Acting on the directive of President Ferdinand R. Marcos Jr. to accelerate assistance for communities affected by the recent earthquake in Mindanao, the Department of Budget and Management (DBM), under the leadership of Acting Secretary Kim Robert C. De Leon, has initially released Php 362 million for the immediate rehabilitation of critical public infrastructure in Sarangani, General Santos City, and South Cotabato.

During a press briefing on June 16, Presidential Communications Office (PCO) Undersecretary and Palace Press Officer Claire A. Castro said the funding forms part of the governmentโ€™s continuing disaster response and recovery efforts, supplementing earlier releases made beginning June 9.

Sourced from the Local Government Support Fund (LGSF), the Php 362 million will be directly downloaded to the affected local government units, enabling the faster restoration of damaged facilities, the delivery of essential services, and the immediate recovery of affected communities.

Usec. Castro likewise reported that government agencies have mobilized resources to restore critical health, communications, and transportation services, while remaining ready to provide additional support to ensure the full recovery of Mindanao.

: To strengthen citizen participation in governance and give communities a greater voice in government decision-making, the Department of Budget and Management (DBM) Regional Office V, in partnership with the Coalition for Bicol Development (CBD) and the Philippine Open Government Partnership, officially launched on June 4, 2026, in Legazpi City.

Project CINCO, which stands for CSOs INclusion and Collaboration Towards Open Government Partnership, seeks to empower Civil Society Organizations (CSOs) to work more closely with Local Government Units (LGUs). It is also one of the 17 regional reform initiatives under the DBM Regional Open Government Reform Program.

The launch was led by DBM RO V Acting Regional Director Francis C. Bautista and PH-OGP Co-Chairperson Aurora R. Chavez-De Guzman, with the support of PH-OGP Project Management Office Director Atty. Glenn Q. Miranda and DILG Region V Director Atty. Arnaldo E. Escober.

The event underscored the important role of CSOs in connecting communities with local governments and advancing more transparent, accountable, and inclusive governance across the region.

One of the highlights of the launch was the Commitment-Setting Session, where representatives from government, civil society, academe, and grassroots organizations signed a Pledge of Commitment as a symbol of their shared support for open government principles. The activity was followed by a CBD-facilitated workshop on policy issues, governance challenges, and inclusive governance practices.

In support of President Ferdinand R. Marcos Jr.'s push for a more transparent, accountable, and participatory government, the successful launch of Project CINCO marks a significant step in advancing open government reforms and strengthening collaboration among government, civil society, and local communities in the Bicol Region.

In line with the directive of President Ferdinand R. Marcos Jr. to immediately assist communities affected by the devastating magnitude 7.8 earthquake that struck Mindanao on June 8, the Department of Budget and Management (DBM) has released an initial amount of P362 million to support the rehabilitation and reconstruction of damaged public facilities in Sarangani, General Santos City, and South Cotabato.

The funding was sourced from the Local Government Support Fund (LGSF) and will be downloaded directly to the affected local government units to accelerate recovery efforts and restore critical infrastructure in the hardest-hit areas.

On June 9, the DBM released P100 million to the City Government of General Santos for the repair and rehabilitation of a multipurpose building in Barangay Dadiangas East.

Meanwhile, P140 million was released on June 15 to the Provincial Government of Sarangani for the rehabilitation and improvement of earthquake-damaged infrastructure. These include the rehabilitation of multipurpose buildings, a local road, and the construction of a bridge in the Municipality of Alabel, as well as the rehabilitation of a hospital building and construction of a local road in the Municipality of Glan.

On the same date, the DBM also released P122 million to the Provincial Government of South Cotabato to support the concreting of a local road connecting Barangay Acmonan and Barangay Kablon in the Municipality of Tupi, a key infrastructure project expected to improve mobility and support economic recovery in affected communities.

The DBM emphasized that the P362 million release forms part of the national governmentโ€™s broader disaster response and recovery financing strategy.

Additional disaster-response resources from the NDRRMF is readily available to support relief, rehabilitation, and reconstruction efforts nationwide.

Moreover, national government disaster response agencies may request the replenishment of their respective Quick Response Funds (QRFs) once fund utilization reaches the prescribed 50 percent threshold in accordance with existing budgeting and accounting rules and regulations.

