MANILA, Philippines, June 11, 2026 - PNP AKG Acting Director, PBGEN EDWIN C BALLES held a meeting with Hon. RICHARD ANTHONY D. FADULLON, Prosecutor General, and Hon. HERBERT CALVIN D.P. ABUGAN, Officer-In-Charge, Senior Deputy State Prosecutor/Chair, DOJ Task Force on Anti-Kidnapping. The coordinated approach between the two agencies aims to strengthen cooperation in prosecuting kidnapping for ransom cases.
Also present during the meeting were PCOL ALVIN R CONSOLACION, Deputy Director for Administration, PLTCOL RONALD D PATRICIO, Officer-In-Charge, Luzon Field Unit, PMAJ JONATHAN O RABANAL, Chief, Investigation Section, PMAJ RAYMUND B CAGUIOA, Administrative Officer, and PCPT RYAN A ALBURO, Servicing Legal Officer.
In line with the Focus Agenda on Enhanced-Managing Police Operations, and in support of the 5-Point Agenda of the AKG to Strengthened Coordination Across All Agencies, discussion focused on further enhancing and sustaining collaboration between the AKG and NPS. This initiative underscore proactive involvement prosecutors in crime investigation and case build-ups to ensure that cases are supported by evidence and carry a reasonable certainty of conviction prior to filing in court.
The meeting concluded with a shared affirmation to sustain strong collaboration in the investigation and prosecution of kidnapping for ransom cases to the fullest extent of the law. Such coordinated efforts are vital in streamlining investigative processes, reducing procedural delays, and ultimately strengthening conviction rates.

The National Police Commission (NAPOLCOM) formally concluded its Inspection and Assessment of the Philippine National Police Anti-Kidnapping Group (PNP AKG) during the Exit Briefing held on June 11, 2026, at 10:00 AM at the AKG Headquarters, Camp BGen Rafael T. Crame, Quezon City.
The AKG under the leadership of PBGEN EDWIN C BALLES, Acting Director, was ably represented by PCOL ALVIN R CONSOLACION, DDA AKG, together with Division Chiefs, BFO, SLO, GESPO, and AKG personnel. The NAPOLCOM Inspection and Assessment Team was led by Mr. RENE V DOMINO, Police Inspector V, Chief Inspection Division NAPOLCOM.
The inspection and assessment, conducted from June 4โ5 and June 9โ11, 2026, served as a comprehensive evaluation of the Groupโs operational, administrative, and organizational performance. Throughout the activity, the NAPOLCOM Team reviewed various programs, policies, systems, and best practices aimed at ensuring compliance with established standards while promoting efficiency, accountability, and professionalism within the organization.
In his message, NAPOLCOM representative acknowledged the cooperation and commitment demonstrated by AKG personnel throughout the assessment period. The Team likewise highlighted the importance of sustaining organizational excellence through continuous improvement, adherence to policies, and the strengthening of operational capabilities.
For its part, the Anti-Kidnapping Group expressed its appreciation to NAPOLCOM for the valuable guidance, recommendations, and technical assistance provided during the inspection process. Camp BGen Rafael T Crame, Quezon City June 12, 2026, the personnel of the Philippine National Police Anti-Kidnapping Group (PNP AKG), led by PBGEN EDWIN C BALLES, took part in the solemn flag-raising ceremony commemorating the 128th Anniversary of Philippine Independence held at Camp BGen Rafael T. Crame, Quezon City.
The activity was led by PMGEN WILSON JOSEPH F LOPEZ, The Deputy Chief PNP for Operations who represented the Chief, PNP, POLICE GENERAL JOSE MELENCIO C NARTATEZ JR. Also in attendance are members of the PNP Command Group, Directorial Staff, National Support Units, and personnel from various units and offices.
The ceremony highlighted the significance of the national celebration under the theme โKalayaan, Kinabukasan, Kasaysayan,โ reflecting the nationโs enduring struggle for freedom, its responsibility to safeguard the future, and its commitment to honor the sacrifices that shaped Philippine history. On June 9, 2026, at 9:00 AM, the Philippine National Police Anti-Kidnapping Group (PNP AKG), led by PBGEN EDWIN C BALLES, Acting Director, AKG, warmly welcomed representatives from the Embassy of the Peopleโs Republic of China during a courtesy visit held at the AKG Conference Room, Camp BGen Rafael T Crame, Quezon City.
The activity was attended by members of the AKG Command Group, Division Chiefs, PIO, and Servicing Legal Officer (SLO).
The courtesy visit served as an avenue to strengthen cooperation and foster closer coordination between the PNP AKG and the Embassy of the Peopleโs Republic of China, particularly in matters concerning the safety and security of Chinese nationals in the Philippines as well in addressing transnational crimes and kidnapping-related concerns.
In an open forum, both parties exchanged insights on current security issues and reaffirmed their commitment to maintaining open communication and collaborative efforts in support of law enforcement initiatives in line with existing laws of respective agencies. The discussion highlighted the importance of international partnerships in enhancing public safety, prompting mutual understanding, and ensuring a swift and effective response to kidnapping for ransom incidents and other related crimes.

