Councilor Van Oliver Dicang has proposed an ordinance seeking to institutionalize a community-driven development (CDD) framework across all projects, programs, and activities to strengthen citizen participation in planning, budgeting, implementation, and monitoring.

The proposed CDD will be a mandatory governance framework for the City Government of Baguio which integrates participatory processes into all stages of local development from needs identification and planning to budgeting, implementation, monitoring, and evaluation. It recognizes communities, barangays, civil society organizations, and sectoral groups as active partners in decision-making, rather than passive recipients of government services.

It covers all city departments, offices, and instrumentalities, as well as all barangays and all projects, programs, and activities (PPAs) funded wholly or partly by the city including joint initiatives with national government agencies, private entities, and civil society partners.

To operationalize the framework, the measure mandates the conduct of community assemblies, sectoral consultations, and participatory planning workshops to ensure that diverse groups, especially women, youth, senior citizens, persons with disabilities, indigenous peoples, and urban poor communities, are meaningfully represented in identifying and prioritizing development needs. It also integrates barangay-level priority setting into the city’s formal planning system, aligning local inputs with the City Development Plan (CDP), Local Development Investment Program (LDIP), and Annual Investment Program (AIP).

The ordinance likewise establishes a grassroots participatory budgeting or bottom-up budgeting mechanism where a portion of the city’s annual budget will be allocated for projects directly proposed and prioritized by communities. This is complemented by a Citizen Monitoring and Feedback System that will allow residents to track project implementation, submit feedback and complaints, and access project information through both digital platforms and on-the-ground validation processes.

The City Planning Development and Sustainability Office (CPDSO), together with the City Social Welfare and Development Office (CSWDO), is designated as the lead implementing body responsible for coordinating the CDD framework, issuing guidelines, building capacities of communities and barangays, and ensuring compliance across all city offices.

The proposed ordinance was approved on first reading by the Baguio City Council on May 25, 2026 and subsequently referred to the Committee on Urban Planning, Lands, and Housing for review. -Jordan G. Habbiling

Mainit na tinatanggap ng Social Welfare Employees Association of the Philippines (SWEAP) si Sir EDUARD AUNG COLOD KYU JR., RSW, MSPM, CHRA o mas kilala na Eduard Dis-iw Colod, sa kanyang pagbabalik sa Department of Social Welfare and Development (DSWD) Central Office bilang Project Development Officer IV ng Pantawid Pamilyang Pilipino Program – National Program Management Office.

Bilang isang Consultant ng SWEAP Good Governance Alliance, kilalang lider sa larangan ng Propesyon na Social Work sa PASWI at sa Social Workers for Good Governance, at dating Chairperson ng Board of Directors ng SWEAP Central Office Chapter, ang kanyang pagbabalik sa DSWD Central Office ay hindi lamang pagbabalik ng isang batikang propesyunal sa larangan ng social welfare and development, kundi pagbabalik din ng isang matatag na tagapagtaguyod ng karapatan at interes ng kawani, tunay na paglilingkod-bayan, at makataong pamamahala.

Sa kanyang mga taon ng paglilingkod sa pamahalaan, pamumuno sa mga organisasyon, gawaing pangpamamahala, at adbokasiya para sa katarungang panlipunan, patuloy niyang ipinamalas ang dedikasyon, kakayahan, at malasakit sa pagsusulong ng mga makatao, makabuluhan, at makabagong inisyatiba para sa kapakanan ng mamamayan at ng mga kawani ng gobyerno.

Sa kanyang muling pagbubukas ng panibagong yugto ng paglilingkod sa Kagawaran, umaasa ang Unyon na muli siyang magiging isa sa mga pangunahing katuwang at tagapagtaguyod ng SWEAP sa anumang tungkuling pinakaangkop sa kanyang karanasan, kakayahan, at patuloy na paninindigan para sa kapakanan ng mga empleyado at pagsusulong ng sektor ng social welfare and development.

Nawa’y magsilbing inspirasyon ang kanyang pagbabalik upang higit pang mapalakas ang kahusayan, integridad, at pagkakaisa sa loob at labas ng Kagawaran.

Congratulatory Message from the Social Workers for Good Governance (SW4GG)!!

The Social Workers for Good Governance (SW4GG), through its National Convenor, Eduard Aung Colod Kyu Jr., RSW, MSPM, CHRA (Eduard Dis-iw Colod), extends its heartfelt congratulations to Ms. Elladonna "Ella" Malicdem Agor , RSW on her historic election as the First Female National President of the Social Welfare Employees Association of the Philippines (SWEAP)

SW4GG expresses its full support and commitment to be a Good Governance Partner
and to extend assistance in all Good Governance initiatives that will be implemented under her leadership. Ms. Agor’s election exemplifies a leadership guided by the principles of transparency, accountability, inclusiveness, and people-centered governance, values which SW4GG has long championed.

Guided by the vision and advocacy of SW4GG, Ms. Agor ran and won in 2025 under a Good Governance platform at the SWEAP Central Office Chapter. She has since advanced a National Good Governance Agenda for SWEAP, culminating in the presentation and adoption of this agenda during the First Quarter National Council Meeting on April 29, 2026, held in Baguio City. Her leadership reflects a steadfast commitment to strengthen SWEAP as a responsive, progressive, and participatory Public Sector Union.

SW4GG takes pride in having one of its co-convenors actively implementing the Good Governance Framework of the SW4GG Movement at the national level. This milestone affirms the alignment of Ms. Agor’s leadership with SW4GG’s advocacy, and highlights the movement’s role in fostering transformative governance within the social work sector.

It is also noteworthy that Ms. Agor was once under the supervision of our National Convenor, Eduard Aung Colod Kyu Jr., whom she regards as her mentor. Their professional relationship, rooted in guidance, mentorship, and shared values, continues to inspire the development of principled and visionary leadership in the social work profession.