IN PHOTOS: Department of Budget and Management (DBM) Acting Secretary Kim Robert C. De Leon was promoted to the rank of Auxiliary Rear Admiral of the Philippine Coast Guard Auxiliary (PCGA).

At 32, Acting Secretary De Leon becomes the youngest Rear Admiral in the PCGA and the youngest Budget Secretary in Philippine history.

Acting Secretary De Leon, who was accompanied by his wife, Ms. Jore Annie Rico-De Leon, previously served as Auxiliary Commodore before his promotion to Rear Admiral.

In his message, Acting Secretary De Leon assured all Filipinos whose lives and livelihoods are connected to the sea that the government stands firmly behind them.

โ€œSa bawat Pilipinong umaasa sa kaligtasan ng ating mga karagatan, nais kong ipaabot ang isang simpleng pangako: Hindi kayo nag-iisa. Nandito kami, handa kami, at patuloy kaming maglilingkod,โ€ he emphasized.

The Budget Secretary likewise underscored the importance of continuing to strengthen the Philippine Coast Guard and the Philippine Coast Guard Auxiliary.

โ€œThe mission of the Philippine Coast Guard and the Philippine Coast Guard Auxiliary, more than a maritime mission, is a nation-building mission. Maritime security must be matched with real support. A stronger Philippine Coast Guard means a safer Philippinesโ€”a more prepared and more resilient Philippines.โ€

During the ceremony, led by Philippine Coast Guard Commandant Admiral Ronnie Gil L. Gavan, the Philippine Coast Guard recognized the Budget Secretary for his exemplary contributions to youth development and nation-building and highlighted the importance of young leaders stepping forward to serve the nation.

โ€œSecretary De Leon, the Philippine Coast Guard is proud of what you have accomplished. But more than that, we are proud of what your journey represents. You remind us that patriotism has no age requirement, that leadership is earned through service, and that the next generation of Filipinos is more than capable of answering the call to serve our country.โ€

Commandant Gavan also underscored that the uniforms they wear symbolize a commitment to every Filipino family that looks to the sea with hope for safety, security, and protection.

DBM OIC Undersecretary Ryan S. Lita and OIC Assistant Secretary Gerald R. Janda were likewise conferred the rank of Auxiliary Commodore. Meanwhile, Ms. Crismel Dara G. Tengson-Oliveros was welcomed into the PCGA with the rank of Auxiliary Lieutenant Commander.

DBM Undersecretary and PCGA Rear Admiral Goddes Hope O. Libiran, along with other PCG and PCGA officials, also attended the ceremony.

: The Department of Budget and Management (DBM) issued Local Budget Memorandum No. 94 dated June 10, 2026, titled โ€œIndicative FY 2027 National Tax Allotment (NTA) Shares of Local Government Units (LGUs) and Guidelines on the Preparation of the FY 2027 Annual Budgets of LGUs.โ€

The Memorandum informs LGUs of their indicative NTA shares for FY 2027 and prescribes the guidelines on the preparation of their FY 2027 annual budgets.

IN PHOTOS: The Department of Budget and Management (DBM) continued its active participation in the 2nd Subcommittee Hearing of the House Committee on the Revision of Laws on the proposed Philippine Budget Code (PBC) or House Bill No. 8520 on June 10, 2026, at the Batasang Pambansa.

Discussions covered Sections 21 to 36 of HB 8520, including key matters related to the government's budgeting process and financial management systems.

Among the proposals discussed was the establishment of a unified and streamlined framework that integrates the Unified Accounts Code Structure (UACS) and the Integrated Financial Management Information System (IFMIS), advancing efforts toward a more efficient and transparent PFM system.

The Subcommittee also discussed various provisions of the PBC related to budget planning including Program Convergence and the merit-based budgeting framework aimed at ensuring the more effective implementation of government programs.

Representing the DBM as resource persons were Legal Service Attorney Tristan Duane N. Gonzales and Fiscal Planning and Reforms Bureau Chief Budget and Management Specialist Edelita B. Ocampo. The hearing was led by Representative Emigdio P. Tanjuatco III, Chair of the House Subcommittee on Special Laws.

Through the proposed Philippine Budget Code, the Committee seeks to establish a comprehensive budget law that will strengthen good governance and ensure that government funds are utilized efficiently, accountably, and for the benefit of the Filipino people.
