The Integrity Monitoring and Enforcement Group (IMEG), through PBGEN REX ARVIN T MALIMBAN, Director, PNP IMEG, served as the Keynote Speaker during the NPC League of Leaders Series 1 held on June 23, 2026 at the National Police College, Silang, Cavite.
Centered on the theme, “Fear of God vs. Fear of Men: Character, Courage, and Conviction in Public Service,” the activity gathered over 600 PNP personnel from 13 PSOBC and PSOAC Classes across NPC Silang, Pampanga, Cebu, Davao, and Zamboanga.
In his message, PBGEN MALIMBAN emphasized that genuine leadership is founded on integrity, moral courage, and unwavering commitment to public service, reminding future police leaders that “The true measure of a leader is not the power he holds, but the principles he refuses to surrender.”
Following the lecture, PBGEN MALIMBAN also conducted OPLAN "PAALALA" and OPLAN "BANSAY", reiterating the PNP’s commitment to discipline, professionalism, accountability, and ethical leadership as the foundation of a trusted and service-oriented police organization.

The Integrity Monitoring and Enforcement Group (IMEG), led by PCOL PETER U LIMBAUAN, Chief of Staff, IMEG, conducted a series of official engagements in Eastern Visayas on June 22, 2026, aimed at reinforcing discipline, professionalism, accountability, and integrity among PNP personnel.
The activities included the conduct of Oplan Paalala at AVSEU 8, RTC 8, and Leyte PPO, a Courtesy Call on PBGEN JAYSON L CAPOY, Regional Director, PRO 8, the conferment of IMEG Awards to deserving personnel in recognition of exemplary service, a Talk to Men with Team 8 IMEG personnel, and the inspection of the Team 8 Visayas Field Unit Safe House to assess its operational readiness.
Through these engagements, IMEG reaffirmed its commitment to promoting ethical leadership, strengthening inter-unit collaboration, and sustaining a culture of integrity, transparency, and excellence in public service, toward a more disciplined, accountable, and trusted Philippine National Police.

Mahigpit na ipinapatupad ng Philippine National Police (PNP) ang patakarang "No Collection, No Fixer, No Palakasan." Ang pagpasok sa hanay ng PNP ay nakabatay lamang sa kwalipikasyon, kakayahan, integridad, at resulta ng itinakdang recruitment process. Walang opisyal, personnel, o pribadong indibidwal ang maaaring mangako ng siguradong pagkakatanggap sa serbisyo kapalit ng impluwensya, koneksyon, o anumang pabor.
Ang sinumang magpapakilalang may "malakas na koneksyon" o hihingi ng kabayaran upang mapabilis o matiyak ang aplikasyon ay lumalabag sa mga umiiral na batas, kabilang ang Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees), Republic Act. No. 3019 (Anti-Graft and Corrupt Practices Act and Article 210 of the Revised Penal Code at maaaring managot sa administratibo, sibil, at kriminal.
Tandaan: Ang tunay na sukatan ng pagiging karapat-dapat na maging pulis ay hindi koneksyon o impluwensya, kundi merito, kakayahan, at integridad.
Sa PNP, walang palakasan. Ang tanging daan sa serbisyo ay ang patas, malinis, at transparent na recruitment process.

PNP SERVES WARRANTS VS ACTIVE PERSONNEL IN QUEZON CITY AND DAVAO DEL NORTE, REAFFIRMS STRICT INTERNAL ACCOUNTABILITY
The Philippine National Police (PNP) has enforced separate warrants of arrest against two active police personnel in coordinated operations conducted in Quezon City and Davao del Norte on June 20, 2026, as part of its sustained efforts to uphold discipline and accountability within the organization.
In Quezon City, operatives of the Integrity Monitoring and Enforcement Group (IMEG) National Capital Region Cluster 2, in coordination with other PNP intelligence and investigative units, implemented a warrant of arrest at a hotel along Don A. Roces Avenue, Barangay Paligsahan at around mid-afternoon. The operation stemmed from a warrant issued by the Regional Trial Court in Taguig City, which carries no bail recommended.
The arrested individual is a Police Staff Sergeant assigned with the Police Security and Protection Group. He was brought to the IMEG Investigation and Detective Division for documentation and processing prior to turnover to custodial authorities and proper disposition before the issuing court. Authorities noted that the subject had been included in prior monitoring activities based on validated information that underwent proper verification consistent with internal accountability mechanisms.
In a separate operation in Sto. Tomas, Davao del Norte, combined elements of IMEG Team 11, CIDG, RIU units, and local police units served warrants of arrest against a Patrolman assigned in PRO 11. The warrants were issued by the Family Court in the Eleventh Judicial Region in connection with alleged violations of Republic Act 9262, with bail recommended by the court.
The arrested personnel was properly informed of the nature of the charges and apprised of his constitutional rights in a language he understood. He is currently under the custody of Sto. Tomas Municipal Police Station for documentation and turnover to proper judicial authorities.
PNP Chief, Police General Jose Melencio C. Nartatez Jr., emphasized that the organization remains firm in enforcing discipline across all ranks without exception.
“Sa PNP, pantay-pantay ang batas para sa lahat. We hold our personnel accountable regardless of rank or assignment. When warrants are issued and legal basis is present, we act decisively and without hesitation. This is part of our responsibility to the Filipino people and to the institution we serve,” the Chief PNP said.
He further stated that these actions reflect ongoing institutional reforms under the PNP Focused Agenda, particularly under Integrity Monitoring, strengthening internal accountability mechanisms in support of the governance direction of President Ferdinand R. Marcos Jr. toward a more disciplined and responsive public service.
The PNP assures the public that it remains steadfast in enforcing internal discipline while strictly observing due process, human rights, and the rule of law in all its operations.
This development reinforces the organization’s continuing commitment to a professional and accountable police service under the guiding principle of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”

