The Center for Policy and Executive Development (CPED) of UP-NCPAG officially launched its Certificate Course on Project Development and Management (CCPDM) at UP Diliman, bringing together 23 participants from National Government Agencies (NGAs), Local Government Units (LGUs), State Universities and Colleges (SUCs), and partner institutions.

The five-day program commenced with welcome remarks from CPED Director, Prof. Enrico L. Basilio, DPA, followed by a CPED and course orientation led by Development Management Officer IV, Mr. Allan Grand A. Sobrepeรฑa. The opening preliminaries set the stage for a dynamic learning experience focused on strengthening participantsโ€™ competencies in project planning, development, and management.

Throughout Day 1, participants engaged in interactive lectures, discussions, and practical learning activities facilitated by Prof. Basilio and Prof. Ronilo M. Balbieran. The sessions provided participants with valuable insights, concepts, and tools essential for developing responsive, evidence-based, and sustainable development initiatives, laying a strong foundation for the succeeding modules of the course.

The Center for Policy and Executive Development (CPED) of UP-NCPAG proudly announces the successful delivery of Batch 2 of the Appreciation Course on Public Policy, with all 27 participants from NGAs, LGUs, SUCs, and partners in governance satisfactorily completing the three-day certificate course.

Day 2 of this training program saw Prof.Simeon A. Ilago leading the discussions on the Integration of Tools in Policy Analysis (Qualitative and Quantitative Tools โ€“ Overview, equipping participants with essential analytical approaches. Prof. Herisadel P. Flores then guided participants through the Identification and Assessment of Policy Alternatives, followed by an interactive workshop, where participants worked on choosing the appropriate policy among options.

On Day 3, Prof. Maria Faina L. Diola discussed Stakeholder Engagement and Consultation and Advocacy in the Policy Process, culminating in a workshop where participants crafted and presented their own Stakeholder Analysis Matrix and Communication Engagement Plan, further strengthening their ability to design responsive and inclusive policy strategies.

As the second of four batches scheduled for 2026, this run reflects CPEDโ€™s continued commitment to strengthening policy capacity across institutions.

The Center for Policy and Executive Development (CPED) of UP-NCPAG successfully kicks off Batch 2 of the Appreciation Course on Public Policy, with 27 participants from various National Government Agencies (NGAs), Local Government Units (LGUs), State Universities and Colleges (SUCs), and partners in governance.

As the second of four batches scheduled for this year, the course continues CPEDโ€™s commitment to strengthening policy capacity across institutions and sectors.

The program opened with welcoming remarks and a course overview led by CPED Director, Prof. Enrico L. Basilio, setting the tone for a dynamic and engaging learning experience. Participants were then introduced to the foundations of public policy, including the policy environment, key stakeholders, and the policymaking process, through lectures facilitated by Simeon A. Ilago.

Through a blend of lectures, discussions, and hands-on exercises, participants began building their capacity to analyze policy issues, understand institutional contexts, and navigate stakeholder dynamics, key competencies in crafting responsive and evidence-based public policies.

The three-day Certificate Course on Technical Writing of Regulatory Policies for the Legal Education Board (LEB), held on April 27โ€“29 at the University Hotel and organized by the UP NCPAG Center for Policy and Executive Development (CPED), has successfully concluded, with 20 participants completing the program. The course brought together LEB personnel to strengthen their capacity to craft clear, enforceable, and outcomes-oriented regulatory policiesโ€”highlighting the importance of precision and structure in ensuring that policy issuances are legally sound, operationally implementable, and responsive to the needs of stakeholders in the legal education sector.

Grounded in public policy foundations and regulatory impact thinking, the program combined technical and legal drafting with hands-on writeshop sessions, enabling participants to develop practical policy outputs aligned with institutional priorities. By integrating standards formulation, measurable performance indicators, and applied policy design, the course directly addressed LEBโ€™s mandate to improve governance and streamline processes in legal educationโ€”equipping participants with tools to produce more effective and impactful regulatory issuances.