Camp BGen Rafael T Crame, Quezon City โ On June 5, 2026 around 3:00PM, the Philippine National Police Anti-Kidnapping Group (PNP AKG), under the strong leadership of PBGEN EDWIN C BALLES, Acting Director, AKG, successfully served the warrant of arrest for kidnapping for ransom with homicide (2counts) against (1) Xiao Chang Jiang alias Michael Agad Yung/ Yang Jianmin/ David Tan Liao, (2) Raymart Loria Catequista; and (3) Richardo Austria alias โAmayโ for their involvement in the kidnapping for ransom with homicide of a businessman and his driver on December 6, 2024.
The said accused were also responsible for similar crime committed against Congyuan Guo alias Anson Tan/Anson Que and his driver that happened on March 29, 2025. The said kidnapping for ransom with homicide drew significant public attention after the victimsโ family reportedly paid millions of pesos in ransom through cryptocurrency transactions in a desperate effort to secure the victimโs safe release. However, despite the payment of ransom, the victims were brutally killed, and their cadavers were later discovered in Rodriguez, Rizal.
Following months of intensive investigation, evidence collection, intelligence operations, and close coordination with partner law enforcement agencies, the PNP AKG was able to establish a critical link connecting David Tan Liao and his group to another kidnapping for ransom case involving a businessman from Mandaluyong City. Similar to the Anson Tan case, the victimโs family paid millions in ransom via cryptocurrency. However, 11 days after the kidnapping, the victimsโ cadaver were found in Rodriguez, Rizal, confirming the suspectsโ pattern of violent criminal activity.
In line with this, PBGEN EDWIN C BALLES, Acting Director of the Anti-Kidnapping Group, emphasized that this latest development underscores the unwavering commitment of the AKG to relentlessly pursue all individuals involved in kidnapping for ransom cases and ensure that they will be prosecuted to the fullest extent of the law.
This legal offensive is a testament of AKGโs commitment to pursue justice for the victims as well as to provide answers and closure for the families. The AKG will remain steadfast in establishing strong and evidence-based cases to ensure successful prosecution against kidnappers.

PNP STATEMENT ON THE INCIDENT DURING THE PRESS BRIEFING
The Philippine National Police (PNP) upholds the highest standards of professionalism, discipline, and respect in all official engagements, particularly in press briefings and interactions with oversight bodies and the media.
During the press briefing held this afternoon, June 3, 2026, a police officer was invited to clarify his involvement in a vehicular traffic incident that occurred on June 2, 2026 along MLQ Avenue corner Mauling Creek, Brgy. Bagumbayan, Taguig City. The incident involved two vehicles and had earlier been resolved through an amicable settlement between the parties concerned.
While responding to questions during the briefing, the officer made an inappropriate remark directed at a senior official, which was made in the presence of members of the media and disrupted the orderly conduct of the proceedings. The officer was subsequently directed to step out of the press briefing area in order to maintain proper decorum.
The PNP does not condone any form of disrespectful conduct or language that undermines discipline, professionalism, and the integrity of official public forums. The concerned personnel will be subjected to appropriate administrative review in accordance with existing rules and due process.
The PNP assures the public that the matter will be addressed with fairness, accountability, and transparency, consistent with its commitment to a disciplined and professional police service.