Today, we honor all fathers—our quiet heroes who lead not with loud words, but with steady love and unwavering sacrifice.
A father’s strength is often seen in the long hours he works, the challenges he endures, and the silent promise to always put his family first, no matter the cost.
To our police fathers, we know it is never easy carrying two roles—being a protector of the public and a protector of your own family. There are birthdays, dinners, and simple moments at home you sometimes miss, but your children will always remember your strength, your example, and the kind of love that shows up through sacrifice.
Today, we simply say thank you. Thank you for the strength you give and the sacrifices you make quietly each day. May you continue to be the steady presence your families can always rely on.

Salute sa ating kapulisan ng Santiago Isabela, Serbisyong Mabilis Aksyon Agad!
OFW NAAKSIDENTE, SINAKLOLOHAN NG ISABELA PULIS
Sa isang ordinaryong umaga sa Alicia, Isabela, naging makabuluhan ang biyahe papasok sa tungkulin ng dalawang pulis matapos nilang matulungan ang isang Overseas Filipino Worker (OFW) na naaksidente sa kalsada.
Sa ilalim ng pamumuno ni PNP Chief PGEN Jose Melencio C. Nartatez Jr., patuloy na pinaiigting ng Philippine National Police ang pagbibigay ng agarang tulong sa mga insidente sa kalsada bilang bahagi ng kanilang tungkulin sa publiko.
Kinilala ang mga pulis na sina PCMS Joanne V. Apostol ng Santiago City Police Office at PCpl Elmer Tomas ng Jones Police Station na kapwa papasok sana sa duty nang mapadaan sa Bypass Road, Brgy. San Fernando, Alicia, Isabela. Agad nilang pinuntahan ang pinangyarihan ng aksidente at tumulong sa OFW at isa pang pasahero na nasugatan habang hinihintay ang mga emergency responder.
Batay sa imbestigasyon, bandang 7:50 ng umaga noong Hunyo 19, 2026, binabagtas ng sasakyan na minamaneho ng isang OFW ang kalsadang patungong hilaga nang mawalan ito ng kontrol sa kurbada. Dahil dito, lumihis ang sasakyan at nahulog sa palayan, dahilan upang magtamo ng minor injuries ang driver at pasahero na agad dinala sa ospital ng mga rumespondeng rescue personnel.
“Our duty goes beyond time and place. We are always ready to help those in need. Ang serbisyo ng pulis ay serbisyong may malasakit at pananagutan,” pahayag ni PNP Chief PGEN Nartatez.
“We stand ready to assist the public in times of need. Ang paglilingkod ng pulis ay may kasamang puso at dedikasyon,” dagdag pa niya.
Ang mabilis na pagresponde ng mga pulis ay patunay ng kanilang malasakit at dedikasyon sa pagbibigay ng tulong sa mga motorista at komunidad, kahit sa gitna ng kanilang biyahe papasok sa trabaho.
Sa kabuuan, ipinakita ng Santiago City Police Office ang patuloy na kahandaan ng kapulisan na tumulong sa anumang insidente sa kalsada at sa pangangalaga sa kaligtasan ng publiko.
Bilang bahagi ng pinalakas na direksyon ng organisasyon, isinusulong ng PNP ang Focused Agenda na nakatuon sa pagpapahusay ng police operations sa ilalim ng Enhanced Managing Police Operations, na malinaw na naipakita sa mabilis na pagtugon ng kapulisan sa insidenteng ito.
Sa patuloy na pagtupad ng tungkulin ng kapulisan, nananatili ang pangako ng kapulisan sa adbokasiyang “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”
