation Group.

Their performance as learners and interns reflects readiness for both advanced academic work and professional responsibilities.

UP Diliman Brings PH Maritime Sustainability Innovation to the IMO

The University of the Philippines National Center for Transportation Studies (UP NCTS) proudly recognizes Dr. John Justine S. Villar, UP Diliman Professor, Head of the UP NCTS Traffic Engineering and Management Group, and Project Head, for representing the Philippine Delegation during the 84th Session of the Marine Environment Protection Committee (MEPC 84) at the International Maritime Organization (IMO) Headquarters in London, United Kingdom.

During the session, Dr. Villar presented the Maritime Energy Demand Information and Analysis Software (MEDIANS), a digital platform developed through the partnership of MARINA, DOST, and UP Diliman.

MEDIANS supports improved maritime energy data collection by measuring energy demand, energy efficiency, and emissions contributions from domestic ships. These data can help guide evidence-based policies and programs for greener and more efficient shipping operations.

Also present during the presentation were Maritime Attachรฉ Atty. Sharon Aledo and MARINA Director Emmanuel B. Caprio.

This engagement highlights the important role of UP Diliman and UP NCTS in advancing sustainable transport, innovation, and data-driven solutions for the Philippine maritime sector.

UP NCTS Strengthens Road Safety Frontliners through Traffic Law Enforcement Training

The UP National Center for Transportation Studies (UP NCTS) conducted the Traffic Management for Traffic Law Enforcers โ€“ Level I training program from May 18 to 22, 2026, at UP Diliman, Quezon City. The five-day program was attended by 50 participants from Palayan City, Victorias City in Negros Occidental, Surigao City, Antipolo City, Cagayan de Oro City, Libmanan, Laoag City, Pasay City, Batac City, Quezon City, Porac, San Jose in Occidental Mindoro, Angadanan, La Trinidad, Ilagan City, the Provincial Government of Isabela, Quezon, Palawan, the Philippine National Police, LTO Region 4A, and MPT South.

The training aimed to strengthen the knowledge and skills of traffic law enforcers in traffic management, traffic law enforcement, road safety, and public service. Participants learned from distinguished resource persons, namely Atty. Mercy Jane Paras Leynes, Rear Admiral Oliver S. Tanseco, Ret. PSUPT Peter N. Dionisio, Engr. Aileen U. Mappala, EnP. Jerome Ballarta, Mr. Sahid A. Kamid and Engr. Julshabar U. Halil, who shared their expertise on traffic laws, traffic law enforcement procedures, traffic operations, and road safety.

Aside from lectures and discussions, participants took part in practical exercises, including the Traffic Direction and Control exercise inside the UP Diliman campus and the Road Crash Investigation exercise. These activities allowed them to apply classroom concepts in realistic situations and better appreciate the challenges of traffic enforcement on the ground.

Conducted in observance of Road Safety Month, the program emphasized the important role of traffic law enforcers as road safety frontliners. As this is only Level I, UP NCTS looks forward to welcoming the participants again in Levels II and III to further deepen their competencies in traffic management and enforcement.

Road Safety Starts Before the Crash: POC Leads the Call for Safer Roads

The Philippine Orthopedic Center (POC), through its Public Health Unit, successfully held the second day of its Road Safety Week 2026 learning engagement on May 19, 2026, at the POC APEX Conference Room.

With the theme โ€œSafe Roads, Choose Green: Sustainable Paths for Every Juan,โ€ the activity emphasized that road safety is not only a transport concern, but also a public health issueโ€”especially for hospitals like POC that regularly treat victims of road crashes.

The session featured resource persons from MMDA, Quezon City TTMD, and the UP National Center for Transportation Studies (UP NCTS). EnP Jerome N. Ballarta of UP NCTS delivered a presentation titled โ€œRoad Safety and Orthopedics: From Crash Data to Saving Lives,โ€ highlighting the Safe System Approach, road safety action plans, and the importance of timely post-crash response.

He also emphasized the value of the โ€œGolden Hour,โ€ where immediate and coordinated emergency care after a crash can help save lives and reduce long-term disability.

The activity served as a reminder that safer roads require strong collaboration among hospitals, transport agencies, traffic enforcers, researchers, policymakers, and communities.

Together, let us work toward safer, healthier, and greener roads for every Juan.
